Power cuts & voltage fluctuations add to woes in Noida and Ghaziabad
Noida: Several sectors of Noida and Ghaziabad have been grappling with unannounced power outages lasting 1–2 hours, frequent tripping, and severe voltage fluctuations over the past few weeks. The disruptions have been largely attributed to overloading of transformers and overheating of equipment, as electricity demand surged due to widespread use of air-conditioners and coolers. These power cuts have added to the discomfort of residents already struggling with soaring daytime temperatures of up to 40 degrees Celsius. The weather has been further intensified by high humidity levels and warm nights, with minimum temperatures not dropping below 28 degrees Celsius, making both cities swelter under sustained heat stress. In Noida, disruptions were reported from sectors 30, 25, 122, 105, and 78, etc . In Ghaziabad, Lal Kuan, Nandgram, Mansarovar Park, Shankar Vihar, Channi Vihar, and parts of Indirapuram, Vaishali, and Vasundhara were among the worst affected. Areas like Pratap Vihar and Shivpuri also reported outages. Despite mounting complaints, officials claimed the supply was largely stable. Anil Kumar Singh, superintending engineer of Ghaziabad Zone 1, said there was "no problem in power supply except in a few places." He added that faults were being rectified promptly upon receiving information. In Noida, residents complained of worsening conditions. Parmod Verma, RWA president of Sector 30, alleged that there was a four-hour power cut from 11pm on Sunday till 3am on Monday. "When we complain or call the lineman, he doesn't bother to pick up the call. This is the height of irresponsibility," Verma said. Ranjan Samantaray, a resident of Antriksh Golf View 2 in Sector 78, said frequent voltage fluctuations had impacted the regular Ganga water supply to group housing societies. Cdr (Retd) N Mahajan from Jalvayu Vihar in Sector 25 said claims of improved infrastructure were not visible on the ground. However, Noida Power Department chief engineer Sanjay Kumar Jain denied any major disruption in urban areas. "The supply in Noida's urban areas is normal. Only two locations faced issues due to transformer maintenance," he told TOI, adding that RWAs were kept in the loop for planned rostering during infrastructure upgrades.

66 IAS, IPS officers shuffled in Delhi, first rejig after BJP takes charge
NEW DELHI: The Ministry of Home Affairs on Friday transferred 66 Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre of Indian Administrative Service (IAS) and Indian Police Service (IPS) officers. This is the first major bureaucratic reshuffle in the BJP-ruled Delhi government which came to power after 27 years on February 20. Delhi saw the highest number of transfers, with 21 IAS and 23 IPS officers who were shifted from Delhi or transferred back to the capital from other UTs. Among those transferred is Ashish Chandra Verma, Additional Chief Secretary, Finance, who was moved out of Delhi. Additional chief secretary for environment and Forests, Anil Kumar Singh, was transferred to J&K, while Principal Secretary of Vigilance Department Sudhir Kumar was sent to Mizoram. Special Secretary of Home, K M Uppu, a 2009-batch officer, and Special Secretary of Transport, a 2008-batch officer, were transferred to Puducherry and Andaman and Nicobar, respectively. Vijay Kumar Bidhuri, a 2005-batch officer, who served as a divisional commissioner in Kashmir, was transferred to Delhi; Dilraj Kaur, a 2000-batch officer, will return to the national capital, where she earlier served in various capacities, after her transfer from Andaman and Nicobar. Among the 26 IPS officers transferred, figure 2001-batch officer BS Jaiswal, JCP (Central Range), who has been sent to Lakshadweep. Keshav Ram Chaurasia, Joint Commissioner, Delhi Police, has been shifted to Goa. Umesh Kumar was sent to Delhi from J&K, and Ashok Malik to Mizoram from Delhi. Devesh Kumar Mahla, New Delhi District DCP and 2012- batch IPS officer, and Surendra Choudhary, South West District DCP of 2013-batch, have been shifted to Arunachal Pradesh. Another 2013-batch officer, Apoorva Gupta, who was DCP (Crime), has been transferred to Andaman and Nicobar. Sanjeev Kumar Yadav, a 2013-batch officer, was transferred to Delhi from J&K. Rohit Rajbir and Anant Mittal, 2015-batch officers, have been shifted from Arunachal to Delhi.

Dalit girl found hanging from tree in UP; family alleges murder by cousin, his friends
Agra: A 17-year-old Dalit girl, who left for school on Thursday morning but never reached, was found hanging from a tree with a scarf in a village under the Bewar police station area of Mainpuri district in the evening. After her family accused her cousin (maternal uncle's son) and his friends of murder, two individuals were detained for questioning on Friday, said police. When the Class 11 girl did not return home by evening, her family began searching for her. Later, a relative in Farrukhabad informed them she had been seen near the Kansepur drain. The family rushed to the spot and found her hanging from a tree. Bhogaon (Mainpuri) DSP Satyaprakash Sharma said, "After getting information, police rushed to the spot. A forensic team and dog squad were also called, and the body was sent for autopsy." Bewar SHO Anil Kumar Singh added, "Once the autopsy report is received, a case will be registered. No formal police complaint has been filed by the family so far. Investigation is being conducted from every point of view." Autopsy report will help determine whether it was a suicide or murder, police said.

Sale of unweaned puppies, goldfish stuffed into bottles: report on pet shops in Delhi highlights neglect, illegal sales
Puppies sold before they were weaned, goldfish stuffed into perfume bottles, illicit sale of exotic star tortoises, sick animals caged with healthy ones without clean water or veterinary access, and missing licenses – a detailed report by the Animal Law Cell (ALC) under the Faculty of Law, University of Delhi, has highlighted recurring patterns of violations in pet shops across Delhi. Eighteen students of the ALC undertook field visits to 34 pet shops across eight zones of Delhi, including Shahdara, Central Delhi, Rohini, Janakpuri, Uttam Nagar, Malviya Nagar, Khan Market, and Burari between April 6 and 9 this year. The survey, supervised by faculty members of the Law Centre and the Dean of the Faculty of Law, was designed to evaluate compliance with the Prevention of Cruelty to Animals (Pet Shop) Rules, 2018. 'We encountered deplorable housing conditions, lack of basic necessities such as feed and water being provided to animals that blatantly violate the PCA Act and the Pet Shop Rules. The Pet Shop Rules have been enacted to ensure the well-being of animals kept and traded in pet shops, yet most establishments continue to flout them with impunity,' the team wrote in a letter to Anil Kumar Singh, commissioner (development), Delhi Government, and Dr Satyavir Singh, director of the Delhi Animal Welfare Board's animal husbandry unit, on Monday. The ALC, in its letter, called for 'conducting inspections, issuing closure notices, sealing unregistered pet shops and seizing the animals housed and displayed for sale within these establishments', besides comprehensive inspection of pet shops at least once a year, continuous monitoring to prevent illegal sale of wildlife, and ensuring accountability in operations by emphasising the maintenance of records in registered shops. As per the report, none of the 34 shops visited had a valid or visibly displayed Certificate of Registration, a basic legal requirement under Rule 3(2) of the Pet Shop Rules, 2018. Many shops had no permanent structures and operated from temporary stalls, street corners, or cluttered interiors filled with stacked cages and tanks, as per the report. It also found issues with waste disposal. 'Most of the shops are in violation of Rule 7, sub-rule(2) of the Pet Shop Rules, as they fail to provide sufficient dietary requirements, lack access to clean drinking water and proper feeding vessels, do not remove food waste, animal excreta, and organic waste on a daily basis, and house animals inimical to each other in the same enclosures,' it said. Many shops claimed to only sell pet accessories, but were in fact supplying animals illegally through personal messaging apps and informal breeder networks. The violations ranged from unweaned puppies—some as young as 40 days—being openly offered for sale, to exotic birds and reptiles caged in unclean, overcrowded enclosures, with no provision for veterinary care or species-specific needs, the report pointed out. In several instances, rabbits were kept in metal cages exposed to the harsh sun, birds were seen panting in wire enclosures without shade, and mice were kept in stacked cages without food or water. In other shops, dead fish floated in algae-choked tanks while iguanas, parakeets and turtles were displayed alongside household pets in breach of wildlife protection laws. The report also carries photographic evidence, shop-wise documentation, and GPS-tagged data. The report highlighted several recurring violations across the surveyed establishments. No shop had veterinary emergency contact information displayed or maintained written health certification records for animals, as required. In many cases, predator and prey species—such as mice, birds, and cats—were housed in adjoining enclosures, causing acute stress. Staffing standards were equally poor, the report indicated, with several shops operated solely by owners or minors without any trained personnel, despite rules mandating experienced staff for each type of pet animal. A lack of ventilation, shade, or temperature control in many shops exposed animals to extreme heat, in contravention of rules to protect different species. As per the report, 'Although a legal framework exists under the PCA Act and the Pet Shop Rules to regulate pet shops and ensure minimum welfare standards, our findings indicate that there remain significant implementation gaps on the ground. These gaps have allowed a number of establishments to operate without accountability, often at the expense of animal welfare.' It added: 'In many cases, pet shops were unaware of or uninformed about the applicable legal requirements, further highlighting the need for robust awareness, outreach, and enforcement mechanisms. Visibly distressed and unhealthy animals were observed in these pet shops, subjected to inclement weather/sun, unhygienic housing conditions, contaminated food and water.' The report also found a 'large' and 'rapidly expanding' online pet trade that is unregulated and held through social media pages and websites operating within Delhi. It noted that these shops are 'engaging in the sale and purchase of pets without the requisite registration or adherence to prescribed rules. This unchecked activity not only raises serious concerns regarding animal welfare but also poses significant risks to public health and consumer safety.'

215 transformers and 100 poles: Ghaziabad power infra set for revamp
Ghaziabad: The power department has devised a plan to upgrade the city's power infrastructure worth Rs 116.3 crore for the financial year 2025-26. Authorities will install 215 new transformers and increase the capacity of 116. They will also strengthen 40 substations along with several 11 kV lines, replace more than 100 poles, and procure four more transformer trolleys. The areas to benefit from the works include Ghaziabad city, Govindpuram, Raj Nagar, Kavi Nagar, Kamala Nehru Nagar, Lohia Nagar, Patel Nagar, and more. "In view of summer, all three zones prepare their business plans. In this, the dilapidated cable lines and poles are replaced, and new ones are installed. The power substations are strengthened, new transformers are installed, while the capacity of existing ones is increased where required, after a survey. We made a similar plan for Zone 1," said Singh.
