DOJ files 62 counts of money laundering vs Alice Guo

GMA Network23-05-2025
The Department of Justice (DOJ) on Friday filed 62 counts of money laundering charges against former Bamban, Tarlac Mayor Alice Guo and others, the Presidential Anti-Organized Crime Commission (PAOCC) said.
The PAOCC said the money laundering case against Guo, also known as Chinese citizen Guo Hua Ping, was filed before Capas, Tarlac Regional Trial Court (RTC).
The charges include 26 counts of violation of Section 4(a) of the Anti-Money Laundering Law, which relates to transacting a monetary instrument or property that represent, involves, or relates to proceeds of an unlawful activity.
Five counts are for violating Section 4(b) of the same law, which is committed by a person who converts, transfers, disposes of, acquires, possesses or uses such monetary instruments or properties.
Finally, 31 counts are for Section 4(d), which pertain to attempts or conspiracy to commit money laundering offenses.
Just two days ago, Guo personally filed separate counter-affidavits on the tax evasion, falsification, and graft complaints filed against her before the DOJ.
Lawyer Nicole Jamilla, Guo's legal counsel, has maintained that her client is innocent of the criminal charges leveled against the former mayor.
Guo is also facing a qualified trafficking case before a Pasig court, a graft case before a Valenzuela court, and a material misrepresentation case before a Tarlac court.
A quo warranto petition was also filed against Guo with a Manila court, as well as a petition to cancel her birth certificate before a Tarlac court.
Guo is currently detained at the Pasig City Jail. — VDV, GMA Integrated News

Marcos: Baliwag flood project contractor to be blacklisted, face charges

President Ferdinand 'Bongbong' Marcos Jr. inspects the reinforced concrete riverwall project in Barangay Piel, Baliwag, Bulacan on Wednesday, August 20, 2025. Marcos says he is 'very angry' that the P55-million project was recorded as completed, but in reality it was not. PPA President Ferdinand "Bongbong" Marcos Jr. on Wednesday said SYMS Construction Trading, the firm involved in an alleged ghost flood project in Baliwag, Bulacan, would be blacklisted from the government's roster of contractors. "Ang SYMS Construction Trading ay agad na iba-blacklist at haharap sa mga kaso sa ilalim ng Revised Penal Code at RA 3019. Hahanapin at sisiyasatin pa natin ang iba pa nilang proyekto," Marcos said. (SYMS Construction Trading will be immediately blacklisted and will face charges under the Revised Penal Code and the RA 3019. We will also scrutinize their other projects.) Marcos also assured that those involved in the alleged anomalous project in Barangay Piel in Baliwag would be suspended and slapped with anti-graft and malversation of public funds charges. "Hindi natin palalampasin ito. Sususpendihin at kakasuhan ang lahat ng opisyal na nag-authorize at nakipagsabwatan dito ng paglabag sa Anti-Graft and Corrupt Practices Act at Malversation of Public Funds through Falsification of Public Documents," he said. (We will not let this pass. The officials involved will be suspended and will face charges for violating the Anti-Graft and Corrupt Practices Act, as well as the Malversation of Public Funds through Falsification of Public Documents.) GMA News Online has requested comment from SYMS Construction Trading regarding the President's statements, but the company has yet to respond as of posting time. Earlier in the day, Marcos said the Barangay Piel project was an example of falsification of documents because as per records, it was finished. However, when Marcos inspected it, he learned that it was not even completed. The President said he was very angry with such flood control projects. Marcos had disclosed that 20% of the total P545 billion budget of flood control projects was awarded to only 15 contractors. The total number of the flood control projects was 9,855. Marcos earlier said a total of 6,021 projects were worth more than P350 billion, adding that they do not specify the exact type of flood control structures built, repaired, or rehabilitated. The President's list of 15 contractors does not include SYMS Construction Trading. Meanwhile, Marcos called on the public to continue filing reports in the website with regard to corrupt flood control projects. — VDV, GMA Integrated News

US seeking Quiboloy extradition, sources say

Documents supporting the US request to extradite Quiboloy were transmitted to the Philippine Department of Justice in June this year, according to sources who have knowledge of the process, but spoke on condition of anonymity due to a lack of authority to speak on the issue. The United States is seeking the extradition of Filipino religious leader Apollo Quiboloy, who is wanted in the US for several charges, including child sex trafficking, engaging in sex with minors, fraud, and money laundering, Philippine government sources told GMA News Online on Wednesday. Documents supporting the US request to extradite Quiboloy were transmitted to the Philippine Department of Justice in June this year, according to sources who have knowledge of the process, but spoke on condition of anonymity due to a lack of authority to speak on the issue. Quiboloy, indicted by a US federal grand jury in 2021, landed on the Federal Bureau of Investigation's most wanted list, which identified the charges against him, such as conspiracy to engage in sex trafficking by force, fraud, and coercion, sex trafficking of children, and bulk cash smuggling. 'The US is seriously seeking the extradition request and taking the necessary steps with the Philippine government in bringing him to justice,' one of the sources said. An extradition treaty signed in 1994 by Manila and Washington states that "all requests for extradition shall be submitted through the diplomatic channel" and "shall be supported by documents, statements, or other types of information which describe the identity and probable location of the person sought." The Philippines is mandated under the treaty to promptly notify the US through the diplomatic channel of its decision on the extradition request. If the extradition request is granted, "the authorities of the contracting parties shall agree on the time and place for the surrender of the person sought," the agreement said. GMA News Online reached out to Philippine Ambassador to Washington Jose Manuel Romualdez for confirmation, but referred the request for comment to the DOJ. Comments have also been sought from the DOJ and the US Embassy in Manila, and these will be published as soon as they are available.

BIR to probe ghost flood control projects — Lumagui

The Bureau of Internal Revenue (BIR) will now join the investigation into the alleged anomalous flood control projects, Commissioner Romeo Lumagui Jr. said Wednesday. The bureau will look into the status of the projects and the contractors' tax compliance. 'Sisiguraduhin din natin kung tapos na ba, ano na ba ang nangyari patungkol sa tax payments ng projects na ito,' Lumagui said in an ambush interview at the Department of Justice. (We will verify if they were completed and the status of these projects' tax payments.) Ghost projects are those for which contractors were paid, but the projects were never started, according to the BIR. 'Para sa amin, 'pag sinabing 'ghost project,' wala naman talagang ginawa. Ibig sabihin walang ginastos patungkol sa proyektong 'yan at binayaran siguro sila, pero walang ginastos sa project na 'yan,' he said. (For us, when you say 'ghost project,' it really means nothing was done. It means no money was spent on that project, and maybe they were paid, but nothing was actually spent on the project.) Lumagui said the BIR's investigation will also include coordination with other agencies, including the Department of Public Works and Highways. 'Kung ano man ang magiging resulta ng mga investigations na ginagawa, hihingi rin kami ng mga reports at mga dokumentong na i-submit nila,' he said. (Whatever the results of the investigations being conducted, we will also request the reports and documents that they will submit.) This comes a day after the Senate Blue Ribbon Committee began its probe on the flood control mess on Tuesday. During the hearing, DPWH Secretary Manuel Bonoan said the agency is validating reports of ghost flood control projects in Bulacan worth P5.9 billion. In his fourth State of the Nation Address, President Ferdinand 'Bongbong' Marcos Jr. vowed that those involved in anomalous flood control projects would be held accountable. Last week, Marcos disclosed that 20% of the total P545 billion budget for flood control projects was awarded to only 15 contractors. –VBL, GMA Integrated News
