1 2 Ranchi: The state govt on Friday approved Rs 6,199.35 crore for the construction of 1,117 health sub-centres to ensure the delivery of basic health services to rural and remote areas, officials said. As per the 2011 census, the state comprises 4,345 panchayats. Of these, 2,931 have health sub-centres and 167 are equipped with primary health centres, community health centers, or sub-divisional hospitals. But 949 panchayats lack health facility. The additional chief secretary of the state health department, Ajay Kumar Singh, said, "A total of 1,095 health sub-centres would be establishedunder the 15th Finance Commission's sanctioned development programme and 22 sub-centres through inter-component adjustments. A sum of Rs 55.50 lakh has been allotted for each centre under the 15th Finance Commission." Officials said the Union ministry of finance, department of expenditure, finance commission division issued operational guidelines to the state health department to enhance healthcare infrastructure through autonomous bodies in accordance with the recommendations of the 15th Finance Commission. The committee approved the proposal based on these guidelines. Health minister Irfan Ansari said, "The committee has given its nod to the sites identifed for each sub-centre. The move is expected to improve healthcare accessibility and infrastructure at the grassroots level."

2 dead in roof collapse incidents amid storm in Ghaziabad

Two people, including a 58-year-old sub-inspector of Ghaziabad police, died in separate roof collapse incidents following a spell of heavy rain and strong winds that lashed Delhi-NCR late Saturday night. According to police, sub-inspector Virendra Mishra, originally from Etawah district and currently posted as the reader to the assistant commissioner of police (ACP) of the Ankur Vihar circle in Ghaziabad police commissionerate, was killed when the roof of the ACP's office collapsed while he was sleeping there overnight. Police suspect the roof may have collapsed between 2am to 4am on Sunday. 'The SI's family was staying in Delhi, and he himself had rented accommodation near the Loni Border. On Saturday night, he stayed back in the office for work and was sleeping on a temporary bed when the roof collapsed late at night. This was due to heavy rain and gusty winds. Early in the morning, we came to know about the incident and pulled out the SI from the debris. He was rushed to a hospital but was declared dead,' said Ajay Kumar Singh, ACP of Ankur Vihar circle. According to district-wise data from the India Meteorological Department (IMD), Ghaziabad received 10.1mm of rainfall on May 25—well above the normal 0.5mm for the day. The IMD also reported that temperatures on Sunday ranged between 21°C and 30°C. Meanwhile, air quality in the city improved notably, with the AQI dropping to 75 ('satisfactory'), compared to 93 ('moderate') recorded on Saturday, as per the Central Pollution Control Board's daily bulletin. Officials said the office roof was constructed using iron girders and stone slabs. 'There was no high structure or any trees in the vicinity of the ACP office, but the roof structure constructed with iron girders and stone slabs collapsed during the heavy downpour,' Singh added. Officers from Ankur Vihar police circle said that the ACP's office came into existence at the current building which was previously operated as Indirapuri police post. Alok Priyadarshi, the additional police commissioner, said that a probe has been initiated into the incident. 'An FIR is also being registered against the contractor who got constructed the building. Legal proceedings are underway,' Priyadarshi said. Police took cognisance of roof collapse incident and booked contractors Ballu Chaudhary and Ashish Kumar under BNS section 105 at Loni Border police station and arrested both on Sunday night. 'This was when Ghaziabad Commissionerate came into existence. An additional room was also constructed in 2023, and the roof of this room collapsed. Any inquiries will be decided by the senior officials,' said an officer who wished not to be named. In a separate incident, Mohammad Shaukeen, 25, died after the roof of his rented house in Khushaal Park locality, Tronica City, collapsed around 4am on Sunday, police said. He was sleeping on the first floor with his family when the incident occurred. His wife and children escaped unhurt, they added. 'Due to heavy rains, the roof of the house collapsed around 4am. Shaukeen suffered injuries due to the fall of debris from the roof. The police got information around 11.45am on Sunday when some neighbours informed us. The family has denied the conduct of any autopsy,' said Siddharth Gautam, ACP of Loni Circle. The twin incidents occurred just days after a thunderstorm hit Ghaziabad last Wednesday. On Saturday, Uttar Pradesh social welfare minister Aseem Arun handed a compensation of ₹4 lakh each to the families of two deceased individuals who had died in the earlier weather event.

In a shocking incident, a police sub-inspector died on Saturday after the roof of the ACP office in Ghaziabad's Ankur Vihar collapsed following heavy rain in Delhi and its surrounding areas. The deceased was identified as Sub-Inspector Virendra Mishra. He was a reader of ACP Ankur Vihar and had slept in the office on Saturday night. Ajay Kumar Singh, ACP of Ankur Vihar, said the police came to know about the incident in the morning. "During heavy rainfall and gusty winds, the roof of the office collapsed, and the debris fell on the SI who was sleeping on a bed. We came to know early morning about the roof collapse, but the SI had passed away by then," he told HT. The police have sent the body for a post-mortem and have ordered a probe. Delhi and the national capital region cities were on Saturday night battered by rain and thunderstorms, disrupting flight operations, uprooting trees and electricity poles, and causing waterlogging in several areas. The sudden change in weather led to a sharp drop in mercury, with the city recording a minimum temperature of 19.8 degrees Celsius, 6.9 degrees below the normal. The India Meteorological Department said the city's primary weather station at Safdarjung recorded winds gusting up to 82 kmph and 81.2 mm of rain in six hours -- between 11.30 pm and 5.30 am. The rains also disrupted flight operations -- 49 flights, including 17 international ones, were diverted at the Indira Gandhi International Airport. 180 flights were delayed. In the city, several stretches, including Moti Bagh, Minto Road, ITO, Dhaula Kuan, Delhi Cantonment, Deen Dayal Upadhyay Marg and Chanakyapuri, were partially submerged. With inputs from PTI

Ghaziabad: The Ghaziabad police on Wednesday arrested a 21-year-old man for abetting suicide of a 16-year-old girl during an incident on May 7 in a locality that falls under Ankur Vihar police station area. Officers said an altercation over the phone between the two led the girl to take the drastic step. Police said the family of the deceased and that of the suspect were neighbours and on May 7, the girl hanged herself to a ceiling fan in her house around 11am. Based on a complaint by girl's mother, a first information report was registered at Ankur Vihar police station under the Bharatiya Nyaya Sanhita section 108 (abetting suicide) on Wednesday. 'The man used to call my daughter often, and she told me about this. I had asked the man not to call her up. But he did not stop. The time when my daughter committed suicide, the last call was made by him,' the mother said in the FIR. During interrogation, the suspect said that their families were neighbours, and he knew the girl for the past six months and used to talk over the phone, police said in a statement on Wednesday. 'We wanted to marry each other, but the girl was a Hindu and minor. Besides, her family was opposed to the marriage. He added that there was some altercation between the two over money, and he threatened her, which led her to commit suicide,' it added. Officers from the Ankur Vihar police station said that just before the incident on May 7, the suspect and the girl had conversed for about 15 minutes. 'The two belong to different communities and the girl was also a minor. She had given some money to the suspect and was demanding it back. This led to an altercation and the girl hanged herself to a ceiling fan in her house,' said Ankur Vihar police station's SHO RS Kamboj. 'Based on complaint by her mother, we registered an FIR and the suspect was arrested for abetting suicide,' said assistant commissioner of police (Ankur Vihar) Ajay Kumar Singh.

Ghaziabad: A 21-year-old youth was arrested for allegedly abetting the suicide of a 16-year-old girl in Loni. The teenager was found hanging in her room on May 7, shortly after a heated phone conversation with the accused, officers to ACP Ankur Vihar, Ajay Kumar Singh, the girl's family lodged a complaint stating the youth was the last person to speak with her before she died. "On the day the complainant's daughter took her life, her last phone call was with the accused," Singh said. "It was due to the harassment from the accused that his daughter committed suicide."A case was registered under BNS Section 108 at Ankur Vihar police station. The accused was apprehended on Wednesday near Sabhapur interrogation, the accused revealed that he and the deceased lived in the same building as tenants and had known each other for six months, often talking on the phone. He admitted they wanted to marry, but the girl's age and different religious backgrounds led to family objections.
