From Pannun Case To Mahadev Betting Scam, Ex-RAW Officer Faces Fresh Allegations

Vikash Yadav was arrested on December 18, 2023, by the Delhi Police Special Cell after a Rohini resident lodged an FIR accusing him of kidnapping and extortion
Former RAW officer Vikash Yadav, who was named by US authorities as a co-conspirator in an alleged plot to assassinate Khalistani terrorist Gurpatwant Singh Pannun, is now linked to an accused in the 'Mahadev Online Book" betting racket, according to officials.
Yadav was arrested on December 18, 2023, by the Delhi Police Special Cell after a Rohini resident lodged an FIR accusing him of kidnapping and extortion, with alleged ties to gangster Lawrence Bishnoi. The arrest came just three weeks after his name surfaced in the US indictment related to the Pannun case.
Police say their probe into the Rohini case led to the July 1 arrest of Jalaluddin alias Sameer in Chanakyapuri for his suspected role in a criminal conspiracy, reported The Indian Express.
'The probe revealed that Jalaluddin, who worked with the online book app in Dubai, approached Yadav to kidnap the complainant and threaten him as he was not paying up money owed. Yadav roped in his associate Khan, who works as a car dealer, and they got Rs 16 lakh through hawala from Jalaluddin," sources said.
Investigators may alert the Enforcement Directorate (ED), which is probing the Mahadev scam, about Jalaluddin's role.
According to the FIR, the complainant alleged Yadav told him there was a 'supari" from Bishnoi at Jalaluddin's behest.
The FIR also claims Yadav received a call from Jalaluddin, during which he said the complainant had been given 'the first dose of injection."
The complainant alleged Khan struck him on the head, robbed him of his gold jewellery, and later took cash from a café he owned.
On July 23, Additional Sessions Judge Saurabh Partap Singh Laler, while hearing Jalaluddin's bail plea, directed that he not leave the country without court permission, barred him from influencing witnesses, and noted that his passport had already been seized.
All three accused — Yadav, Khan, and Jalaluddin — are currently out on bail, with police preparing a supplementary chargesheet.
The complainant's lawyer, Rahul Thukral, said they will challenge Jalaluddin's bail in the Delhi High Court. 'After the registration of the FIR in 2023, he was threatening the complainant and since he is out on bail, the complainant is still scared," Thukral said.
The Mahadev betting app case involves alleged laundering of around Rs 6,000 crore through illegal online betting platforms. The ED has filed two charge sheets in a Chhattisgarh court following multiple raids.

ED seizes luxury cars, watches, cash in probe against two brokers

MUMBAI: The Enforcement Directorate (ED) has seized cash, high-end cars, imported luxury watches, and documents during searches at multiple locations in Mumbai and Ahmedabad linked to two related stockbrokers under investigation for alleged violations of the Foreign Exchange Management Act (FEMA). ED seizes luxury cars, watches, cash in probe against two brokers The raids, conducted on Thursday and Friday, targeted premises connected to Mahendra Shah and Megh Shah, officials said. The ED recovered ₹15 lakh in cash, four luxury cars — a BMW X6M, Bentley Continental GT, BMW 730LD, and BMW 328i — as well as imported watches from brands such as Rolex and Cartier, altogether valued at around ₹1.51 crore. Investigators also seized stamps and cheque books belonging to about 40 entities and companies. The material is being examined, the agency said. The FEMA probe stems from a March 2025 operation in Ahmedabad, when the Directorate of Revenue Intelligence (DRI) and Gujarat's Anti-Terrorism Squad (ATS) jointly seized around 88 kg of gold — including about 52 kg bearing foreign markings linked to Dubai, Australia, and Switzerland — along with ₹1.37 crore in cash from premises linked to the Shahs in the city's Paldi area. Following that seizure, the ED launched its investigation and in April 2025 conducted searches at various Ahmedabad locations connected to the accused and their associates, recovering ₹23 lakh in cash and what officials described as 'incriminating documents.' The agency said the latest seizures form part of its continuing probe into suspected illegal foreign exchange transactions and associated assets.

Education department official fined Rs25k for delay in RTI reply by a year

Gurgaon: Haryana State Information Commission (SIC) has imposed the maximum permissible penalty of Rs 25,000 on block education official Anita Chauhan for failing to provide information under Right to Information (RTI) Act within the stipulated 30-day period and instead delivering it nearly a year late. Chauhan, who is also a deemed state public information officer (SPIO), was fined on June 12 after Saroj Yadav, a teacher, filed a complaint against her. Yadav's RTI application, filed on Aug 26, 2023, sought information on investigative reports, related to the block education office, prepared by block education officer. The delay in dispatch of the information to the complainant came to light during hearings in 2024, when Yadav informed SIC that she only received the data after the commission issued a show-cause notice. "What's the benefit of the information being in my favour if I don't get it on time?" Yadav said. However, state information commissioner Kulbir Chhikara found her explanation "insufficient". His order referred to a 2014 Punjab and Haryana High Court judgment that mandates fines for delays without reasonable cause. Proceedings were also initiated against SPIO-cum-block education officer Sudesh Kumar, but he was later exonerated by the commission after he said that Chauhan was responsible for diary and dispatch work alongside her RTI duties and had "overlooked" sending the reply. The penalty amount of Rs 25,000 will be recovered by director of secondary education, Haryana, and the district education officer, Gurgaon. This amount must be deposited into the commission's designated account by Oct 31, 2025, with the registrar of SIC tasked with monitoring compliance.
