BRASILIA - Former Brazilian President Jair Bolsonaro allegedly helped orchestrate an illegal surveillance scheme by intelligence agency ABIN to target his political enemies during his term, a federal police report showed on Wednesday.
The report, which was released by the Supreme Court, said the group used ABIN to spy on and attack political foes and state institutions and to disseminate fake news.
The findings, based on testimony, documents from search operations and other evidence, identified Bolsonaro as the "main beneficiary" from the surveillance.
Bolsonaro's lawyer, Celso Vilardi, said he had not yet reviewed the police report and could not comment.
Despite implicating Bolsonaro, police did not formally accuse him in the report, which did accuse more than 30 other individuals.
Supreme Court Justice Alexandre de Moraes said he made the findings public after leaks led to conflicting media reports on the matter on Tuesday.
Police noted potential links between the ABIN probe and an investigation into an alleged coup attempt, in which Bolsonaro is already a defendant.
The decision on whether to charge Bolsonaro in the surveillance case has been left to Brazil's Prosecutor General's Office.
Among those formally accused was Carlos Bolsonaro, the former president's son and a Rio de Janeiro city councilor, who police alleged was part of the criminal organization.
The younger Bolsonaro has denied wrongdoing, stating on Tuesday that the investigation aimed to harm him ahead of next year's elections.
Alexandre Ramagem, the former head of ABIN under Bolsonaro's administration, and Luiz Fernando Correa, the current head of the agency, were also among the people formally accused by police, the report showed.
Ramagem was accused of being part of a criminal organization and using ABIN to illegal ends, while Correa is suspected of obstructing the police investigation into the agency, police said.
Ramagem could not be reached for comment on Wednesday, but said in a post on X on Tuesday that he would analyze the accusations once he had access to the police report.
ABIN did not immediately respond to a request for comment on Wednesday. It had declined to comment on Tuesday. REUTERS

BEIJING - China will stage a massive military parade next month involving tens of thousands of people in the heart of Beijing to commemorate 80 years since the end of World War Two following the surrender of Japan. From trucks fitted with devices to take out drones, new tanks and early warning aircraft to protect China's aircraft carriers, military attaches and security analysts say they are expecting China to display a host of new weapons and equipment at the parade. Additions to its expanding suite of missiles, particularly anti-ship versions and weapons with hypersonic capabilities, will be particularly closely watched as the U.S. and its allies prepare to counter China in any future regional conflict. The 70-minute-long "Victory Day" parade, comprising 45 contingents of troops will be surveyed by President Xi Jinping at Tiananmen Square alongside a number of foreign leaders and dignitaries including Russian President Vladimir Putin, who also attended the 2015 parade. Authorities have stepped up security in downtown Beijing since early August when the first large-scale parade rehearsal was held, setting up checkpoints, diverting road traffic and shutting shopping malls and office buildings. US and European military planners have begun exploring post-conflict security guarantees for Ukraine, US officials and sources told Reuters on Aug 19, following President Donald Trump's pledge to help protect the country under any deal to end Russia's war. Ukraine and its European allies have been buoyed by Mr Trump's promise during a summit on Aug 18 of security guarantees for Kyiv, but many questions remain unanswered. Officials told Reuters that the Pentagon is carrying out planning exercises on the support Washington could offer beyond providing weapons. But they cautioned that it would take time for US and European planners to determine what would be both militarily feasible and acceptable to the Kremlin. One option was sending European forces to Ukraine but putting the US in charge of their command and control, two sources familiar with the matter told Reuters. The sources added that the troops would not be under a Nato banner but operate under their own nations' flags. The Pentagon and Nato did not immediately respond to a request for comment on the idea. In a press briefing, the White House said that the United States could help coordinate a security guarantee for Ukraine. Russia's Foreign Ministry has ruled out the deployment of troops from Nato countries to help secure a peace deal. Mr Trump has publicly ruled out deploying US troops in Ukraine but appeared on Aug 19 to leave the door open to other US military involvement. In an interview with Fox News, he suggested Washington could provide air support to Ukraine. 'When it comes to security, (Europeans) are willing to put people on the ground, we're willing to help them with things, especially, probably, ... by air because nobody has stuff we have, really they don't have,' Mr Trump said. He did not provide further details. US air support could come in a variety of ways including providing more air defense systems to Ukraine and enforcing a no-fly zone with US fighter jets. Since Russia's full-scale invasion of its neighbor in 2022, the United States has shipped billions of dollars worth of weapons and munitions to Kyiv. The Trump administration briefly halted those weapons shipments, including after a contentious White House meeting between Mr Trump and Ukrainian President Volodymyr Zelenskiy in February and again in July. Shipments have resumed and Mr Trump has pledged to send weapons, primarily defensive ones, to help the war-torn country. Nato military chiefs will focus on Ukraine and the way forward when they meet virtually on Aug 20, a conference first reported by Reuters. US Air Force General Alexus Grynkewich, who also oversees Nato operations in Europe, will brief the chiefs of defence on the Alaska meeting between Trump and Russian President Vladimir Putin last week. A US official speaking on condition of anonymity said US General Dan Caine, chairman of the Joint Chiefs of Staff, was expected to attend the meeting. The official added that Mr Caine would meet with some of his European counterparts in Washington on Aug 19 evening. Mr Trump has pressed for a quick end to Europe's deadliest war in 80 years, and Kyiv and its allies have worried he could seek to force an agreement on Russia's terms after the president last week rolled out the red carpet for Mr Putin. Russia says it is engaged in a 'special military operation' in Ukraine to protect its national security, claiming Nato's eastward expansion and Western military support for Ukraine pose existential threats.
