Aldabaiba hails new instant salary payment system for controlling waste in the state-sector section of the budget

Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, said today that adopting digital transformation in the state-sector payroll management through the 'Your instantaneous Salary' system is not only a technical option, but a national necessity to protect public money first, and to do justice to real workers in state institutions. Aldabaiba was referring to the announcement by the Central Bank of Libya (CBL), last Thursday (31 July), of the launch of the 'Your / Instant Salary Payment' system to transfer the salaries of public sector employees directly into their bank accounts.‎ Automatic employee data matching The system adopts automatic matching of the data of employees at the Ministry of Finance and the Banking Information and Systems Authority without the need for traditional, slower and less accurate payment methods. ‎Call on citizens to update their data The CBL confirmed that it is working to complete the technical link with commercial banks and the personal data system, calling on citizens to ensure that their data is up to date to ensure the readiness of the service by the end of August.‎ Abuse of the system It will be recalled that the payment of state-sector salaries is routinely late by one or two months. It is also widely believed that many thousands, if not hundreds of thousands, on the state payroll should not be on it. Some are receiving multiple salaries, some are working in the private sector simultaneously, some do not turn up to work, while others are still being paid after having passed away. Hence Aldabaiba's use of the phrase 'to do justice to real workers in state institutions'. Successful inter-departmental integration Meanwhile, the General Information Authority (GIA), the lead government body on digital transformation, commended this move and integration between various departments and the CBL. It said this integration reflects the maturity of Libya's digital infrastructure and promotes the process of building an interconnected and efficient digital government.‎ ‎State-sector salaries: aim for transparency and efficiency of spending Aldabaiba said these state-led fiscal reforms in cooperation between the Ministry of Finance and the CBL aim to ensure transparency and efficiency of spending under the salary section, which accounts for 55% of public spending, and is one of the government's priorities to ensure social and economic stability.‎ ‎Shall not allow the salaries section of the budget to be misused Aldabaiba said paying state-sector salaries on time and not delaying them in all circumstances is also an important commitment in his government's work which they have not and will not deviate from. ‎The Tripoli based Libyan Interior Ministry reported yesterday that its Acting Minister, Emad Trabelsi, held a meeting on the same day with the Minister of Labour and Rehabilitation, Ali Al-Abed, where they discussed the mechanisms for registering expatriate workers who hold identity documents. The meeting discussed ensuring the entry of expatriate workers into Libya through legal means by including them in the labour system, in line with the needs of the Libyan labour market and in accordance with the legal procedures and regulations This, the Ministry reported, would proceed while continuing the voluntary deportation programme of illegal immigrants to their countries of origin, in cooperation and coordination with local and international partners.‎ Libya is not Europe's security guard, will not be used as a dumping ground for illegal migrants It will be recalled that Tripoli based Libyan Prime Minister Abd Alhamid Aldabaiba said, at a Cabinet meeting dedicated to the illegal migration file in March this year, that Libya is not Europe's security guard, nor will it be used as a dumping ground for illegal migrants from neighbouring states. ‎Prime Minister Abd Alhamid Aldabaiba held an extensive meeting yesterday at his Tripoli Cabinet Office with the Board of Directors of Libya's National Mining Corporation (NMC). The meeting was dedicated to following up on the NMC's progress and reviewing its efforts in organising the sector and developing its technical and legal structure, in a way that contributes to maximising the economic return from mineral wealth.‎ ‎Huge iron ore and phosphate reserves During the meeting, the NMC gave a detailed presentation on the national stock of mineral resources, noting that Libya has huge reserves of metallic and non-metallic minerals, most notably iron ore in Wadi Al-Shati, which is estimated at 3.5 billion tons with a concentration of up to ‎‎55%, in addition to more than one billion tons of phosphate in the Murzuq Basin, which puts Libya in a qualified position to be one of the main sources in North Africa.‎ ‎Existing gypsum and limestone production – potential for sulphur, gold copper and chromium The corporation also pointed out that there is an existing production of minerals such as gypsum and limestone used in the construction industries, in addition to promising potential that is still uninvested in the fields of salt, sulphur, and rare materials such as gold, copper and chromium, according to preliminary geological studies.‎ ‎Need to urgently establish a minerals database In this context, Aldabaiba stressed the need to accelerate the pace towards building a comprehensive national database for mineral resources, completing administrative and technical reviews of previous licenses, and referring the results to the competent regulatory authorities. ‎ ‎Operational plan for priority projects The Prime Minister also called for the development of an operational plan for priority projects in coordination with the Ministries of Economy and Planning, and linking the sector to the state's vision and the 'Return of Life' plan, stressing the government's readiness to provide full support to the NMC at this pivotal stage.‎ ‎The meeting concluded by stressing the importance of investing in national competencies, and enabling the Corporation to perform its role as a sovereign umbrella to regulate mining activity in Libya according to the principles of transparency and sustainability.‎ Tags: National Mining Corporation

Aldabaiba vows to impose justice, law and order – puts militias on notice

Tripoli based Libyan Prime Minister Abd Alhamid Aldabaiba, during his speech today at a follow-up meeting at the Ministry of Justice and the Judicial Police Unit, put militias on notice and vowed to impose what amounts to habeas corpus. Aldabaiba said: Justice is a sublime divine value and as much as we establish justice, the state is established‎. The time for those who thought that their position exempted them from accountability is over‎. No one is bigger than the law. And no one is bigger than the state‎. What we are accomplishing today in subjecting prisons to the Ministry of Justice is evidence of the serious path‎. The Interior and Defence Ministries have the will and determination to continue reform.‎ The release of illegally held detainees is a direct result of the law enforcement campaign.‎ No party outside the law may decide imprisonment, pardon or accountability.‎ Justice is not reduced to the influence of a militia, but rather an integrated system‎. There is no tolerance for terrorists, human traffickers, drugs and all spoilers‎ (of law and order and the state and its institutions). No protection to those with weapons or who belong to any criminal anymore‎. The accused has the right to be tried in full health and to be released if proven innocent‎. It is unacceptable for a citizen to spend 10 years in prison without trial.‎ Reform of the judicial police is a national project that we will not retreat from‎. We will not hesitate to use all the tools of the state to impose its prestige‎. Some prisons are run by people accused of rape, murder and torture‎. We do not accept the imprisonment of our children under the authority of criminals‎. What the Public Prosecutor revealed about extrajudicial detention is completely rejected‎. Ignoring judicial release orders and ending prison sentences undermines the prestige of justice‎. Long pretrial detention without trial is a serious imbalance‎. The judicial police exist to protect justice, not shelling (government forces in recent Tripoli clashes). The responsibility of justice is a moral, religious and functional honour‎. Justice is not a slogan. It's a situation and a practice.‎ We announce it clearly. Our campaign continues‎. We continue to lift injustice against those whose freedom was deprived outside the law‎. We continue to restructure the Judicial Police‎ to ensure that it is not penetrated‎. We continue to hold accountable all those involved in human rights violations‎. We continue to keep anyone under suspicions away from the Judicial Police‎‎. We will spare no effort. We will not exclude a means (use of force?) — whatever it may be — to enforce the rule of law.‎ This is not a passing campaign. Rather, it is a steady path to the consolidation of the rule of law‎ Aldabaiba's proclamations are also see as clearing the way for the release of tens if not hundreds of former Qaddafi-era officials still rotting in jail without being charged. Top on the militias list is the Special Deterrence Force (SDF/RADA) militia in control of Mitiga prison. SDF/RADA is commanded by Abdelrauf Kara who follows the Salafist branch of Islam. Some analysts believe Aldabaiba is using the justifiable policy of imposition of law and order and the state, including taking control of Mitiga prison, as a fig leaf to attack and destroy the SDF/RADA militia. They fear, if he goes through with his policy as he is claiming, this will lead to a serious military clash with the SDF/RADA (and its relatively smaller allied militias in and outside Tripoli). Aldabaiba's initiative, some say bravery, comes after the ''killing'' of Abdelghani Ghnewa Al-Kikly, the militia head of the Stability Support Agency (SSA). Together with the SDF/RADA, the SSA was the strongest militia operating in Tripoli. Equally, some analysts believe Aldabaiba is whipping up populist support to resist any moves – including those by the international community through UNSMIL's latest initiatives – to remove him from power. Removing militias, enforcing law and order and consolidating a strong state and its institutions are popular initiatives for the domestic audience. While enforcing human rights, legal procedure, habeas corpus etc play well with the international community. .
