Housing Ministry backs green housing push at UN regional forum
At the 81st Session of the Economic and Social Commission for Asia and the Pacific (ESCAP) in Bangkok, Housing and Local Government Minister Nga Kor Ming reaffirmed Malaysia's commitment to sustainable urban development and housing policies that leave no one behind.
Delivering his keynote address on Monday (April 21), Nga said the country's 77% homeownership rate reflects ongoing efforts under the National Housing Policy and the National Affordable Housing Policy — both focused on ensuring access to affordable, quality homes.
He said programmes such as the Affordable Housing Programme (Rumah Mampu Milik), Citizen-Friendly Home Programme (Rumah Mesra Rakyat), and PR1MA housing projects are being reimagined with green features in mind, from industrialised building systems (IBS) that reduce construction waste to energy-saving designs.
The newly-rebranded People's Residency Program, he added, will go even further — incorporating the Green Building Index, rooftop solar panels, rainwater harvesting systems and urban farming to support low-income households in the green transition.
'Our utmost priority is to preserve the humane element in our public housing initiatives,' Nga said. 'To that end, we are integrating features that support holistic living, such as the development of green public spaces and childcare facilities to support working families.'
He said Malaysia is also placing strong emphasis on community-driven housing models, with initiatives such as Community-Based Disaster Risk Management (CBDRM) and local urban farming projects to strengthen social resilience and food security.
'As Asean Chair for 2025, Malaysia is committed to pushing forward bold, inclusive and future-proof housing policies that reflect global best practices,' he said.
ESCAP is a regional arm of the United Nations, bringing together 53 member States and 9 associate members. It serves as a platform for regional cooperation on sustainable development and policy challenges in the Asia-Pacific.

'We also discussed the need for a quick establishment of the ASEAN Observer Team (AOT) and the operation of the Interim Observer Team (IOT).' 'Both are important mechanisms for effectively monitoring the implementation of the ceasefire,' Manet added in his official Facebook post. Thailand's Acting Prime Minister Phumtham Wechayachai similarly discussed IOT operations with Malaysia's leader. Phumtham emphasized Thailand's commitment to the agreed framework from the August 7 General Border Committee Meeting. 'I reaffirmed that Thailand wishes for the IOT, which has only recently begun its work, to operate in accordance with the principles and framework agreed at the Extraordinary General Border Committee (GBC) Meeting on Aug 7.' 'I further proposed that the upcoming GBC meeting, scheduled for next month, could review the IOT's operations if necessary,' Phumtham noted. The Thai leader expressed gratitude for Malaysia's facilitation role in the peace process. Phumtham acknowledged Malaysia's readiness to support Thailand's peaceful conflict resolution efforts through bilateral consultations. This diplomatic movement follows the ceasefire agreement brokered in Putrajaya on July 28. The agreement ended five days of intense fighting between Cambodian and Thai forces. Malaysia initiated the ceasefire with observation support from both the United States and China. The primary goal remains swift de-escalation of tensions and regional stability preservation. Officials from both countries attended follow-up meetings in Kuala Lumpur and Thailand's Trat Province. These meetings involved top military officials from the Regional Border Committee. Both nations now work toward formalizing a permanent ceasefire arrangement. The recent hostilities stem from disputes over unmarked border areas between the two countries. Cambodia's Ministry of National Defence reported improved security conditions along the border. WORLD By Noor Bakhtiar Ahmad KUALA LUMPUR, Aug 20 (Bernama) -- Kazakhstan regards Malaysia as its gateway to Southeast Asia and the wider ASEAN region, and to further bolster cooperation, the Central Asian republic is proposing the establishment of a future ASEAN-Central Asia dialogue platform. Kazakhstan's Ambassador to Malaysia, Bulat Sugurbayev, said Malaysia's current role as ASEAN Chair 2025 further strengthened its position as a priority partner for Kazakhstan in its outreach plans to the region. 'Malaysia has been our gateway since 1993, when we first established diplomatic relations. "Our first embassy set-up to reach out to other countries in Southeast Asia was located in Kuala Lumpur, and it covered all ASEAN countries in the region. This reflects how important Malaysia is as a gateway to ASEAN,' he said. He said this during Bernama TV's The Nation programme titled 'Diplomacy In Action: Malaysia & Kazakhstan', which was aired on Tuesday. Sugurbayev added that Prime Minister Datuk Seri Anwar Ibrahim's official visit to Kazakhstan last year had set 'a new momentum, a new sort of pace towards building bilateral ties, particularly in trade and investment'. 'This year, Malaysia, being the chairman of ASEAN 2025, we believe it is very important for us to continue bringing forth this message to Kazakhstan as well as from Kazakhstan to Malaysia,' he said. On ASEAN's wider role, he noted that the grouping, which began as an economic instrument, had evolved into a stabilising force in the region.

Madani housing campaign to boost growth, says Nga
PUTRAJAYA: The Housing and Local Government Ministry is set to roll out the Madani Home Ownership campaign, aimed at spurring economic growth and boosting related industries. Minister Nga Kor Ming said the initiative could spur growth in as many as 200 industries tied to housing and construction. 'With the Madani Home Ownership campaign, every Malaysian can own their dream home,' Nga told reporters after a press conference held following an engagement session with stakeholders nationwide in conjunction with Budget 2026 yesterday. Also present were his deputy minister Datuk Aiman Athirah Sabu and ministry secretary-general Datuk M Noor Azman Taib. Nga stressed that the government's priority is not simply imposing a ceiling price for houses, but raising household incomes in line with Malaysia's high-income nation aspirations. 'Don't focus on the wrong thing. We want to focus on how to raise the people's income.' Among the new mechanisms being considered to tackle affordable housing and living costs is the use of advanced construction technology to shorten project timelines. Nga also announced he will table the first reading of the Urban Renewal Act this Thursday, with the second and third readings scheduled for Aug 27. 'This is the new direction for the country to ensure that our cities continue to develop sustainably. We have held 101 engagement sessions with stakeholders, and the Act has been referred twice to the Parliamentary Special Select Committee.' He added that under the 'traffic light' system he introduced, local councils performing well will receive more funds, while underperforming ones risk budget cuts. 'For those in the green, we will double their budgets, those in yellow, we will reconsider, while for those in red, I'm sorry, but their allocations will be withdrawn.' The ministry is also eyeing an additional RM1 billion allocation for public cleaning next year, with plans for 20% of vehicles used in city cleaning to be electric by 2027, in line with Malaysia's net zero carbon emissions target. Looking ahead to Budget 2026, Nga said the ministry will propose 10 new initiatives focused on national development, including 10,000 public infrastructure projects. 'Our strong track record last year saw us deliver 6,011 public facility projects, from recreational parks and public markets to food courts, hawker centres and toilets.' More than 300 stakeholders attended the engagement session, with over 30 representatives putting forward 50 proposals. Nga said he will present these to the Finance Ministry on Sept 4 for consideration in Budget 2026.
