UAE & UNSMIL Reaffirm Commitment to Libya's Peace Process

Head of the United Nations Support Mission in Libya (UNSMIL), Hanna Serwaa Tetteh, met with the United Arab Emirates' Assistant Minister for Security and Military Affairs, H.E. Salem Aljaberi, to review the latest political and security developments in Libya. The meeting, which took place yesterday, focused on the need to preserve stability in Libya and advance the political process. Both officials emphasized the importance of building on the work of the Advisory Committee and ensuring continued progress toward national consensus. Tetteh and Aljaberi also discussed the significance of unified international support for Libya's political roadmap. They agreed that a cohesive international voice is crucial to reinforcing efforts aimed at achieving lasting peace and stability in the country. The talks come at a time of renewed international engagement with the Libyan file, amid ongoing diplomatic efforts to overcome internal divisions and pave the way for national elections. Libya has been in chaos since a NATO-backed uprising toppled longtime leader Muammar Gaddafi in 2011. The county has for years been split between rival administrations. Libya's economy, heavily reliant on oil, has suffered due to the ongoing conflict. The instability has led to fluctuations in oil production and prices, impacting the global oil market and Libya's economy. The conflict has led to a significant humanitarian crisis in Libya, with thousands of people killed, and many more displaced. Migrants and refugees using Libya as a transit point to Europe have also faced dire conditions. The planned elections for December 2021 were delayed due to disagreements over election laws and the eligibility of certain candidates. This delay has raised concerns about the feasibility of a peaceful political transition. Despite the ceasefire, security remains a significant concern with sporadic fighting and the presence of mercenaries and foreign fighters. The unification of the military and the removal of foreign forces are crucial challenges. Tags: Hanna TettehlibyaSalem AljaberiUAEunsmil

UNSMIL holds several meetings in Misrata

The Head of the UN Support Mission in Libya (UNSMIL), Hanna Tetteh, held several meetings with officials from Misrata during a visit to the city on Thursday. According to a statement from the UN mission, the visit is part of a series of community meetings that will be held across the country as part of broad consultations on the executive summary of the Advisory Committee's report. During a meeting with the Misrata Municipal Council, members of the House of Representatives, the High Council of State, civil society representatives, youth groups, and the Commander of the Central Military Zone, Mohammed Musa, Tetteh discussed the options proposed by the Advisory Committee. Participants exchanged views on the committee's recommendations, stressing the importance of learning from past experiences, including safeguards to ensure the implementation of any political agreement, and calling for support from the UN Security Council. Attendees also expressed their deep frustration and concern over the current situation in the country, citing the recent clashes in Tripoli, the continued division of state institutions, widespread corruption, the proliferation of weapons, the indefinite postponement of national elections, and the lack of progress toward lasting stability. In a separate meeting, Tetteh discussed with a group of youth the challenges they face in participating in decision-making at both local and national levels, including in political affairs. She reaffirmed the UN mission's commitment to consulting with Libyans on a roadmap that leads to national elections and the formation of a unified government. Tetteh also praised the positive role played by the elders and dignitaries of Misrata in de-escalating tensions during the recent events in Tripoli and reiterated the mission's support for efforts to reinforce the ceasefire.

EU welcomes Advisory Committee's recommendations

The European Union (EU) Mission and the missions of EU member states to Libya welcomed the release of the executive summary of the Advisory Committee's report, considering it an important step in the political process. The statement called on all Libyan parties to reject unilateral initiatives and commit to a political path that leads to a shared national vision, credible elections, institutional unification, and long-term stability. It also urged Libyan institutions and stakeholders to engage constructively with the Advisory Committee's proposals, stressing the need to de-escalate tensions in Tripoli, uphold the ceasefire, and prioritize the protection of civilians and infrastructure. The European Union called for resolving disputes through peaceful dialogue with the support of the UN mission, reaffirming its rejection of the use of force and its commitment to accountability for violations. The UN mission issued a report outlining options proposed by the Advisory Committee to address contentious issues hindering elections, describing it as a starting point for a broad national dialogue aimed at overcoming political deadlock and paving the way for national elections. The report analyzes the key points of contention obstructing the electoral process, such as candidate eligibility criteria, the timing of presidential and parliamentary elections, and the formation of a new government. It proposes four main options as potential roadmaps, including holding both elections simultaneously or separately, adopting a permanent constitution first, or forming a new political dialogue committee. UNSMIL publishes Advisory Committee recommendations

The United Nations Support Mission in Libya (UNSMIL) on Tuesday released a report containing the recommendations of the Advisory Committee, which includes 20 Libyan figures, aimed at resolving contentious issues hindering progress toward elections. The report—compiled after more than 20 meetings held in Tripoli and Benghazi—presents options to address disputed points related to the electoral process, including the connection between presidential and parliamentary elections, candidate eligibility criteria, voting rights, and the electoral appeals mechanism. According to the Mission's statement, the proposed options include four potential pathways that could serve as a roadmap toward elections: holding presidential and parliamentary elections simultaneously, conducting parliamentary elections first followed by the adoption of a permanent constitution, adopting a constitution before holding any elections, or forming a political dialogue committee. The UN Secretary General's Special Representative in Libya, Hanna Tetteh, emphasized that the report marks the starting point for a comprehensive national dialogue. She called for the participation of all parties in the political process, stressing the importance of addressing the needs of the Libyan people. Meanwhile, UNSMIL plans to launch public consultations to gather feedback from Libyans through surveys targeting all segments of society. This initiative aims to enhance transparency and ensure effective public participation in the electoral process. Tags: UNSMIL Advisory Committee

Tetteh briefs Presidential Council on Advisory Committee's outcomes

The Head of the Presidential Council, Mohammed Menfi, and his deputies, Mossa Al-Koni and Abdullah Al-Lafi, held separate meetings on Sunday with the UN Special Representative, Hanna Tetteh, to discuss developments in the Libyan file and the outcomes and recommendations of the UN Mission's Advisory Committee, during which Tetteh handed over a copy of these outcomes to the Presidential Council. In a statement, the UN Mission said that Tetteh briefed Menfi on the committee's work, which was tasked with presenting proposals and options to resolve contentious issues related to the elections. Tetteh emphasized that the Advisory Committee's report, with its recommendations and options, would serve as a basis for dialogue with all relevant parties on a consensual roadmap leading to elections. She called on Menfi's team to submit their feedback and expressed her intention to consult with the widest possible cross-section of Libyan society. The statement added that the discussions also stressed the critical importance of addressing human rights violations, including cases of enforced disappearance. Tetteh, accompanied by her deputy Stephanie Koury, also held separate meetings with Presidential Council members Al-Lafi and Al-Koni, during which political and security developments and other related issues in Libya were discussed, according to the UN statement. "The Special Representative briefed both officials on the outcomes of the Advisory Committee's work and presented an overview of the anticipated next steps, emphasizing the importance of constructive engagement by all Libyan parties in the upcoming phase. Tetteh also invited Al-Lafi and Al-Koni to share their views and assessments of the committee's recommendations.'
