Record licensing and new infrastructure drives unprecedented growth in Saudi sports sector

RIYADH: Strategic investment is fueling a world-class sports ecosystem in Saudi Arabia, as highlighted this week at the Sports Investment Forum in Riyadh. Held under the joint patronage of the Ministry of Sport and the Ministry of Investment, the event has drawn together more than 3,000 media professionals, 140 speakers and representatives from more than 100 sports agencies and channels from 60 countries. Key themes on the first day included innovation and technology in sports, sustainable sports development, empowering women in sports, global partnerships and economic growth, and sports for health and social impact. A highlight was a ministerial panel discussion, 'From Vision to Execution — Government Integration to Achieve Sports Investment Growth Goals.' Taking part were Deputy Sports Minister Badr Al-Qadi, Deputy Tourism Minister Princess Haifa Mohammed Al-Saud, and Ibrahim Al-Mubarak, assistant investment minister. The session emphasized the importance of cross-governmental collaboration in driving sector growth and attracting private investment. 'There is no doubt that sports and investment are two sides of the same coin,' said Al-Qadi during the opening ceremony. 'Sports have now become a leading industry globally, playing a crucial role in achieving investment and strategic goals, enhancing economic growth and creating opportunities within an attractive environment. We anticipate further significant announcements and partnerships to emerge from the Sports Investment Forum in the coming days.' Al-Qadi also highlighted the Ministry's commitment to increasing private sector participation in sports, stating an ambition to increase the current level of 15 percent to 25 percent. This goal is being supported by a range of initiatives, including streamlined licensing processes — something which has already led to a boost in new sports facilities. As of 2024, the Kingdom is home to 2,423 licensed gyms and sports centers, 737 academies and 285 private clubs, underlining the growing accessibility and appeal of sports across the country. To support this growth, world-class sports infrastructure is being actively developed across the Kingdom, with projects underway in key cities with passionate sports communities. A proposed sports complex in Taif will encompass 34,650 sq. meters with 23 indoor and outdoor courts, while a complex Makkah's King Abdulaziz Sport City features 14 indoor and outdoor courts.

Development of the project will create thousands of jobs in Diyala and elsewhere in Iraq, while reinforcing Iraq's energy independence with a major new source of gas Al-Qadi: 'Reaching this milestone in record time underscores the seriousness with which Crescent Petroleum is proceeding with our Federal Iraq projects' Sharjah, UAE — Crescent Petroleum, the Middle East's oldest and largest private oil and gas company, is pleased to announce the completion of the first phase of its 3D seismic campaign at the Khashim Ahmer block in Diyala Governorate in Iraq. The milestone marks a major step forward in the development of the immense non-associated gas field, which promises to significantly contribute to Iraq's energy independence and support the Iraqi government's efforts to improve electricity services while creating thousands of new jobs in the Diyala region. The seismic survey, which was completed on on-time and on-budget used the latest seismic nodal technology to provide the first high-resolution insight into the field's reservoirs, while enabling the placement of initial appraisal wells. Crescent Petroleum will now also be issuing turn-key contracts on an accelerated basis for drilling the appraisal wells with spudding expected later this year. The initial phase of the appraisal and development project will be followed by construction of facilities to meet first commercial production, with a total investment estimated at $200 – 250million. Once the anticipated hydrocarbon resources are established, follow-on project phases will include further development drilling, construction of a central processing facility and associated infrastructure to handle up to 400 MMscf/d of gas and 80,000 b/d of condensates, with an expected investment exceeding $1 billion. 'Reaching this milestone on time and on budget underscores the commitment with which Crescent Petroleum is proceeding with our Iraq projects in Diyala and Basra, as we work to unlock the immense resources of the fields and contribute to Iraq's economy and to the Iraqi government's efforts to deliver improved services for thepeople,' said Abdulla al Qadi, Iraq Country Chair and MD Diyala and Basra at Crescent Petroleum. 'Crescent Petroleum has been a pioneer in the private sector development of natural gas in the MENA region, and we will bring our more than 54 years of expertise in delivering complex projects for shared value to the communities we serve and our stakeholders,' he added. The Diyala projects by the company will create thousands of direct and indirect new jobs in Diyala and surrounding governorates, giving a significant boost to the area's economy. Once operational, the project will also enable the government to save on fuel costs and enhance electricity provision and economic development. In 2023, Crescent Petroleum signed two 20-year contracts with the Midland Oil Company for the Khashim Ahmer-Injana and Gilabat-Qumar fields in Diyala governorate, and another with the Basra Oil Company for the Khider Al-Mai field exploration in Basra governorate. Between October and December 2023, the Ministry of Oil activated these contracts, and development of the blocks has proceeded at a rapid pace. Exploration studies are being undertaken in the KAM block to define the ranked portfolio of opportunities and target the most attractive for exploration activities planned In 2026. The new blocks significantly expand Crescent Petroleum's operational footprint in Iraq, adding to the company's operations in the Kurdistan Region, and making the company the largest private upstream operator in Iraq by field count and area. As the projects progress, the company is committed to achieving 90% Iraqi employment in the operations while initiating a variety of social performance projects for training, education, and social services in Diyala and beyond to support the communities where it will operate. Crescent Petroleum Company International Limited (CPCIL) was awarded the Khashm Ahmer-Injana (KAI) Contract Area by the Iraqi Ministry of Oil in 2018 as part of its Fifth Petroleum Licensing Round, under a Development and Production Contract. The Contract was signed by Midland Oil Company (MdOC) of the Iraqi Ministry of Oil and CPCIL on 21 February 2023 and became effective on 15 October 2023. Iraq's Northeastern Diyala province could emerge as a key hub for gas industry through strategic investments in its gas fields, according to Abdullah Al-Qadi, CEO of UAE-based Crescent Petroleum. Speaking at the Iraq Energy conference in Baghdad on Tuesday, Al-Qadi highlighted challenges in fast-tracking gas production at the Al-Khashm Al-Ahmar field, citing bureaucratic delays within Iraqi state institutions. "We aimed for rapid development, similar to our success at the Kor Mor field in al-Sulaymaniyah, where the Kurdistan Regional Government (KRG) granted us the necessary clearances to achieve production within 15 months. However, in Diyala, administrative hurdles have slowed progress," he said. He added that that despite these obstacles, the project remains on track for completion within two years. He also emphasised Diyala's potential to become a 'gas industry hub' by linking its fields with nearby reserves such as Ajil and even those in al-Sulaymaniyah. In 2023, Iraq's Ministry of Oil activated three contracts with Crescent Petroleum to develop the Al-Khashm Al-Ahmar, Kallabat, and Khider Al Mai fields, as part of the fifth licensing round aimed at harnessing 400 million standard cubic feet of gas. The development of Iraq's gas sector holds transformative potential for the country's economy leading to energy self-sufficiency and opening up opportunities for gas exports. Additionally, utilising gas from fields like Khawr Al-Zubair, Kallabat, and Khider Al Mai could reduce reliance on oil and lower import costs, strengthening Iraq's energy security while fostering industrial growth in sectors such as petrochemicals and fertilisers.
