
Tamil Nadu's Own Tax revenue increases 14.5% in Q1, FY2025-2026
The State's own revenue (SOTR) constitutes 75.3% of Tamil Nadu's total revenue receipts.
Among the SOTR components, the State Goods and Services Tax (SGST) collection increased nearly 21% to ₹15,761.04 crore in the first quarter of 2025-2026 from ₹13,019.26 crore in the same period last year. Revenue from Other Taxes and Duties increased about 23.9% to ₹3,529.86 crore in the April-June 2025 period from ₹2,848.96 crore in the comparable period last year.
In the first quarter of 2025-2026, Revenue from Stamps and Registration Fees rose 19.3% to ₹5,868.88 crore from ₹4,918.51 crore in the same period last year.
The State Excise Duties (which reflect liquor revenue) increased to ₹2,904.47 crore in the April-June quarter of 2025-2026 from ₹2,791.53 crore in the same period last year.
Revenue collection from the component taxes on sales and trade etc. (including VAT on petrol and diesel and liquor) grew 7.8% to ₹14,954.37 crore in the first quarter of 2025-2026 from ₹13,870.62 crore in the year-ago period.
Land revenue declined steeply to ₹51.83 crore in the first quarter of 2025-2026 from ₹156.55 crore in the same period last year.
In the budget estimates for 2025-2026, the State government has projected SOTR to increase to ₹2,20,894.58 crore, up 14.6% from the revised estimates of ₹1,92,752.43 crore for 2024-2025.
The State's share of Union Taxes stood at ₹13,296.29 crore in the first quarter of 2025-2026, up 16.6% from ₹11,400.88 crore in the same period last year. Non-tax revenue declined to ₹2,895.70 crore in the April-June quarter of 2025-2026 from ₹3,946.26 crore in the same period last year. Including SOTR, Share of Union Taxes, Non-Tax revenue and grants-in-aid contribution, Tamil Nadu's total revenue receipts in the first quarter of 2025-2026 increased 14.9% to ₹63,755.70 crore from ₹55,467.63 crore in the same period last year. The current year's number was 19.23% of the budgeted estimates.
The revenue deficit, which indicates that expenditure exceeds receipts, came in at ₹15,298.98 crore in the first quarter, while the fiscal deficit, the difference between total receipts and total expenditure, stood at ₹19,377.19 crore.

Congress leader Debabrata Sakia has written to Gauhati high court (HC) chief justice Ashutosh Kumar seeking suo motu cognisance of the Bharatiya Janata Party (BJP)-led government's alleged violations of the Assam Fiscal Responsibility and Budget Management (AFRBM) Act, which has said has led to an escalating and unsustainable debt crisis. The Congress pointed to potential fraud and corruption. (X) He said the violations, admitted in the state's financial statements, are compounded by systemic irregularities highlighted in Comptroller and Auditor General (CAG) reports, pointing to potential fraud and corruption. Sakia pointed to a debt-to-Gross State Domestic Product (GSDP) ratio of 25.2%. The AFRBM Act mandates that the fiscal deficit should not exceed 3% of GSDP, with flexibility up to 3.5% for specific reforms, and a revenue surplus. Saikia wrote that the crisis threatens the economic stability, public welfare, and constitutional rights, necessitating urgent judicial intervention to enforce fiscal discipline and protect public interest. He added that the government's annual budget reports, CAG and Reserve Bank of India's findings reveal a pattern of fiscal mismanagement, including understatement of deficits, misclassification of expenditures, under utilisation of funds, and reliance on costly cash transfer schemes. 'Such practices infringe upon fundamental rights under Articles 14, 19, and 21 of the violate constitutional mandates under Articles 202, 266, and 293, [dealing with the financial matters] warranting suo moto Article 226 of the Indian Constitution,' said Sakia in a letter on Tuesday, a copy of which HT has seen. Article 226 relates to the power to issue writs for the enforcement of fundamental rights and legal rights Saikia said the state has consistently breached limits between 2019-20 and 2024-25. He added that the fiscal deficit reached 6.50% of the GSDP in 2022-23 against a target of 3.5%. 'The escalating debt, high committed expenditures, and underutilised funds have reduced fiscal space for essential services, increased borrowing costs, and fuelled inflationary pressures, adversely affecting the right to a dignified life under Article 21,' the letter said. Saikia cited the CAG's 2022-23 State Finances Audit Report and said that the outstanding liabilities have surged by 107.34% from ₹59,425.61 crore in 2018-19 to ₹1,23,214.80 crore in 2022-23. By July 2025, the debt is estimated at ₹1,84,463 crore, based on fiscal deficit trends and net borrowings. The debt-to-GSDP ratio has risen from 19.21% in 2018-19 to 25.2% in 2024-25, approaching the AFRBM Act's 28.5% ceiling. The annual growth rate of outstanding liabilities (23.32% in 2022-23) significantly outpaces GSDP growth (12.27% annually). Saikia accused the government of cosmetic accounting practices, such as inflated budget projections and misclassifications, which obscure financial realities and facilitate potential misappropriation. He referred to the non-submission of utilisation certificates for ₹37,991.70 crore in 2022-23. Saikia blamed cash transfer schemes for exacerbating the crisis. He said the schemes lack transparent cost-benefit analyses, were declared without a vote-on-account, and violate the Constitution. Saikia sought a notice to the state government and direction to the CAG to conduct a time-bound audit within three months on 2024-25 compliance with the AFRBM Act. Saikia sought an interim stay on the announcement and implementation of new freebie or cash transfer schemes not included in the annual budget, particularly in the lead-up to the 2026 elections, to prevent fiscal strain and electoral misuse. BJP spokesperson Rupam Goaswami accused the Congress of mudslinging for headlines. 'If they had some proof, they should have filed a PIL [public interest litigation] instead of asking the high court to take suo motu cognisance.' Goaswami said the government is transparent and will continue to implement welfare schemes, taking the state's fiscal health into account.

State allows women to work in night shifts
Bhubaneswar: The Odisha government has allowed women to work in night shifts in commercial establishments, but written consent would be mandatory, according to a notification. The Labour and Employees' State Insurance department issued a detailed guideline, allowing women to work in night shifts in factories, shops and other commercial establishments. At least three women employees should be there on the night shift, and adequate transportation facilities with a GPS-tracking system to pick and drop them should be arranged. No adolescent women will be allowed to work, whether as an employee or otherwise, in any establishment during the night, it said. 'The employer shall provide toilet or washroom and drinking water facilities near the workplace where such women employees are employed, with provisions of closed-circuit television (CCTV) surveillance and proper lighting, including the passages towards conveniences,' it added. The decision will increase employment opportunities for women, the notification said. The State government has recently made amendments to the Odisha Shops and Commercial Establishments Act, 1956, allowing women to work in night shifts. Labour Minister Ganesh Ram Singkhuntia said, 'After getting instructions from the Centre, we have allowed women to work at night. Female employees will have to give their written consent, expressing their willingness to work at night.' The Opposition BJD, however, criticised the government. 'Women will have to give a self-declaration to work on the night shifts. It means they will have to protect themselves.

Bengal reports 12% GST growth in July 2025
Kolkata: Bengal reported a 12% year-on-year growth in GST collections in July 2025, CM Mamata Banerjee said on Tuesday. In a post on X, she wrote, "Glad to share that West Bengal reported a robust 12 per cent year-on-year growth in gross GST collections for July 2025, recording a collection of Rs 5,895 crore, compared to Rs 5,257 crore in the same month last year, according to provisional figures just released by the govt of India. " She also said the cumulative GST revenue growth till July stood at 7.7%, calling it a "steady improvement in business and consumption in Bengal" and a "sign of good economic health". The state has set an SGST collection target of Rs 49,771 crore in 2025-26. Last fiscal, SGST revenue stood at Rs 45,872 crore — the largest source of the state's own revenue. The CM also highlighted a decline in the state's debt-to-GSDP ratio — from 40.6% in 2010–11 to 36.8% in 2024–25. The revenue deficit as a percentage of GSDP has also come down, she noted.
