Ashghal holds talks session with owners, CEOs of contracting firms
Tribune News Network Doha As part of the Public Works Authority's (Ashgha) commitment to strengthening its partnership with the private sector, President of Ashghal Eng Mohammed bin Abdulaziz Al Meer held a special meeting with several owners and CEOs of contracting companies. The meeting, which was attended by representatives from Qatar Chamber and senior officials from Ashghal, aimed to explore the future directions of infrastructure and building projects across the country and to discuss shared goals for the upcoming phase. During the meeting, Eng Al Meer emphasised the vital role the private sector plays in implementing national projects. He noted that the successful delivery of strategic projects and Qatar 2022 World Cup infrastructure with efficiency and world-class standards has contributed to the development of the national contracting sector and reinforced its position both regionally and internationally. He reaffirmed Ashghal's commitment to upholding the highest standards of quality, sustainability, and innovation in project execution, ensuring that all projects are delivered efficiently and on schedule. He highlighted that Ashghal remains committed to the highest standards of transparency and credibility in the tendering and awarding process, ensuring fair competition, equal opportunity, and enhancing the private sector's confidence—an approach that forms a core principle of the Authority's operations. The president of Ashghal stressed the importance of accuracy in both technical and financial proposals submitted by companies, noting that full compliance with tender documents is a fundamental criterion for bid acceptance. He urged all companies to give this aspect the utmost attention. Regarding bid pricing, he warned that unrealistic pricing strategies pose a major challenge to the contracting sector, as they create an unstable competitive environment and negatively impact the trust of the industry. He also called on executing companies to prioritise quality and excellence in their work, focusing on the satisfaction of citizens, residents, and stakeholders, as they are the primary beneficiaries of these projects. In conclusion, the Ashghal president emphasised the importance of maintaining high levels of professionalism in project management and adhering to all contractual terms and specifications. This, he noted, is essential to achieving the desired outcomes within the planned timelines and in line with the state's vision for integrated and sustainable infrastructure.

Qatar Airways Group sees 28% profit jump
Key achievements of Qatar Airways Group over the last financial year include record-breaking 28 percent increase in profit in 2024-2025 financial year, and expansion of Hamad International Airport, enabling it to cater for 65m passengers annually. Al Meer noted that Qatar Airways is the first global airline, and first in MENA region, to install Starlink super-fast WiFi on its Boeing 777 fleet, in addition to a 25% minority stake in Virgin Australia, and a 25 percent acquisition of South African premier regional airline, Airlink. The achievements also include the introduction of AI into its world-first digital cabin crew, Sama. Al Meer also highlighted the signing of a range of technical MoUs, aimed at future-proofing and diversifying the business across the aviation sector, as well as working to fulfil the ambitions of the Qatar National Vision 2030.

‘Ashghal's ‘smart contracts' initiative to shore up transparency, reliability'
Regarding pending projects, he noted that Ashghal adopted alternative plans and exceptional measures to support current contractors and ensure the completion of work, emphasising that corrective measures will be taken to evaluate the performance of contractors and consultants and accelerate the pace of completion while maintaining quality and safety standards. As part of the government's commitment to enhancing the continued growth of the contracting sector, Ashghal announced financial and regulatory support worth QR21 billion provided to the sector, including in direct payments and burden-relief measures, particularly following the repercussions of the COVID-19 pandemic. These measures include replacing maintenance reserves with bank guarantees in advanced projects, extending contracts for pending projects, and activating periodic contractor performance evaluations. The authority also reported significant progress in implementing the local added value program (ICV), which aims to support local companies and enhance economic independence. It recorded positive results, most notably an increase in the number of companies registered with Ashghal from 201 in the first quarter of 2022 to 733 in the third quarter of 2024, an increase in the percentage of contracts awarded to local suppliers to 77 percent, compared to only 10 percent in 2022, and a decrease in the percentage of companies whose certificates were not renewed from 47 percent to 11 percent, with a jump in ICV points from 3,024 to more than 23,447 points. In the digital transformation and enhancement of operational efficiency, Ashghal launched an initiative to automate financial data for service providers to expedite tendering procedures and reduce administrative burdens. This initiative relies on a central database that eliminates the need to upload financial data repeatedly. It also enables proactive monitoring of contractors' performance, allowing timely action to be taken to avoid any potential challenges. Al Meer pointed out that Ashghal is developing the 'smart contracts' initiative to raise levels of transparency and reliability, and reduce costs and human interventions through the use of advanced digital technologies in contract management, adding that this step represents a qualitative shift in the path of contract and project management, in line with Qatar National Vision to promote innovation and sustainability. He also pointed out that the Authority's corporate strategy for the period 2024-2030 will soon be accompanied by the launch of Ashghal's new identity with an updated look that reflects the Authority's future plans, as part of Ashghal's journey towards achieving the Third National Development Strategy, leading to Qatar National Vision 2030. Through this strategy, he explained, the Authority seeks to become a global leader in project and asset management by providing distinguished services and infrastructure that keep pace with the aspirations of future generations. He pointed out that Ashghal's primary mission is to deliver and manage assets, projects, and services in a sustainable manner to satisfy its customers. He further said that Ashghal will work to confront all challenges in order to maintain Qatar's position among the ranks of developed countries by giving top priority to implementing sustainable infrastructure projects that will benefit future generations and moving more towards digital transformation in all operations and procedures.

Ashghal celebrates graduation of 163 staff, engineers in training programs
Tribune News Network Doha The Public Works Authority (Ashghal) celebrated the graduation of the third batch of its employees who completed the Authority's training programmes, in the presence of Ashghal President HE Engineer Mohammed bin Abdulaziz Al Meer and a number of senior officials in the authority. The ceremony witnessed the graduation of 163 employees and engineers from accredited training programmes, organised by the Human Resources Department, with the aim of developing and preparing national cadres. These programmes include: Project Management Development Programme (PMDP), designed to prepare newly graduated Qatari engineers and develop their professional capabilities. Graduate Development Programme (GDP), directed at non-engineer fresh graduates to enable them to perform their job roles efficiently. Administrative Development Programme (ADP), which is dedicated to developing employees who hold a high school degree and diploma in all supporting administrative fields. Ashghal stressed its keenness to prepare and provide various training programmes and projects in line with various occupational levels, ensuring sustainable professional development and employee's career advancement since joining the authority. The duration of these programmes ranges from 12 to 36 months, as they are designed to meet practical needs and enhance the technical, administrative, and behavioural skills required in the work environment within the Authority. Engineer Al Meer expressed his pride in graduating this distinguished group of employees, noting that developing the human cadre constitutes the cornerstone of achieving the Authority's ambitions in the fields of infrastructure and engineering He said, 'We pay great attention to training and developing our employees and engineers, as we believe that investing in people is the basis of success, and we seek, through various training programmes, to enable Qatari cadres and increase their efficiency in a way that reflects positively on their performance.' For his part, Rashid Al Hajri, manager of Human Resources Department at Ashghal, said: 'We are proud of the achievements of graduates of the training programmes. These programmes are designed to meet the actual needs of various jobs in the Authority, which include technical, administrative and behavioural aspects. 'We believe in the importance of continuous learning as a way of developing national competencies and achieving the Authority's objectives in line with Qatar National Vision 2030 and the Third National Development Strategy 2024 – 2030.' Ghanem Al Kaabi, head Of Training and Organi ational Development Section at Ashghal, said: 'The Authority is proud of graduating a distinguished Qatari cadre, which stems from its belief in the importance of employees' training, development and enablement. Ashghal was keen to design and provide comprehensive training programmes which takes into account different occupational levels with the aim of supporting employees' career development and enabling to achieve career advancement. During the ceremony, Engineer Al Meer honoured a number of partner entities who contributed to supporting training programmes, in addition to honouring the graduates. On the sidelines of the ceremony, employees who won the Employee of theYear 2024 were also honoured, as this initiative comes in appreciation of the efforts made during the past year for all affairs and departments of the Authority.
