Ageing water pipes in four Subang Jaya neighbourhoods to be replaced

Subang Jaya assemblyman Michelle Ng said Air Selangor would start upgrading asbestos cement and mild steel pipes with ductile iron type pipes by the end of this month. She said the project, involving 43,000m of pipes and costing RM47.9mil, was expected to be completed within 12 months. 'Known as Package 86 of Air Selangor's Old Pipe Replacement Programme, it is part of the plan to replace old pipes, especially those made of asbestos cement. 'Similar pipe replacement was carried out in SS12/1 and SS12/1A in 2016,' she said. Ng said the four neighbourhoods comprised about 100,000 households and some of the pipes were now about 40 years old. 'The new ductile iron-type pipes will not only be larger in diameter but will also have a longer service life of between 50 and 70 years,' she said during a press conference at SS12 Rukun Tetangga cabin in Subang Jaya. Ng said Package 86 of the pipe replacement programme would cover most of the burst pipe hotspots in the four areas, which should lead to the reduction of such incidents, including leakage and non-revenue water. She said affected households would receive a notice from Air Selangor three days before contractors carry out the works. 'For residential areas, pipe works will be restricted to office hours, while commercial areas will see works done only at night. 'For safety, parking areas will be cordoned off until works are completed,' she said. Ng said seven contractors had been appointed for the project. 'All contractors will ensure that holes which have been dug up are patched up by evening to ensure safety.' She said that while the new pipes were being installed, the old ones would continue running and there would be no interruption in water supply. 'Water disruption will only take place when supply switches over from the old pipes. 'Throughout the project, roads will be temporarily repaired. 'Once the upgrade is completed, all stretches will be resurfaced from kerb to kerb,' she assured. Subang Jaya City Council (MBSJ) councillor in-charge Balachandran Naicker will coordinate meetings with stakeholders. Also present was Air Selangor Petaling regional head Anwar Ahmadi Mahmud.

Taliworks likely to gain from Air Selangor's initiatives
RHB Research said the company might gain from Air Selangor's planned strategic measures to develop four new water treatment plants in Selangor by 2030. PETALING JAYA: Taliworks Corp Bhd may gain from a potential re-rating catalyst from further job wins in its construction arm for water related projects. Another possible re-rating catalyst would be a quicker-than-expected approval for the tariff hike for its waste management associate company. RHB Research said the company might gain from Air Selangor's planned strategic measures to develop four new water treatment plants in Selangor by 2030 to raise the water reserve margin. Taliworks' water treatment and supply division recorded a 5.4% year-on-year decrease in earnings before interest and taxes (ebit) in the first quarter. This is due to Air Selangor's rationalisation of balancing water intake in the southern region that resulted in the reallocation of surplus water to the northern region of Selangor. 'Its construction arm recorded a lower ebit of RM1mil in the first quarter of financial year 2025 (1Q25) (1Q24: RM0.3mil) driven by better progress for the Sungai Rasau Stage 1's packages 2 and 3. This was the largest quarterly ebit recorded over the last five quarters,' the research house said. 'We still expect the Sungai Rasau project to be completed in 2027 and annual progress may significantly pick up in the final year of completion. Therefore, we dial down on our progress billings for the financial year 2025 (FY25) and FY26 but increase it for FY27,' it added. RHB Research is also imputing a more conservative estimate for the metered sales of water since Air Selangor's rationalisation of balancing water intake in certain regions might affect this. The research house maintained its 'buy' call on the counter with an increased target price of RM1.01 from 98 sen before and a circa 7% projected FY26 yield. 'Taliworks' first quarter core profit of RM10.5mil which is a 30% year-on-year fall missed our estimates – making up 12% of our full-year projections. 'The negative deviation was due to lower-than-expected metered sales of water and the construction progress of the Sungai Rasau project,' RHB Research said.

Taliworks Betting On Air Selangor Projects
RHB Investment Bank Bhd (RHB Research) has reiterated its BUY call on Taliworks Corporation Bhd with a revised target price of RM1.01, up from RM0.98, projecting a 49% upside alongside a forecast dividend yield of around 7% for FY26. The valuation is supported by the counter's undemanding EV/EBITDA levels—currently two standard deviations below its five-year mean—and a domestic-centric business focus. However, Taliworks' 1Q25 core profit of RM10.5 million, down 30% year-on-year, came in below expectations, representing just 12% of RHB's full-year forecast. The research house attributed the earnings miss to weaker-than-anticipated metered water sales and slower construction progress at the Sungai Rasau water treatment plant. The project's first stage packages 2 and 3 have reached 24% and 11% completion respectively by end-1Q25, showing improvement from a year earlier, yet progress still lagged internal projections. While RHB Research still expects project completion by 2027, annual construction momentum is now likely to be backloaded towards the final year, prompting downward revisions to progress billings for FY25 and FY26, though upward adjustments were made for FY27. The water treatment and supply division saw a 5.4% decline in EBIT during the quarter due to Air Selangor's reallocation of surplus water from the southern to the northern region of Selangor. RHB has revised its earnings forecasts for FY25 to FY27 by -7%, -3%, and +3% respectively, incorporating more conservative assumptions for metered water sales under the new water distribution policy. This reassessment, along with a roll-forward of its valuation base year to FY26, contributed to the increase in the target price. Highway operations, while seeing improved average daily traffic at Grand Saga and Grand Sepadu, were impacted by a 50% toll discount offered during festive periods and higher maintenance costs. The renewable energy segment posted flat EBIT as revenue gains were offset by reduced sundry income. Meanwhile, the group's waste management associate posted deeper operating losses of RM7.7 million in 1Q25 compared to RM5.6 million a year earlier, due to softer profits from the associate's own operations. Taliworks has not secured new construction contracts since December 2021, but RHB noted that Air Selangor's plans to build four new water treatment plants by 2030 may offer upside. Job wins from these projects, along with a faster-than-expected tariff hike for the group's waste management associate, could serve as rerating catalysts for the stock. Related

MB: Selangor on track to minimise water disruptions

Pengurusan Air Selangor Sdn Bhd has welcomed the state government's implementation of the Water Resources Assurance Scheme (Skim Jaminan Air Mentah or SJAM). SJAM is an initiative to ensure continuous clean water supply, even in the event of raw water source pollution. Selangor Mentri Besar Datuk Seri Amirudin Shari witnessed the handover ceremony and commissioning of the SJAM Pump Stations (packages A and C) in Bestari Jaya, Kuala Selangor. The event marked a critical milestone in Selangor's long-term strategy to address raw water pollution, which has caused major water supply disruptions since 2020. SJAM aims to ensure the continuous operation of main water treatment plants and prevent water supply interruptions. The system uses alternative raw water supply from the Hybrid Off-River Augmentation Storage (Horas) 600 and Hang Tuah Pond. It is channelled directly to the inlet of water treatment plants at Rantau Panjang, Sungai Selangor Phase (SSP) 1, SSP 2 and SSP 3, thus bypassing any polluted river sources. 'SJAM is not only aimed at tackling pollution, but it is also part of the state's long-term plan to ensure the continuity of raw water supply in the face of climate change and drought,' Amirudin said in his speech. 'I am confident that with SJAM, Selangor is now better equipped to prevent up to 95% of treatment plant shutdowns caused by river pollution,' he added. State infrastructure and agriculture committee chairman Datuk Izham Hashim launched Package B under the same scheme last November. Air Selangor chief executive officer Adam Saffian Ghazali said, 'Air Selangor welcomes the SJAM project as it not only protects the continuity of our water treatment plant operations but also strengthens public confidence in reliability of the water system in Selangor.' 'As the implementation partner, Air Selangor will continue working closely with the state government and relevant agencies to ensure the system operates efficiently for the benefit of our 9.62 million consumers in Selangor, Kuala Lumpur and Putrajaya.' Adam Saffian said Air Selangor also supported the state government's multi-layered approach to water sustainability, which includes the Zero-Discharge Policy, Polluters Pay Principle and river-monitoring programmes in collaboration with non-governmental organisations. Also present at the handover ceremony were Selangor State Secretary Datuk Dr Ahmad Fadzli Ahmad Tajuddin, Selangor Deputy State Secretary (Development) Datuk Johary Anuar and Selangor Speaker Lau Weng San.
