The Bruhat Bengaluru Mahanagara Palike (BBMP) is rolling out a new online facility for property owners who wish to upgrade their B Khata properties to A Khata. This move follows the state government's decision to begin regularising B Khata lands, making it easier for individuals to complete the process from home and removing the need to physically visit government offices. The new digital service by BBMP allows property owners to upgrade B Khata to A Khata without visiting government offices.(Wiki Commons ) This new system focuses exclusively on the land aspect; buildings that are illegal do not qualify for this regularisation, as their fate is linked to the Akarma Sakrama scheme, which remains suspended due to a Supreme Court stay. Initially, only suitable revenue sites — land used for non-agricultural purposes but not yet fully documented — and certain plots in layouts lacking official approval will be considered under the fresh standard operating procedures. Issues relating to non-compliant buildings will be addressed later. B Khata was implemented in 2009 to bring untaxed properties, especially those in informal or unapproved layouts, under the tax system, and currently covers around 700,000 properties in the city. In contrast, A Khata is reserved for properties that meet all legal requirements. B Khata typically applies to revenue sites up to 6,000sqft, unauthorized constructions, and sites in layouts not formally sanctioned. Any structures built in violation of building laws will remain ineligible for A Khata status at this time. The order outlines that B Khata will continue unless the owner opts for the conversion process, provided the site meets accessibility criteria and is free from illegal construction. This step is expected to ease the burden on owners of properties previously classified as B Khata solely because the land was in an unapproved layout or was a revenue site, enabling them to obtain A Khata without the need to approach the deputy commissioner's office for conversion to non-agricultural land.

Shivakumar flays BJP over GST notices, urges withdrawal
Bengaluru: Deputy Chief Minister DK Shivakumar has strongly criticised the BJP for issuing GST notices to small traders, saying, 'The BJP is trying to rub the banana peel on our nose after eating the banana themselves.' He made these remarks while speaking to the media near his residence in Sadashivanagar on Monday. Shivakumar clarified that the Central BJP government had, in 2019, set the annual turnover limit at ₹40 lakh and had directed all state governments to comply with this rule. 'The BJP should withdraw these harassing measures. Small traders including vegetable vendors, fruit sellers, tender coconut sellers, and flower sellers are now being targeted. Over 14,000 traders have already received notices,' he stated. He further added that Congress leader Rahul Gandhi had earlier voiced strong opposition to the GST structure, and that Chief Minister Siddaramaiah would be holding discussions with officials to explore ways to help the affected people. When asked if the state government would write to the Centre, Shivakumar confirmed, 'Definitely. Ours is the state that pays the highest GST in the country. Yet, our small and middle-class traders are being harassed. Justice must be ensured.' Responding to the PIL filed regarding the formation of five new municipal corporations under the Greater Bengaluru Authority (GBA), he said, 'Anyone can raise objections – that's their right. If there are any mistakes, we'll rectify them. The government is committed to forming five municipal corporations in Bengaluru. We have already discussed the matter with BJP leaders and formed a Joint Legislative Committee. People can continue to submit their objections if they wish, but many are doing it for political reasons. We are doing this in Bengaluru's interest.' He also mentioned that a press conference will be held in the next couple of days to provide clarity on matters like A Khata, B Khata, e-Khata campaigns, tax reforms, and civic administration plans. When questioned about the formation of a Special Investigation Team (SIT), Shivakumar said, 'There are both supporters and critics of the SIT decision. The Home Minister is handling the matter and senior officials have been appointed to the SIT. The truth will come out after a thorough investigation.' Reacting to the opposition's claims that the SIT was formed to divert attention, he said, 'Whatever we do, the BJP finds a reason to oppose it. The media amplified the issue, and we respect the media's role in a democracy. Ensuring justice is a shared responsibility between the government and the press.' He confirmed that he and the Chief Minister will visit Delhi on July 25 and said that he does not have more details regarding Congress leader Randeep Surjewala's visit.

BBMP plans to give A Khata instead of B Khata
Bengaluru: The Bruhat Bengaluru Mahanagara Palike (BBMP) is likely to stop issuing 'B Khata' for sites that are not approved by the planning authority or have not been designed, hinted Additional Chief Secretary of Urban Development Department Tushar Girinath. He said that instead of issuing B Khata, a proposal to collect development fee and issue 'A Khata' is under consideration. If this is implemented, it will be good news for property owners in Bengaluru. He said that the government has put forward a proposal to collect 5 per cent of the guidance value from small sites and 15 percent of their guidance value from large sites for the construction of parks. 'There is a proposal to stop issuing B Khata' Tushar Girinath said and added that 'we are working on a proposal to simplify the process of obtaining building plan approvals'. On an average, 10,000 building plan approval applications are submitted every year. Out of these properties, more than 60 fall under B Khata. This is said to be due to the non-formation of BDA layouts in many parts of the city. Currently, the BBMP categorises buildings, layouts or revenue plots constructed in violation of property rules as B Khata. B Khata is issued if there is violation of building byelaws during construction, construction on revenue land, construction of buildings in unauthorized layouts, lack of completion or distribution certificates, etc. However, such properties were allowed to be converted to A Khata by paying a fine as per specific rules. Now, according to the new proposal, A Khata will be issued directly instead of B Khata at the time of issuance of property certificate in the first place. That is, the development fee will be collected at the very beginning and an A Khata will be issued. If implemented, this will benefit the property owners.
