Dubai lures fleeing Britons with first-time buyer scheme – but there's a catch

Dubai is luring British first-time buyers with cheaper mortgages and flexible payments, despite experts warning of a property price plunge.
The United Arab Emirates has become a popular destination for millionaires fleeing stricter tax regimes elsewhere. Now, it has launched a range of perks for those buying their first home in Dubai, as price surges push first-time buyers out of the market.
The Dubai First-Time Home Buyer Programme, rolled out earlier this month by the Dubai Land Department and the Department of Economy and Tourism, can be used by any adult resident of the city, including expats, on a property worth up to AED5m (£1m).
First-time buyers will be given priority access to new developments, as well as cheaper prices for new-build flats. Flexible payments will be allowed for off-plan purchases, as well as government registration fees.
Buyers will also benefit from cheaper mortgages with lower interest rates and faster approval processes, the government said.
Ben Perks, of Orchard Financial Advisors, said: 'There are a growing number of young Britons that are completely disenfranchised with the UK property market.
'Dubai's new first-time buyer scheme is clever and could attract Britons. I'm sure other countries will follow suit and come up with ways to entice our hard-working youngsters.'
But experts warned of the risks that come with such a move, with property prices in the city forecast to fall 15pc in the coming years.
Nicholas Mendes, of mortgage broker John Charcol, said: 'While the incentives on offer in Dubai may well appear attractive at first glance, particularly for younger Britons who are increasingly priced out of the UK property market, there are nonetheless some important caveats to bear in mind before making such a significant move.
'I would urge caution among first-time buyers who are viewing this as a quick or speculative investment opportunity, particularly if they have no long-term plan to remain in the region.
'The local market is heavily skewed towards off-plan sales which tend to carry a different risk profile compared to completed properties in more regulated markets.'
Mr Mendes added: 'Add to that the fact that price corrections have been forecast, with some estimates suggesting falls of up to 15pc in the next year or so, and there is a real risk that buyers could find themselves holding an asset that is worth less than they paid, particularly if they are forced to sell within a short time frame.'
He warned that the 'cost of exiting a market like Dubai' can sometimes outweigh short-term financial gains.
Mather and Murray Financial independent financial adviser, Samuel Mather-Holgate, added that while the scheme was 'impressive', its popularity could have negative implications.
He warned: 'I would be worried about falling prices in the next five years, and a new build off-plan property is the last thing you would want in that eventuality.'
British buyers would benefit from a strong sterling position. In January, AED5m would have cost approximately £1.12m. It is now closer to £1m, a saving of around £100,000.
Prem Raja, of Currencies 4 You, said: 'For Britons looking at Dubai as a lifestyle or investment destination, the combination of a softer AED, flexible payment plans and early access to new launches creates a very compelling window of opportunity.
'Timing, both in market and currency terms, has rarely looked better.'
Dubai saw the number of millionaires living there double between 2014 and last year, according to wealth firm Henley and Partners.
House prices have surged as a result of its new popularity, rising a further 3.7pc to AED1,749 per square foot in the first three months of this year, according to estate agents Knight Frank. This is 17.6pc higher than the previous market peak in 2024.
However, property prices are set to fall by as much as 15pc in the second half of this year and in 2026, according to Fitch.
The ratings agency said: 'In our base case, Dubai real estate prices are close to their peak and a moderate correction is likely.'
This could signal an end to the post-pandemic boom in the Gulf state.
Residents of the city pay no income tax on salaries, investments or rental income earned locally. There is also no capital gains tax, inheritance tax or annual tax on worldwide assets. VAT, which is 5pc, is not applied to rent, groceries or school fees.
The city saw a record 169,000 transactions last year, worth AED367bn. But cash buyers are the most common type of buyer in the city, making up 87pc of transactions, shutting out those with small deposits.
In the UK, the average house price is now more than £265,000, according to the Land Registry. The average deposit paid for a first-time buyer is £34,500, according to trade body UK Finance.
First-time buyers should proceed with caution, mortgage brokers have advised.
Janet Fernandes, of MPowered Mortgages, said: 'Lenders are more relaxed around affordability criteria than they are in the UK for example, so you need to take this into consideration and always consult with a mortgage broker that know the market well. The mortgage default rate in Dubai is considerably high for this reason.'
British buyers are also 'more vulnerable buying in Dubai versus the UK'.

Wizz Air's decision to quit the Middle East was triggered by a row with its Abu Dhabi government partner over alleged favouritism shown to the Gulf state's airline, its chief executive has said. The budget airline last week suspended all flights from its Abu Dhabi hub, blaming the 'hot and harsh' climate, as high temperatures and sand particles degraded its engines. But Jozsef Varadi, chief executive of Wizz Air, told The Telegraph that the move was also driven by curbs imposed on its local division by the Abu Dhabi authorities. These included a refusal to let Wizz Air Abu Dhabi – a joint venture between Abu Dhabi and the airline – fly to India and Pakistan as previously agreed, despite the two countries having granted it access rights. Mr Varadi said the move was probably designed bolster Abu Dhabi's airline, Etihad, which is owned by the Gulf state. 'Six years ago, Abu Dhabi was booming and the whole system was supportive of bringing in an ultra-low-cost carrier,' he said. 'Everyone was contributing, without any discrimination between the home airlines. But that changed and it became a case of Etihad first, with everyone else subordinated. 'That is not what we agreed when we made a commitment to invest in Abu Dhabi and it's not a game we're prepared to play. We said at the beginning that we would not be coming to be a second-class citizen.' Wizz last week said it was abandoning the joint venture, which was established with the Abu Dhabi's sovereign wealth fund ADQ in 2019. Mr Varadi said the launch of flights to the Indian subcontinent had always been the venture's ultimate goal, with the region accounting for 60pc of the travel market from Abu Dhabi. He said: 'We all had an understanding that we would be accessing markets like India and Pakistan. It was specifically mentioned in our investment memorandum. 'We got designated by Abu Dhabi and we started working with India and Pakistan and both of them approved our designation. 'But at that point Abu Dhabi changed its mind and they decided to remove our designation and hand that over to Etihad. So we were excluded from more than half of the market. That is not acceptable and not how we do business.' Mr Varadi said the change in attitude coincided with the deepening of government efforts to focus Etihad more on local travel needs, rather than have it compete in global markets with Emirates and Qatar Airways. Etihad slashed its aircraft order book and cut long-haul routes as a result of the rethink, and in October 2022 came under the ownership of ADQ, which also held a 51pc stake in Wizz Air Abu Dhabi, to Wizz's 49pc. 'People don't like flying over war zones' The chief executive said the escalating conflict in the Gulf has also influenced the decision to quit the region, with a quarter of Wizz flights forced to divert in the past 12 months, increasing costs and putting off travellers. He said: 'Demand is a lot weaker than before. People don't like flying over rockets and war zones, and this has become a regional conflict. It's no longer local.' Wear and tear issues with the Pratt & Whitney engines on Wizz's jets, which grounded 20pc of the fleet, were a further factor, being more acute in the 'hot and harsh' environment of Abu Dhabi and nearby destinations such as Saudi Arabia. He said: 'The engines were degrading three times faster, so it became incredibly punitive from an engine lifetime and cost perspective.' Mr Varadi said Wizz, which is due to provide an earnings update on Thursday, will delay orders from Airbus as it falls back on core European markets, where it competes with Ryanair and EasyJet. While based in Budapest Wizz is listed in London and has major bases at Gatwick and Luton.

Regarding Matthew Syed's article 'The property-owning class should take a big hit. Yes, that includes me' (Jul 13), although I am part of the boomer generation that has benefited enormously from rising property prices since the 1970s, so, too, have our children and grandchildren. They have benefited from the Bank of Mum and Dad/Granny and Grandad. In the main, us oldies did not benefit from such munificence from our elders. My first rent was 67 per cent of my salary, a higher percentage than the average today. It made me determined to own my own home. I achieved that after working six evening jobs in addition to my main job. Then came property investments. Rather than tax breaks, what made buying property attractive was a steady additional income that could be saved while working (and invested in equities), while continuing to provide an income if I was ever out of work or decided to retire. Generally, the young eat out more often, go on holiday more often, buy takeaway coffees more often and expect a better work/life balance while expecting the government to help them out. Recognised Palestinian state could develop disputed gas resources, expert says

Recognition of Palestine as a state would put beyond doubt that the Palestinian Authority (PA) is entitled to develop the natural gas resources of the Gaza Marine field, according to one of the experts that worked on the stalled project. Michael Barron, the author of a new book on Palestine's untapped gas reserves, has suggested the field could generate $4bn (£3bn) in revenue at current prices and it is reasonable that the PA could receive $100m a year over 15 years. He said the revenues 'would not turn the Palestinians into the next Qataris or Singaporeans, but it would be their own revenue and not aid, on which the Palestinian economy remains dependent'. Plans to develop the field have a near 30-year history, during which time legal controversies over ownership have stalled exploration. A law firm representing Palestinian human rights groups sent a warning letter to the Italian state-owned firm ENI that it should not exploit the gas fields in an area known as Zone G, where six licences were awarded by Israel's energy ministry. In their letter, the lawyers claim that roughly 62% of the zone lies in maritime areas claimed by Palestine and, as such, 'Israel cannot have validly awarded you any exploration rights and you cannot validly have acquired any such rights'. Palestine declared its maritime borders, including its exclusive economic zone, when it acceded to the UN Convention on the Law of the Sea (UNCLOS) in 2015, and set out a detailed claim in 2019. Israel is not a signatory to UNCLOS. Barron said recognition of Palestine, particularly by states with large oil firms registered in their jurisdiction, would effectively end the legal ambiguity, and provide the PA with not only a new secure source of income, but regular supplies of energy independent of Israel. Since the legal letter, ENI has told pressure groups in Italy that 'licences have not yet been issued and no exploratory activities are in progress'. Another group, Global Witness, claims the East Mediterranean Gas pipeline that runs parallel to the Gaza coastline is unlawful since it runs through Palestinian waters, and is not providing any revenue to the PA. The 56-mile (90km) pipeline transports gas from Ashkelon in Israel to Arish in Egypt, where it is then processed into liquefied natural gas for export, including to Europe. 'The Oslo Accords agreed in 1993 clearly give the Palestinian National Authority jurisdiction over territorial waters, the subsoil, power to legislate over oil and gas exploration and to award licences to do so,' Barron said. 'Control over natural resources was an important element of [the] state-building agenda of the Palestinian leader Yasser Arafat. Israeli exploitation of Palestinian resources was and remains a central part of the conflict.' Gas was discovered in the Gaza Marine field in 2000 in a joint venture owned by the BG Gas group, a giant privatised off-shoot of British Gas and the Palestinian Consolidated Contractors Company. The plan was for the gas to be used by the sole power station on the Gaza strip to end the territory's perennial energy shortages. Barron argues in his book – The Gaza Marine Story - that the fate of the project is a microcosm of how Israel worked to increase Palestinian dependence on Israel while at the same time trying to separate Palestinians from Israelis. The project was dogged by issues of commercial viability and an Israeli court ruling that the waters were a 'no-man's water', partly because the PA was not a sovereign entity with unambiguous powers to award licences. The court also did not resolve whether the rights to Palestinian territorial waters clearly provided for in the Oslo Accords included a Palestinian 'exclusive economic zone', a zone that normally extends 200 miles off the coast. The accords were only intended to be an interim arrangement before full statehood and so did not delineate the full maritime border. Territorial waters are normally defined as only 12 or 20 miles off the coast and Israel always argued that any licence for Gaza Marine 20 miles off the Gaza coast should be seen as a gift to the PA by Israel, and not a right. After Hamas took control the Gaza strip in 2007, Israel did not want the revenue to fall into its hands, so it blocked the development, prompting the BG group to put the project on hold and then eventually to quit. In June 2023 Israel approved plans for an Egyptian firm EGAS to develop the field, only for the war in Gaza to start. Gaza Marine is estimated to contain only 30 billion cubic metres (BCM) of natural gas, which is a small fraction of the more than 1,000 BCM contained in Israel's own territorial waters. Barron argued that Israel has its own gas supplies and so long as a Palestinian state with unified governance is recognised, Israel will have no motive or legal right to block Palestine exploiting its single greatest natural resource. The whole controversy around private sector investment in Israel's acknowledged occupation of Palestine moved centre stage with a report published last week by the UN special rapporteur on Palestine, Francesca Albanese, warning corporations against sustaining what has been declared an unlawful occupation by the international court of justice (ICJ). She claims ICJ decisions place on corporate entities a prima facie responsibility 'to not engage and/or to withdraw totally and unconditionally from any associated dealings with Israel, and to ensure that any engagement with Palestinians enables their self-determination'. Her claim has been rejected wholesale by Israel.
