Mumbai, Delhi enter dual-airport era with distinct operating models

Ahmedabad: This winter, India's two largest urban conglomerates — Delhi National Capital Region (NCR) and Mumbai Metropolitan Region (MMR) — will each gain a second dedicated commercial airport. In Delhi-NCR, the two airports will be operated by separate entities: GMR Group and Zurich Airport. In contrast, both airports in MMR will be managed by a single operator, the Adani Group , which aims to create a twin-airport system "to enable airlines to operate seamlessly across both airports, particularly in terms of cost efficiency". The group is treating Mumbai's Chhatrapati Shivaji Maharaj International Airport (CSMIA) and the Navi Mumbai International Airport (NMIA) as "independent but cohesive". So how will the two airports operate post-2030 when CSMIA gets a new T1 and NMIA gets T2? "What I ultimately see happening is an alliance split. One airport will be the base for One World and the other for Star Alliance (two of the three major global airline alliances)," Adani Group director (airports) Jeet Adani said. We are in talks with airlines (IndiGo and Air India) to make it their home base for their global footprint. We have shown them our plans and have asked to be included in their plans," Adani said. "Once the NMIA T2 is ready, I can give it to an (Indian) airline and its partner. That is why we are demolishing CSMIA T1 in phases so as not to take the capacity out in one go," Adani said. The group has asked the Airports Economic Regulatory Authority (AERA) to consider CSMIA and NMIA as a single airport with common charges instead of having lower for the former and higher for the latter. For example, say the airport charges and user development fees of CSMIA are 'X', keeping in mind the Rs 5,000-crore capex for a new T1. The same for NMIA is '6X' given its Rs 19,000-crore capex for phases I & II. If the two are combined, it will cost 3X at both places, say group officials. "The AERA Act passed by Parliament allows grouping of airports. So under that act, we have requested that CSMIA and NMIA be treated as a single airport," Adani said.

ED arrests ex-Chhattisgarh CM Baghel's son in liquor ‘scam' case

Raipur: The Enforcement Directorate (ED) on Friday arrested Chaitnaya Baghel, son of former Chhattisgarh chief minister Bhupesh Baghel, in an alleged liquor scam linked money laundering case, official sources said. He was taken into custody under the Prevention of Money Laundering Act (PMLA) after fresh raids were carried out at his home in Bhilai town in Durg district. The father-son duo reside at the same place. The sources said that Chaitnaya Baghel was arrested under section 19 of the anti-money laundering as he was allegedly not cooperating during the searches that came about following receipt of fresh evidence in the case. A heavy posse of police personnel was seen outside the house, even as some party supporters gathered. The senior Baghel said it was Chaitanya's birthday today. Bhupesh Baghel, a senior Congress leader, posted a message on X saying the ED has come to his home on the last day of the assembly session when the issue of trees being felled for a coal mine project of the Adani group in Tamnar tehsil of Raigarh district was to be raised. 'Today is the last day of the state legislative (monsoon) session. The issue of trees being felled for Adani in Tamnar was scheduled to be raised (in the House). Saheb has sent ED to Bhilai Niwas,' the message posted by his office said. The senior Baghel earlier this month visited the tehsil and extended support to local villagers who have been protesting against tree felling for a coal mine project in the area. The mine is allotted to Maharashtra State Power Generation Company Limited (MAHAGENCO), which has contracted the MDO (mine developer cum operator) to the Adani group. The federal probe agency conducted similar raids against Chaitanya Baghel on March 10. The ED earlier claimed that Chaitanya Baghel was suspected to be the 'recipient' of the proceeds from the alleged liquor scam. It has been said that the 'scam' resulted in a 'massive loss' to the state exchequer and filled the pockets of the beneficiaries of a liquor syndicate with over Rs 2,100 crore. In this case, the ED in January arrested former minister and Congress leader Kawasi Lakhma besides Anwar Dhebar, the elder brother of Raipur Mayor and Congress leader Aijaz Dhebar, former IAS officer Anil Tuteja, Indian Telecom Service (ITS) officer Arunpati Tripathi and some others as part of this investigation. The alleged liquor scam in the central Indian state, according to the ED, was orchestrated between 2019 and 2022 when Chhattisgarh was governed by the Bhupesh Baghel-led Congress government. Assets worth about Rs 205 crore of various accused have been attached by the agency as part of this investigation so far. In 2024, the Supreme Court quashed the ED's first ECIR (FIR) in this case, which was based on a complaint from the Income Tax Department. The federal agency later filed a fresh case after it asked the Chhattisgarh EOW/ACB to file a fresh FIR against the accused based on material shared by the anti-money laundering agency.

He said the demolition of T1 at Mumbai (CSMIA) will be completed in 2029-30 once NMIA gets its second terminal, reports Saurabh Sinha. The new T1 at CSMIA will be ready by 2032. Work has started on NMIA T2 and construction will begin in 6-12 months of the new airport getting operational. He said the Adani Group has asked the Airports Economic Regulatory Authority to consider CSMIA and NMIA as one airport with common charges. When general aviation flights are shifted to Navi Mumbai next year, charters and business jets will continue to fly into CSMIA but will not be allowed to park. The much-awaited Navi Mumbai International Airport (NMIA) will see both domestic and international flights this Oct, a week to 15 days after inauguration on or around Sep 30. "We aim to have both domestic and international operations at NMIA from day one. If that does not happen for some reason, both will start for sure within the same month (Oct). The ratio of domestic and international flights will be 4:1 as T1 domestic capacity is 1.7 CPA and int'l is 30 LPA (lakh per annum). We have the flexibility to increase international passengers, based on demand," Adani said. While in its initial days connectivity may be an issue, eventually NMIA will be well-connected with a network of roads, rail, metro, air taxis and water connectivity. An aerocity is being developed that will, among other things, have hotels in all ranges from budget to luxury. "We have kept a digital first mindset at NMIA T1 with every service going to be digitally enabled from day one and the airport will be managed in a smart manner. From a consumer point of view, we will be able to give all the information in real time. Logging on to Adani One app, passengers will be able to know that their check-in bag is now on belt number so & so and we plan to do it from the day the airport gets operational. There will be no need to congregate at the belt and keep looking for one's check-in bag/s," Adani said. The digital footprint aims to change flyer "anxiety to excitement". "What are the biggest flyer concerns? 'Will I miss my flight? How long are the queues at various touchpoints? I forgot to pick up something for loved ones!' Scanning the boarding card will give all info on the app. So if you're able to give them information that 'relax, your walking time to gate is exactly so many minutes or that boarding hasn't started or your aircraft hasn't even landed yet, they will be able to comfortably explore the airport'," he said. Running both Mumbai's Chhatrapati Shivaji Maharaj International Airport (CSMIA) and NMIA, the group has identified catchment areas for both. For people in the northern suburbs of Mumbai like Borivli, Kandivli and Virar, NMIA will be a long way off and they will continue to opt for CSMIA. "The eastern Mumbai catchment area all the way to Pune will find NMIA perfect for them as they won't have to enter the city. South Mumbai will be equidistant from both airports," Adani said. ‘Charter flights from Mum to shift to NMIA next year'

Ahmedabad: General aviation (GA) flights will be shifted from Mumbai to Navi Mumbai next year. Once that happens, charters and business jets will continue to fly into CSMIA but will not be allowed to park as they will have to drop and fly off or at the most remit park for an hour or two. "CSMIA has about 27 parking stands for GA planes. NMIA is going to have 100 stands, along with 18 hangars for them. It will be India's biggest hub for general aviation flights," Adani Group director (airports) Jeet Adani told TOI on Friday. NMIA will initially house a temporary VVIP area. In 2029 when T2 gets ready there, the greenfield airport will have a dedicated VVIP terminal. "Our focus is also on cargo at NMIA, which will initially handle 8 lakh tons of cargo and will eventually go to 20-25 lakh tons in the coming years. We are in touch with DHL and Fedex to set up their Asia hubs here," he said. Even as the focus is on the upcoming NMIA and the new T1 at CSMIA, Adani said the two airports with a collective capacity of 15 crore passengers annually (CPA) will get exhausted by 2042-2045. "There is an immediate need for a third airport. We are very happy the govt is looking at Wadhwan as the site for the third airport for MMR," he said.
