According to a TOI report, a 45-year-old man was allegedly buried alive under a heap of garbage after municipal workers from the Bareilly Municipal Corporation dumped a load of drain silt from a trolley, unaware he was sleeping under a roadside tree. The victim, Sunil Kumar Prajapati , a vegetable vendor who supported his family in Bareilly, died on the spot in what his family described as a horrifying and painful death. According to Circle Officer (City-III) Pankaj Srivastava, the incident occurred in the Baradari area of Bareilly. 'The body was sent for a postmortem, and the autopsy confirmed the death was unnatural. It appears to be a case of negligence,' he told TOI. We rushed him to the hospital, but he had already died.' In a bid to defuse mounting unrest among Punjab's farming community, the provincial cabinet, chaired by Chief Minister Maryam Nawaz Sharif, rubber-stamped a series of interventions during its 25th meeting on Wednesday. Yet farmer leaders dismissed the package as too little, too late, warning that the measures would do little to alleviate growers' profound financial losses. Highlighting the session's marquee decision, the cabinet approved an amendment to the Food Grains (Licensing Control) Ordinance, 1957. Under the new rules, all licenced flour mills must purchase at least 25%? of their wheat requirements directly from registered farmers. Mills failing to comply face revocation of their operating licenses. Simultaneously, the government moved to deregulate wheat procurement, lifting previous restrictions on private sector buying in an effort to widen market access for growers. To address the perennial liquidity squeeze at harvest season, the cabinet endorsed implementation of an Electronic Warehouse Receipt (EWR) system. Farmers will be able to deposit their wheat in certified warehouses and obtain bank loans up to 70% of the stored grain's value. The provincial government will underwrite initial storage charges, allowing growers to defer sales until market prices improve. She directed that all outstanding payments under provincial water supply and irrigation schemes be disbursed without delay, warning that farmers' productivity hinges on reliable irrigation infrastructure. Labour and social welfare reforms featured prominently: the assembly ratified amendments to the Punjab Motor Vehicle Rules to regulate rickshaw operations, expanded social security coverage under the Punjab Workers Social Security Ordinance, and delegated Additional Sessions Judges the powers of consumer courts. A draft Punjab Labour Code 2024—covering construction, agriculture, and allied sectors—received cabinet approval, while funding was allocated for tertiary care hospital equipment and medicines across the province. In a bid to boost crop yields, the cabinet approved an MoU between Punjab's Ayub Agricultural Research Institute and China's Anhui Academy of Agricultural Sciences. The agreement will facilitate introduction of hybrid rice seeds suited to local conditions. Amendments to the Police Station Computerization Project and other digital-governance schemes were also ratified. Spencer Cox signed 100 bills in the latest legislative review session Wednesday, bringing the total to 476 bills signed with just over 100 left to act on before the upcoming deadline. Cox has until tomorrow, March 27, to sign the remaining bills. According to Utah law, any bills that are not signed or vetoed by the deadline will still become law without the governor's review. This bill requires voters to opt in to the mail-in ballot system and changes the postmark deadline so only ballots that arrive by election day can be counted. Cox also signed multiple tax bills, including H.B. 106, 'Income Tax Revisions,' which will reduce the income tax rate from 4.55% to 4.5%, and ' which makes it so seniors making $90,000 a year or less won't have to pay income tax on their social security. Another notable bill signed in the latest review is S.B. 203, 'Judicial Standing Amendments,' which is a bill that limits who can have third-party standing in court and adds requirements for associations bringing a case on behalf of its members. Critics of the bill previously argued that this would make it harder for 'everyday Utahns' to challenge laws.
