‘Stop, play, pause': Over 12k nuisance cases in 2 years as DMRC battles reel-ity check in trains

Delhi Metro has witnessed over 12,000 cases of unacceptable behavior in the last two years, including making reels, littering, and misbehaving with staff. DMRC recorded 6,169 nuisance cases in 2024-25 and 6,183 in 2023-24, along with hundreds of unlawful entries.
NEW DELHI: A 25-year-old man was arrested in April for creating a ruckus inside a
Delhi Metro
train by drinking alcohol and eating eggs. It eventually turned out it was only in pretence in an attempt to go viral on social media.
It is not the lone instance. Delhi Metro has recorded over 12,000 cases of unacceptable behaviour in the past two years. Botherations include passengers making reels, littering, quarrelling and misbehaving with train staff.
The latest Delhi Metro Rail Corporation data shows 6,169 cases of nuisance in the 2024-25 financial year and 6,183 in 2023-24, most of them falling under Section 59 of the Metro Railways (Operation and Maintenance) Act.

Apart from such nuisance, the network also recorded 745 cases in 2024-25 of unlawful entry and walking on metro tracks, prohibited under Section 64 of the DMRC Act. The number of such cases was 1,043 in 2023-24.
In the past few years, there has been a spate of videos on social media showing passengers recording reels inside the trains and at stations, causing inconvenience to other commuters.
"DMRC expects its commuters to behave responsibly while using the Delhi Metro and follow all social etiquette and protocols that are acceptable in society," said Anuj Dayal, principal executive director, corporate communications, DMRC.
"Commuters should also follow prevalent dos and don'ts while travelling by metro for their own and co-passengers' safety, comfort and convenience. They shouldn't indulge in any activity that is against the rules and regulations.
"
Dayal said that from time to time, DMRC launched special awareness drives on this matter. "Offenders are liable for penalty or removal from the metro train under the Operations & Maintenance Act," he added.
Though DMRC has been running campaigns and displaying messages at metro stations like 'do not make reels and cause discomfort', unsavoury incidents continue to be reported.
DMRC has been appealing to commuters to inform them when they notice unruly or prohibited behaviour in the trains rather than make videos of the incidents.
"Commuters should inform the train operator if they spot anything objectionable or anyone creating a nuisance inside a train," a metro official said.
"Security or DMRC staff at the next arriving station will immediately take necessary action. Passengers can also seek help at the helpline number 155370."
In an effort to disseminate information in a creative manner, DMRC has used terms familiar to reel makers to educate them. Signboards saying 'STOP making reels', 'don't PLAY loud music in metro premises' and 'PAUSE - let passengers deboard first' are prominently displayed on platforms or at concourse levels across the network.

They demanded fast-tracking of all pending custodial torture and death cases and sought compensation for victims and their families. Tiphagne also pointed out that since the first hearing in the JM court No 1, Tirunelveli, held on Dec 13, 2023, Singh has appeared for only 10 of the 22 hearings held so far, with the trial yet to begin. The JAACT also condemned that IAS officer P Amudha's interim report on the case was made public and submitted in court but her final report has not yet been furnished despite a Sept 2023 high court order. "We are to initiate contempt proceedings against Amudha regarding the matter. We also want to point out that the SC/ST (Prevention of Atrocities) Act which was there in the original FIR, was removed in the charge sheet, merely because Balveer Singh belongs to the scheduled tribe status though his other co-accused are from the backward castes. The SC/ST Act can still be invoked against other accused. This clearly amounts to 'institutional cheating and suppression of material facts' in an investigation by the CBCID," added Tiphagne. The JAACT also demanded for all victims to be provided compensation and apology as they are victims of gross police torture. "The high court must fast-track all pending cases of custodial torture and custodial deaths and in turn ensure that its registrars and the Legal Services Authority also periodically monitor such cases of custodial torture and deaths. There can be a special court for all cases of torture, namely, in the designated district human rights court, under the Protection of Human Rights Act with day to day trials being foreseen so that speedy trial assured in practice," they stated.

Vijayawada: A major security breach came to light at the Kadapa Central Jail, where as many as ten mobile phones were found in the possession of notorious red sanders smuggler Jakir over a span of four months. This incident raised serious concerns about the lapses in prison security and the alleged collusion of jail staff in facilitating access to prohibited items. Taking the issue seriously, Anjani Kumar, director general, prisons, initiated a thorough inquiry. Rajahmundry prisons DIG Ravi Kiran reached the Kadapa Central Jail on Wednesday and has since been personally overseeing the investigation, which entered its fourth day on Saturday. He is interrogating both inmates and jail staff to trace how the mobile phones entered the high-security premises. According to sources, during the probe, some staff members claimed that mobile phones were being thrown over the compound wall from the outside. The DIG instructed the officials to retrieve call records from that device and identify all the contacts the prisoner communicated with. He also personally interacted with the inmates. Alarming revelations surfaced regarding prisoner Jakir, who reportedly had 10 mobile phones in his possession over the last four months. Despite being under watch, he allegedly maintained regular contact with individuals outside, raising concerns about continued smuggling operations being controlled from within the jail. Anjani Kumar confirmed to the TOI that the inquiry is still underway. He added that appropriate action will be taken against those found guilty within the next two days, based on the findings of the ongoing investigation.

1 2 Madurai: Appreciating the state govt for issuing comprehensive standard operating procedures (SOPs) for the effective implementation of the Tamil Nadu Protection of Interests of Depositors (in Financial Establishments) Act, 1997, pursuant to the court's earlier directions, Madras high court observed that what began as a matter of judicial concern has now evolved into a framework that promises tangible relief to affected depositors. Justice B Pugalendhi observed that the practical working of the TNPID Act was vitiated by administrative delay, lack of coordination, lack of proactive monitoring or awareness programmes, and absence of timelines, all of which defeated the very object of the legislation. These failures reduced the efficacy of the Act, leaving thousands of poor and middle-class depositors in prolonged distress. The judge observed that the court earlier issued certain directions to the state to prompt systemic reform and restore public faith in the process. Pursuant to the directions, the govt showed a meaningful response and structural progress. After a high-level meeting chaired by the chief secretary, comprehensive SOPs were issued on July 9 by the home department, bringing together all departments concerned under a common and time-bound procedural umbrella by issuing a GO. The judge observed that the court suggested the govt consider appointing a retired high court judge or a senior IAS officer as a full-time competent authority to expedite recovery and refund proceedings and inspire depositor confidence. The govt has now proposed the appointment of zonal-level officers as additional competent authorities, in addition to the existing district revenue officers, thereby decentralising and strengthening the overall enforcement machinery. The judge also appreciated the state public prosecutor Hasan Mohammed Jinnah and additional public prosecutor T. Senthil Kumar, who appeared in this matter and played a crucial role in communicating the concerns of the court to the govt. Their contribution reflects the important role that law officers play in bridging the judicial and executive institutions in matters of public interest and ensuring that judicial concerns are translated into administrative action, the judge observed while disposing of a contempt petition.
