NPC Forum stresses role of statistics in tackling development challenges

Tribune News Network Doha The National Planning Council (NPC), represented by the National Statistics Centre, on Wednesday hosted a nationwide forum entitled 'Forum on Statistical Integration in Social, Environmental and Human Development Domains to Support Decision-Makers: Challenges and Prospects'. The forum examined the current landscape of national indicators and evaluated their integration across social, environmental, and human development fields using a multidimensional statistical and analytical approach. The forum gathered representatives from various government entities in data production and utilisation, international organisations and technical bodies responsible for classifications and methodological standards. Among those represented were prominent research centres, academic institutions and a distinguished group of decision-makers, analysts and statistics experts. In his opening speech, NPC Secretary-General Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa said, 'The theme of this forum directly aligns with the objectives of the Third National Development Strategy, which places people and the environment at its heart. It seeks to promote social justice, environmental sustainability, and the well-being of Qatari society, today and into the future. This ambition cannot be achieved without an integrated statistical system capable of accurately and clearly measuring progress and evaluating performance.' He added, 'As we continue our work under Qatar National Vision 2030, we emphasise that social, environmental, and human development statistics are not merely numbers. They tell the story of the Qatari society and environment. They reveal challenges, help define priorities and unlock opportunities to support the nation's strategic direction towards a thriving society.' Ahmed Hassan Al Obaidly, director-general of the National Statistics Centre at the National Planning Council, said: 'This forum is organised around the critical role of statistics in enabling multidimensional analysis of national data, and empowering decision-makers to address the challenges of comprehensive development.'' In his keynote address, Mohammed Jassim Al Buainain, director of the Department of Social and Environmental Statistics, said: 'In recent years, Qatar has seen notable improvements across multiple national indicators. In education, the gross enrolment rate in higher education increased from 17.4 percent in 2014 to 37.6 percent in 2023. 'In the environmental field, the proportion of wastewater treated at designated plants rose from 95.6 percent in 2013 to 99.6 percent in 2023, while the rate of overfishing dropped significantly from 18.6 percent to 8.0 percent between 2013 and 2024. In terms of human development, life expectancy at birth among Qataris rose from 79.6 years in 2013 to 81.7 years in 2022.' The Forum on Statistical Integration aims to develop an interconnected map of national indicators encompassing the social, environmental and human development to formulate technical recommendations on methodologies for producing and analysing multidimensional composite indicators. Sessions featured in-depth discussions on the conceptual framework for multi-domain statistical integration, advanced analytical models for generating composite indicators and methodological alignment with international organisations. Additional topics included implementing global technical guidelines and standardising terminology and concepts at the national level.

QNA Doha President of the Civil Service and Government Development Bureau (CSGDB), and Secretary-General of the National Planning Council, Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa, launched the 'Government Initiatives Accelerators' at the Innovation Lab. The initiative aims to accelerate the implementation of innovative government projects in line with national priorities under the Third National Development Strategy. During the launch, Director of Government Development Affairs Youssef Jaber Al Jaber provided an overview of the four phases of the accelerator programme, explaining the mechanisms of each phase and how innovation tools are employed to support decision-making and develop solutions in a collaborative and systematic manner. The accelerators provide a practical model that supports the transformation of government work methodologies from planning to execution. They contribute to building a more effective institutional framework that enhances responses to developmental challenges and aligns with the aspirations of Qatar National Vision 2030. The accelerator programme follows a structured, four-phase approach over an eight-week period. It begins with the exploration phase, which involves analysing the current situation and identifying challenges and needs. This is followed by the idea generation phase, which includes interactive workshops utilising innovation design tools. The next phase, solution design, focuses on developing a proof-of-concept model in collaboration with the Innovation Lab team. The final phase involves handing over the model to the partner organization for broader application. This model provides a practical framework to accelerate institutional progress and enhance the readiness of government entities to launch projects that have a tangible impact on service improvement.

QNA Doha The Civil Service and Government Development Bureau (CSGDB) organised the graduation ceremony for the second edition of the Baheth research and development skills programme, celebrating 21 graduates who successfully completed the programme. The initiative was held in cooperation with the Police Academy's Center for Security Research and Studies, and the Doha International Family Institute (DIFI), a member of Qatar Foundation. The ceremony was attended by President of the Civil Service and Government Development Bureau and Secretary-General of the National Planning Council Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa. The event marked the culmination of efforts to empower national competencies, equipping jobseekers with essential academic and field research skills, enabling them to contribute to successes in research-related fields. During his speech at the ceremony, Director of Civil Service Affairs at the Bureau Yaqub Al Ishaq emphasised that maintaining these partnerships reflects the shared belief that building national capacities in research and development is not an option, but a necessity to enhance decision-making in national institutions and shape a future based on innovation and knowledge. At the end of the event, Dr Al Khalifa honoured the graduates and collaborating entities for their contributions to the success of the programme, including the Police Academy's Center for Security Research and Studies, and the Doha International Family Institute.

Culture minister launches new stamp on Dar Alkutub Al Qatariya re-opening

QNA Doha Minister of Culture HE Sheikh Abdulrahman bin Hamad Al Thani on Tuesday launched a postage stamp marking the reopening of Dar Alkutub Al Qatariya. The launch at the Ministry of Culture's pavilion at the 34th Doha International Book Fair was attended by President of Civil Service and Government Development Bureau HE Dr Abdulaziz bin Nasser bin Mubarak Al Khalifa and Minister of Culture of the Syrian Arab Republic HE Mohammed Yassin Saleh. The new issue was a result of cooperation between the Ministry of Culture and Qatar Post to document the history of Qatar's first national library, which was set up in 1962 as an incubator for culture, arts, literature and heritage in Qatar. Director General of Dar Alkutub Al Qatariya Ibrahim Al Buhashim Al Sayed said the new issue was inspired by the designs of old stamps and reflects the legacy of classic Qatari stamps.
