Life Term For Man Who Sexually Assaulted 19-Year-Old In Anna University

Chennai: Gnanasekaran, a biryani vendor convicted in the high-profile sexual assault case at the Anna University, has been sentenced to life imprisonment. He has also been fined Rs 90,000, a Mahila Court in Chennai read out the punishment for sexually assaulting a 19-year-old student last December. The convict must remain in prison for at least 30 years, said Judge M Rajalakshmi. The judge found Gnanasekaran guilty on all 11 charges last week, including sexual assault, rape, intimidation, and kidnapping. At least 29 witnesses testified in the case, and the police filed a 100-page chargesheet. He had earlier pleaded for minimum punishment, citing his need to be at home to look after his elderly mother and eight-year-old daughter. But in view of his conviction on all the charges, he must get the maximum punishment, the judge had said. On December 23, Gnanasekaran entered the university campus and attacked a friend of the teenager, and then sexually assaulted her. He had also filmed the act with an intention to blackmail her. He was arrested the same day. The sexual assault case that found closure after five months of trial had also sparked a massive row in December. Welcoming the conviction, Leader of Opposition Edappadi K Palaniswami had raised that the convict had spoken to a certain "sir" during the sexual assault. The identity of this alleged person remains unknown, with the police saying he had only pretended to speak to someone, and no one else was involved. During his questioning, the convict had also confessed to carrying out thefts at several houses in Chennai, sources had said, after over 100 sovereigns of gold and a luxury SUV were seized from him. The probe also sparked concerns over the survivor's identity being revealed through the FIR that was easily accessible online. Indian law protects the identity of sexual assault survivors to prevent social stigma. The police had denied leaking the details and blamed the centrally administered police website for not restricting sensitive information. Slamming the police investigation, the court had formed a women-only Special Investigation Team (SIT) to probe the sexual assault case as well as the alleged FIR leak. Calling the leak a serious lapse, it had directed the government to provide Rs 25 lakh as interim assistance to the survivor for the trauma. The sexual assault case had given the opposition AIADMK a fresh arsenal to target the ruling DMK over women's safety and declining law and order in Tamil Nadu. The DMK had then vowed to fast-track the probe and ensure justice. BJP state chief K Annamalai had flogged himself in public in a symbolic act over the incident, for what he had described as the deteriorating law and order situation. He had also announced a 48-day fast and a mega pilgrimage as part of his protest. Mr Annamalai had also shared a photo of the convict with Chief Minister MK Stalin's son, Udhayanidhi Stalin, claiming that Gnanasekharan was a DMK member. The DMK had trashed the charge, with MK Stalin asserting he was just a supporter, not a member.

Capitation soars as engineering seats fill up fast ahead of TNEA 2025 counselling

MADURAI: The TNEA 2025 counselling for admissions to Anna University and engineering colleges affiliated to it is a good one month away but seats in several self-financing institutions in the southern districts are already filling up fast as parents willingly shell out as much as Rs 8 lakh demanded in capitation fee to secure admission for their child in the management quota. The principals and deans of various colleges, besides aspirants and their parents, TNIE spoke to say the interest this time is towards BE (Computer Science Engineering) and BTech (IT) programmes. Programmes in Electrical and Electronics Engineering (EEE), Electronics and Communication Engineering (ECE) and Mechanical Engineering are the next preferred courses, while civil engineering is the least preferred. Self-financing colleges accordingly demand capitation fee for securing admission, with a BE (CSE) seat said to be priced at Rs 8 lakh. N Mahesh, a parent who enrolled his son in a popular college in the city said, 'I handed over Rs 6.5 lakh in capitation fee within a week of the Class 12 results being published. If I booked early, a payment of`4 lakh would've been enough.' This is over and above the prescribed annual course fee of Rs 1.30 lakh, he added. His son's TNEA cut-off score is 119 on 200. P Srivathsan said that his parents 'reserved' a seat in the BE (CSE with cyber security) programme at a popular college in the district for him by paying Rs 2 lakh as 'advance'.

Faculty in private engineering colleges in Coimbatore contend with stagnant salaries

Left with limited options, faculty in even leading private engineering colleges in Coimbatore region contend with salaries that have been stagnant for years, due to which the attrition rate is also limited, it is learnt. The maximum salary offered for a faculty in Computer Science department does not exceed ₹60,000 a month. Those in Mechanical and core branches receive monthly salary between ₹20,000 and ₹30,000. The scenario is more worrisome in colleges of average standing, a faculty member pointed out requesting anonymity. The AICTE, according Anna University sources, specifies payment of faculty salary as per its norms, but the implementation remains a far cry, a functionary of a college management acknowledged. The Anna University does determine compliance of the affiliated colleges to AICTE norms in terms of teacher-student ratio, but has no authority in enforcing salary payment, university sources said. 'Exploitation' of teaching staff in the private engineering colleges does not augur well for meeting quality parameters in higher education, M. Chidambaram, former Director of National Institute of Technology - Tiruchi, said. Prof. Chidambaram, who had filed a Public Interest Litigation in Delhi High Court on the issue last year, said a substantial proportion of faculty members were exploited and were not paid even the basic minimum prescribed salary (AICTE Pay Scale), got no salary slips, had prolonged working hours, and faced forceful retention of the original documents. Prof. Chidambaram had referred to a report of the V.V. Giri National Labour Institute on the condition of faculty in private engineering colleges in his PIL. It was unfortunate that the AICTE had refused to take desired measures. The AICTE had formulated the All India Council for Technical Education Pay Scales, Service Conditions and Minimum Qualifications for Appointment of Teachers and Other Academic Staff-(Degree) Regulation, 2019, for granting 7th Pay Scale to the faculty members in the technical institutions along with other benefits, i.e., increment, promotion, health insurance, pension, leave, training and incentives, Prof. Chidambaram said. The onus was on the AICTE to strictly enforce the AICTE (Grant of Approvals for Technical Institutions) Regulations, 2020, he said. The PIL, Prof. Chidambaram said, also sought directions for increasing investment upon technical educations to meet the requirement of the vast country like India, including measures such as increasing the number of engineering seats, appointment of sufficient faculty, infrastructure, research and development in the engineering colleges.
