ISLAMABAD: The government has allowed import of up to five-year-old/used vehicles imported in commercial quantities along with 40 percent additional import tariff in budget (2025-26).
During review of Finance Bill (2025-26) on Friday, Ministry of Commerce Secretary Jawad Paul informed Senate Standing Committee on Finance that the time period for the import of old/used vehicles under the baggage scheme has not been changed and overseas Pakistanis would continue to import three-year-old vehicles under baggage scheme.
The facility of five years has only been extended on the commercial import of old and used vehicles. From September 1, 2025, the commercial import of five years old vehicles would be allowed.
Tariff rationalisation: Rs500bn revenue loss estimated
However, there would be an additional tariff protection of 40 percent on such vehicles in 2025-26. In the next four years, the 40 percent additional import tariff would be zero on the import of used and old vehicles. The 40 percent additional import duties during 2025-26 would be reduced to 30 percent in subsequent fiscal year and finally zero-percent duty in coming years.
In future, the import of 6-7 years old vehicles would also be allowed.
The quantity and standards would be maintained to ensure that old and used vehicles should not create environment related problems in the country.
Chairman of the Senate Standing Committee on Finance Saleem Mandviwalla stated that the same time period of five years should apply on the import of vehicles under the baggage scheme as well as commercial import of vehicles. The government should give same treatment on the import of vehicles by overseas Pakistanis and commercial importers.
However, the government must ensure that 40 percent additional tariff should not be applicable on the import of five years old vehicles under the baggage scheme.
There should be no distinction between the vehicles imported under the baggage scheme and commercial imports, Mandviwalla maintained.
The commerce secretary stated that the gift scheme is being misused on the import of old and used vehicles.
The tariff reductions would be applicable on new auto sector policy after June 30, 2026, he said.
Finance Minister Muhammad Aurangzeb said that we have given enough tariff protection to domestic sectors/industries.
The FBR Member Customs Policy stated that the government has not touched auto sector during tariff rationalisation during 2025-26.
The government has reportedly received No Objection from International Monetary Fund (IMF) for import of five-year old used cars in the country, sources in Commerce Ministry told Business Recorder.
The import of used cars will commence from September 2025 on commercial basis as current regime of import of three-year old used cars by overseas Pakistan will be discontinued.
The decision has been taken in light of proposals prepared by the Federal Board of Revenue (FBR) which was making hectic efforts to allow import of five-year used cars aimed at increasing its revenue through imports.
However, the issue of arrangement of foreign exchange will be a gigantic task as State Bank of Pakistan (SBP) will not remit forex for import of five-year used cars due to difficulties.
Local auto industry, mainly dominated by the Japanese companies had opposed the proposal at every level but FBR did not agree citing different reasons.
The government will gradually phase out regulatory duties and slash tariffs on Completely Built-Up (CBU) vehicles to below 10 percent, with a broader goal of bringing auto-sector tariffs down to single digits within five years.
The personnel baggage scheme, transfer of residence and gift scheme were reportedly misused on the import of old and used vehicles.
Under the law, overseas Pakistanis are entitled to import vehicles under personnel baggage scheme, transfer of residence and gift scheme who have not imported, gifted or received a vehicle during the last two years under Import Policy Order (IPO), 2022.
The Customs department will not charge 18 percent sales tax on auction of serviceable old and used vehicles in case sales tax was paid at the time of local or import stage.

KARACHI: Two senior Federal Board of Revenue (FBR) officials have been transferred from their posts in Karachi to Islamabad, sparking controversy over the future of ongoing investigations into alleged benami transactions and money laundering worth trillions of rupees in the vehicle imports. Although FBR officials termed the transfers/postings as routine administrative measures, this time, the transfers have raised questions about potential interference in high-stakes investigations, following the public allegation by one of the transferred officials that his posting was retaliation for taking action against powerful lobbies involved in vehicle imports. Abdul Hameed Abro, who was serving as Commissioner (Ops) Inland Revenue, Benami Zone-III in Karachi, was transferred after launching what he described as a comprehensive crackdown against benami transactions in vehicle imports. Old car importers: Anti-Benami zone of FBR initiates big crackdown In a social media post on his verified account, Hameed suggested his transfer was connected to his enforcement actions. 'When I took action against benami transactions and the misuse of baggage and gift schemes in the vehicle imports, it caused trouble to the powerful lobbies,' Hameed wrote. 'My only 'fault' was that I enforced the law and protected the national treasury. As a result, I was transferred from Karachi to Islamabad.' The commissioner defended his actions, saying that they were in the national interest and aimed at preventing billions in losses to the treasury through fake documentation and scheme misuse. 'I can be removed, but I cannot be defeated! I simply did my duty — and wherever I may be, this journey will continue,' he added. Under Hameed's leadership, the Benami Zone-III had launched an extensive investigation targeting the systematic abuse of the Vehicle Baggage and Gifts Scheme (VB&GS). The scheme, originally designed for legitimate personal imports, has allegedly been exploited by commercial importers working through clearing agents with suspected support from customs officials. The investigation covers vehicle clearances conducted between February 2018 and May 2025, with authorities demanding detailed explanations for thousands of vehicle imports processed under the personal baggage scheme. The Benami Zone has requested comprehensive documentation from suspected parties, including complete import records, customs declarations, details of end users and true owners with full identification, information on all transaction parties, copies of agreements and contracts, and bank statements covering the entire seven-year investigation period. In a parallel development, Sheeraz Ahmad, who was serving as Director of Post Clearance Audit (PCA), South, was also transferred to Islamabad. Ahmad had been actively involved in auditing Pakistan's most touted corruption-free clearance system - 'Faceless Customs Assessment (FCA)'. The PCA audit report under Sheeraz's supervision revealed significant irregularities, including widespread under-invoicing of high-value luxury vehicles. The audit found that importers consistently failed to provide documentation showing legitimate foreign currency payments, strongly suggesting the use of illegal hawala and hundi money transfer networks. 'Importers consistently failed to provide proof of payments substantiating that purchases of imported vehicles were made through legitimate remittances originating from foreign countries,' the audit report said. The investigation has uncovered what appears to be an organized scheme where importers systematically used illegal money transfer channels to pay actual purchase prices abroad while declaring minimal amounts to Pakistan customs to avoid duties and taxes. The PCA audit also detected approximately Rs 38 billion in revenue leakage following the implementation of the FCA system, attributed to several technical flaws identified in the audit report. While the FBR official sources termed the transfers are routine administrative measures, the timing and circumstances have raised concerns about the continuity of ongoing investigations. Both transferred officials are expected to continue their duties in their new postings in Islamabad, though questions remain about who will lead the ongoing investigations and whether the enforcement momentum will be maintained or, like other investigations, it will be shelved. ISLAMABAD: The Federal Board of Revenue (FBR) has found that a large number of sales tax registered persons are adopting cautious approach for selection of digital invoicing system for their businesses for integration with the FBR's system. Sources told Business Recorder that the electronic filing of Sales Tax returns facilitated the registered taxpayers in electronically declaring their purchases, sales, imports and exports through Annexures-A, B, C and D of sales tax return form respectively. The e-filing process allowed the registered persons to enter their sales and purchase data manually or by attaching an excel file format prescribed by FBR. Through this initiative of FBR and Pakistan Revenue Automation Limited (PRAL), filing of returns and taking input credit became very convenient. Officials said it is worth mentioning that the process of e-filing in this manner was developing the foundation and building confidence in the taxpayers towards e-readiness for both the registered persons as well as the tax officers. With the help of e-filing system developed by PRAL, the Inland Revenue wing of FBR gained digital empowerment in further facilitating the compliant taxpayers and effective enforcement against the defaulters. As such, under the prevailing practice of e-Filing of Sales Tax returns after close of a tax period (i.,e the reporting month) the registered persons were still facing the issues in claiming the input credit pertaining to those invoices for which their buyers have not yet filed their returns for the respective period. This issues of late reporting, under reporting and non-reporting by registered persons create problems for their buyers in timely claiming the input credit hence most of the time they even do not declare their sales in a timely manner hence such sales remain hidden from FBR, officials added. Now, FBR vide SRO 1413(I)/2025 dated August 1, 2025 has advised all required persons to start issuing the Digital Invoices by integrating their Invoicing System with FBR. As required under the SRO.1413, all the registered persons will start issuing the invoices digitally latest by 1 st December, 2025. Hence, when all the sales invoices will be issued in real time meaning thereby that before issuance of any invoice, the seller will be required to submit invoice data to FBR electronically and get a unique 22-Digits invoice number to be printed on his Digital Invoice along with associated QR-Code and 'Digital Invoicing' logo prescribed by FBR. In this manner, all the purchasers including Federal, Provincial Departments, Autonomous bodies, Private and Public companies and all other registered persons will have to verify the Invoices raised by their suppliers from FBRs system before making payments. Moreover, registered buyers will be able to get their input credits automatically from the FBRs system without any delay. The FBR has so far issued license to three companies to act as Digital Integrators who can charge up to one Million Rupees per year as integration charges from their customers. Moreover, the PRAL has also been declared as Digital Integrator who will provide the integration services free of any cost. Role of these integrators is to provide necessary mechanism and a robust platform to the businesses for integration of their Invoicing System with FBR, whereas each registered person will have to purchase a new or modify its existing invoicing system to be used in this integration process. Registered persons comprising of companies, AOPs and Individuals are currently using various methods of preparing invoices. Some of the well established businesses use standard ERP solutions and some of those have got indigenously developed invoicing system whereas large majority is still using MS Word or purely manual invoicing books. In order to therefore facilitate all the registered persons some companies, like and have already launched cloud based Digital Invoicing Systems Integrate able with FBR system. Almost all of these solutions have provided three modes of Digital Invoicing, ie, Online Entry, Excel Sheet Based, and direct Integration with existing ERP System. Experts are of the view that registered persons should take special care while selecting the Digital Invoicing system for their business; which should be developed by tax knowledgeable IT experts offering a robust and reliable system with prompt and proper support both in technical as well as tax compliance areas, FBR officials added.
