Hezbollah rejects US push for disarmament in Lebanon-Israel ceasefire framework

BEIRUT — Hezbollah Secretary-General Naim Qassem said Friday that the United States is pressuring Lebanon to accept a new agreement with Israel that would begin with Hezbollah's disarmament in exchange for a partial Israeli withdrawal from southern Lebanon. In a televised speech aired by Hezbollah's Al-Manar channel during a ceremony honoring slain commander Ali Karaki, Qassem warned that disarmament would amount to facilitating Israeli expansion. 'We fully implemented the ceasefire agreement in southern Lebanon, south of the Litani River,' he said. 'Now the U.S. wants a new deal starting with disarming us for a partial withdrawal by Israel.' Qassem reiterated Hezbollah's refusal to respond to any calls to hand over its weapons unless Israeli aggression on Lebanon stops. The remarks come ahead of a scheduled visit by U.S. Special Envoy Tom Barrack to Beirut next week. Lebanese Prime Minister Nawaf Salam confirmed the visit Friday, saying that the Lebanese government had reviewed and commented on a U.S. proposal Barrack submitted via President Joseph Aoun. According to Salam, the American paper proposes a phased process tied to key elements: a complete Israeli withdrawal from occupied Lebanese territory, extension of Lebanese state authority across the entire country, and exclusive control of weapons by the state. 'The proposal includes ideas related to arrangements for the cessation of hostilities, and we have conveyed our observations,' Salam said in comments reported by the National News Agency. He emphasized transparency, stating, 'We do not work in black rooms,' without disclosing the full content of Lebanon's feedback. A Lebanese official earlier told Anadolu Agency that Barrack's proposal, submitted June 19, links Hezbollah's disarmament and state monopoly over weapons to Israel's withdrawal from five remaining positions in southern Lebanon. It also includes provisions for releasing funds to rebuild war-damaged areas and implementing reforms in border control, smuggling prevention, customs collection, and public facility oversight. Hostilities between Hezbollah and Israeli forces erupted into full-scale warfare last September, despite a ceasefire agreement brokered in November. Israeli strikes have continued in southern Lebanon, with Tel Aviv citing Hezbollah activities as justification. Lebanese authorities have documented nearly 3,000 Israeli violations of the ceasefire, with more than 250 deaths and over 560 injuries reported since the truce began. Beirut – SABA: The Secretary-General of Hezbollah, Sheikh Naeem Qassem, affirmed on Friday that 'defending the homeland requires no one's permission', adding that the resistance remains open to discussions when a serious and effective alternative for national defense is proposed. In remarks delivered during the ninth night of Ashura commemorations at the Sayyed al-Shuhada Complex, as reported by Al-Manar, Sheikh Qassem stated: 'We are not far from discussion and understanding with those who claim to be capable of protecting the country. But we will not accept demands to hand over our weapons without first demanding an end to aggression.' He criticized those calling for disarmament while remaining silent about the Israeli occupation, saying: 'It is illogical to criticize only those resisting occupation while ignoring the occupier itself.' Addressing those betting on foreign powers or hiding behind hostile forces, Qassem said: 'You miscalculated. The people of resistance do not fear enemies, nor will they surrender their rights. True achievement lies in liberating land and restoring sovereignty — and we are always ready for this mission.' He emphasized that Ashura commemorations are a revival of Islam's broad and timeless teachings, noting that Islam is not a set of rigid rituals, but rather a comprehensive project for humanity, built on unchanging values and flexible practices that adapt to time and experience. Sheikh Qassem added that the emergence of pioneering figures in Lebanon who adhere to Islamic principles reflects a living embodiment of the values Hezbollah believes in. He also recalled the resistance's role in recent confrontations: 'In our last two battles — 'Al-Awliyaa' al-Ba's' and 'Al-Aqsa Flood' — we fought alongside the people of Gaza and sacrificed many martyrs, including women and children, because our resistance is comprehensive and inclusive.' He concluded by stressing that true patriotism lies in attachment to the land and defending it, educating future generations to love and belong to it: 'We believe in our country. There is no contradiction between Islam and patriotism. Islam encourages love of the homeland and urges its defense.' Qassem reiterated that Hezbollah's choice of resistance stems from Islam, inspired by the paths of Imam Hussein (A.S.) and Lady Zainab (A.S.), stating: 'Our resistance is not a slogan, but a firm stance against the Israeli enemy. 'On the other hand, Iran responds with precise strikes targeting sensitive intelligence centers, such as the Mossad headquarters in Herzliya. This indicates a remarkable intelligence achievment that has confused the Zionist regime,' he told Al-Manar. Meanwhile, Haddad said that the Iranian operations we are seeing today remain within the framework of deterrence and warning. He cited well-informed sources in the Islamic Republic that the real retaliatory strikes are yet to come and that 'what has happened so far was just an early warning.'
