Bersamin, Estrella, Angara to serve as caretakers as Marcos flies to India

Executive Secretary Lucas Bersamin said Monday morning that he and two other Cabinet officials will serve as caretakers amid President Ferdinand 'Bongbong' Marcos Jr.'s state visit to India. Bersamin said the other caretakers are Agrarian Reform Secretary Conrad Estrella III and Education Secretary Sonny Angara. Marcos is expected to leave the country Monday morning. In a press briefing last Friday, Foreign Affairs Assistant Secretary Evangeline Ong Jimenez-Ducrocq said Marcos' visit would elevate the countries' shared priorities in defense and maritime cooperation, trade and investment, science and technology, and cultural exchange. Jimenez-Ducrocq also confirmed that several bilateral agreements are lined up for signing. These agreements span cooperation in law, culture, science, and technology, among other fields. The President will also have a meet and greet with the Filipino community in New Delhi. After New Delhi, the President and his delegation will go to Bangalore, which according to the DFA official, is India's Silicon Valley. Marcos will have a series of business meetings there. Executive Secretary Lucas Bersamin and two other Cabinet secretaries will serve as the country's caretakers during President Ferdinand Marcos Jr.'s visit to Washington, D.C. Bersamin said the two officials are Justice Secretary Jesus Crispin Remulla and Agrarian Reform Secretary Conrado Estrella III. 'The order of the President is to continue the work while he is away. Anyway, we keep in constant communication with him during all the time that he is away from the country,' Bersamin told reporters. 'Wala naman kailangan na ilagay niyang specific because each of us, including the other cabinet secretaries, we are all aware of what the President has set for us to do, so we will just leave it like that and everybody continues to function 100%,' he added. (There's no need for the President to assign anything specific because each of us, including the other Cabinet secretaries, are already aware of what he expects from us. So we'll just leave it at that, and everyone will continue to function at 100%) Marcos on Sunday departed for the United States for an official visit, which includes a meeting with US President Donald Trump. Among the topics Marcos and Trump will discuss is the steep 20% tariff rate on Filipino goods entering the US, as Manila hopes to strike a mutually acceptable and beneficial tariff deal. Bersamin also said the President could include discussions during his Washington trip in his fourth State of the Nation Address. "We can expect that. If he wants to include that, if there is anything worth reporting, we can expect it," Bersamin said. The President's visit will be from July 20 to 22, 2025. Aside from Trump, Marcos will have a meeting with US Defense Secretary Pete Hegseth and Secretary of State Marco Rubio on July 21. Malacañang on Thursday said President Ferdinand ''Bongbong'' Marcos Jr. has left Manila for Japan. Palace Press Officer Undersecretary Atty. Claire Castro said Marcos left this past Thursday afternoon. The caretakers of the country will be Executive Secretary Lucas Bersamin, Education Secretary Sonny Angara, and Agrarian Reform Secretary Conrado Estrella III. Marcos will return this weekend, Castro said. The Presidential Communications Office earlier said Marcos would visit the World Expo 2025 in Osaka, Japan and that he will also attend business meetings there. The World Expo 2025 was opened to the public on April 13. The Department of Tourism said over 40,000 people visited the Philippine Pavilion in just nine days. KUALA LUMPUR - President Ferdinand ''Bongbong'' Marcos Jr. on Sunday arrived in Malaysia to participate in the 46th ASEAN Summit and Related Summits. The plane carrying the President and his delegation landed at 5:41 p.m. at the Bunga Raya VIP Complex of the Kuala Lumpur International Airport. The country's caretakers while the President is away are Executive Secretary Lucas Bersamin, Justice Secretary Jesus Crispin 'Boying' Remulla, and Agrarian Reform Secretary Conrado Estrella III. Marcos is joined by First Lady Louise ''Liza'' Araneta-Marcos, Presidential Communications Secretary Jay Ruiz, Trade and Industry Secretary Christina Aldeguer-Roque, and Mindanao Development Authority head Tereso Magno. During the Summit, Marcos is expected to push for the country's sovereignty amid geopolitical tensions, the need for an ethical and responsible artificial intelligence, as well as the country's posture on US tariffs. —RF, GMA Integrated News

Marcos is set to meet the leaders present at the Asean summit from May 26 to 27. He departed for Malaysia at 1 p.m. on Sunday (May 25). In a message to reporters, Bersamin said the country's caretakers will be 'the same, ES (executive secretary, SOJ (secretary of justice), and SAR (secretary of agrarian reform),' while the chief executive is out of the country. Earlier, Foreign Affairs Deputy Assistant Secretary Dominic Xavier Imperial revealed that Marcos will also participate in the 16th Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area Summit, the 2nd Asean-Gulf Cooperation Council Summit, and the Asean-GCC-China Summit. He added that the President will likewise join in nine leaders-level engagements, the plenary session and the retreat session of the 46th Asean Summit, three leaders' interface meetings with the parliamentarians with the Asean Business Advisory Council, and attend the signing ceremony of the Kuala Lumpur Declaration on Asean 2045. 'Now in all these engagements, the President will continue to uphold and promote Philippine interests in Asean, such as deepening security and stability in the region, economic cooperation, and broadening engagement with dialogue partners,' Imperial said. 'The summit is a mechanism for leaders to provide policy direction for Asean, build consensus on matters of mutual interest, and exchange views on key regional and international issues,' he added. - Philippine Daily Inquirer/ANN
