He was speaking at a keynote session at the Arab Media Summit 2025, titled 'Repercussions of Disorder and Challenges of Stability'. The session was attended by His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the UAE Olympic Committee, and Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority,Gargash highlighted the rapid transformations in artificial intelligence, the rise of nationalistic and protectionist economic policies, and a shift in US foreign policy prioritising American interests. HE Dr. Gargash also noted significant changes within the Arab world, including the decline of long-held ideologies that have yielded negative consequences, citing Lebanon and Syria as examples of positive change through cooperation with the international community. His Excellency Dr. Gargash stated that the UAE, through its successful model and pragmatic policy focused on security, stability, prosperity, improved living standards, education, and modern technology, offers a positive message to the region and the world. He emphasised the UAE's responsibility in addressing the current global 'uncertainty' in technological, economic, and political domains, both regionally and internationally. Her Excellency Mona Ghanem Al Marri, Vice Chairperson and Managing Director of the Dubai Media Council, President of the Dubai Press Club, and Chairperson of the Organising Committee of the Arab Media Summit, also attended the session. The dialogue with HE Dr. Gargash was moderated by Taher Barakah of Al Arabiya news channel. HE Dr. Gargash said: 'One of the most definitive lessons of the past three years, since the events in Gaza, is the utter collapse of ideologies in the Arab world. Despite this, many in our region remain unrealistic, clinging to these demonstrably failed and detrimental ideologies.' He added that there is a pressing need to end the 'era of ideology' in Arab politics, as it has fostered sectarianism, tension, and the diminishment of the state's role. He stressed that this ideological rigidity is incompatible with authentic, moderate Arab thought and culture. He further emphasised the need for pragmatism and a focus on critical issues such as improving living standards, creating job opportunities, developing education, achieving prosperity and economic stability, addressing the reasons for youth emigration, and looking towards the future. His Excellency affirmed that the UAE, the Kingdom of Saudi Arabia, and other Gulf countries are presenting positive examples in this regard. Dr. Gargash underscored the importance of strengthening the concept of the nation-state in several countries. He argued that it is unrealistic for militias to lead nations or for a single state to have two armies, highlighting the negative consequences of such situations. He added that clinging to slogans has led to the deterioration of conditions in many Arab countries, trapping them in a state of stagnation. He noted that Lebanon and Syria are on the path to recovery, though some forces seek to pull them back into the previous turmoil. He stressed the importance of supporting these two Arab nations, as their stability and recovery represent a positive contribution to the Arab world, wishing their new governments every success. He added that the UAE embraces many Arab nationalities who have contributed to its development and progress. Dr. Gargash noted that the creativity and productivity these individuals demonstrate within the UAE's supportive environment reflect the broader potential of the people in the region. His Excellency stated that the UAE formulates its foreign policy based on national decisions, a matter of national sovereignty. He asserted that some are using the issue of normalisation with Israel as a 'political slogan and a scarecrow' to obscure economic, political, and social failures and internal tensions, rather than realistically addressing economic and livelihood challenges to improve people's lives, create jobs, focus on education, and achieve prosperity. He confirmed that establishing diplomatic relations with Israel has not come at the expense of the UAE's steadfast approach in supporting the Palestinian cause and the Palestinian people's right to statehood. Dr. Gargash pointed out that figures speak louder than empty claims, noting that the UAE has contributed over 42% of the total humanitarian aid that has entered Gaza since the events of 7 October. He expressed concern that a fabricated and malicious media campaign is being waged against the UAE. He stated that the UAE leaves the judgment of its experience to others, as its achievements and successes speak for themselves and enjoy considerable global recognition. He added that those who view the UAE objectively, as is the case with 'credible' media, will find a pioneering model of progress in the economy, society, political field, technology sector, and the tourist industry. Dr. Gargash added: 'We cannot dwell on these malicious campaigns broadcast by (social media militias and unscrupulous media). We rise above them and confront them with the positive narrative of our successful experience.' His Excellency expressed his conviction that the media sector is also at a crossroads and experiencing uncertainty due to its connection with rapidly evolving artificial intelligence. He stressed that adapting to these changes will determine which media institutions will disappear and which will survive or thrive. Dr. Gargash also affirmed that the UAE prioritises investment in technology as an investment in the future, highlighting significant agreements in this field with the United States, France, and other countries. 'Normalisation is a scarecrow; the goal is truly to avoid facing the new reality,' Dr. Gargash stated, emphasising that establishing relations is a sovereign decision for each country based on its national interests. 'In the UAE, based on our calculations, we saw this as the correct strategic decision for the UAE. Each country has its sovereign decision, but using normalisation sometimes to prevent positive change in society is, in my estimation, a scarecrow to prevent change from failed policies,' he added. Dr. Gargash highlighted that these failed policies have led to internal tensions and territorial divisions in several Arab nations. 'Today, for the first time since the independence of many Arab countries, there is a fear that these Arab countries are truly extending their sovereignty over all their territories,' he noted. Arab world at a crossroads The senior UAE official painted a picture of an Arab world divided between successful Gulf experiences and struggling nations caught in what he described as a 'bottleneck.' 'The Arab world today is truly divided. There is a very successful experience in the Gulf, but there are experiences in the Arab world today of suffering because they are in a bottleneck,' Dr. Gargash said. He specifically pointed to Syria and Lebanon as examples of changing political landscapes, noting that while some forces recognise the necessity for these countries to emerge from their difficulties, others attempt to pull them back to previous conditions. 'In my assessment, as there are forces that see the necessity for these countries to emerge from this bottleneck, there are forces trying to pull change back to what it was before,' he explained. Ideology collapse Dr. Gargash identified a significant 'collapse of ideology' in Arab politics, particularly evident in the past two or three years during the difficulties of the Gaza war. 'This collapse of ideology in Arab politics has happened before, but unfortunately, many Arabs haven't learned the lessons because this attachment to certain ideological terms was unnatural and contrary to the existing reality,' he said. The Presidential Advisor called for a shift toward pragmatism, emphasising that priorities should focus on improving living conditions, education levels, and addressing youth migration to Europe and the Gulf. 'The priorities should not be fluttering slogans. Priorities must be about education levels, whether there is youth migration to Europe and the Gulf. Why can't we create opportunities for them? Priorities must be realistic,' he stressed. UAE's foreign policy Speaking about the UAE's approach to regional challenges, Dr. Gargash explained that the country balances addressing regional issues with creating opportunities. 'Part of our effort is based on dealing with the region's issues and problems because we live in this region, which also has opportunities. From this reality, the UAE deals with this situation,' he said. He highlighted the UAE's role as 'the main outlet' for countries like Lebanon and Syria during their peak crises, noting the presence of productive Arab communities in the Emirates. 'If Arabs can produce, work, and innovate in the UAE, they can also produce, work, and innovate in their own countries,' Dr. Gargash remarked. International partnerships focused on future Dr. Gargash referenced his recent participation in strategic dialogue with France, noting how UAE-France relations have evolved from energy and security in the 1970s to cultural landmarks like the Louvre and Sorbonne, with Dubai now being 'the largest Francophone city in the Middle East.' He revealed that the UAE is a major investor in creating an AI complex in France, a $50 billion project that the French need as Europe lags behind the US and China in electronic chips and AI. 'During President Trump's visit to the region, the part related to the UAE was about economy, investment, and technology—the future. All announcements from this visit weren't about weapons, security, or energy; they were truly about the future,' he added. Palestinian commitment Dr. Gargash emphasised that the UAE's pragmatic approach does not diminish its commitment to the Palestinian cause.'Our commitment to the Palestinian cause, Palestinians' right to a state, and our pain at what we see in Gaza is real. This will not cancel this approach, and what I'm saying today is not contradictory to that,' he stated. He highlighted that the UAE has provided 42% of all humanitarian aid that entered Gaza since October 8, underscoring the Emirates' significant humanitarian role in the conflict.'We must turn the page, emerge from the bottleneck, and see that our coming challenges must truly be livelihood challenges: how to improve people's conditions, how to prevent the best minds from our countries from leaving, and how to provide real work opportunities,' Dr. Gargash said.

Dr Anwar Gargash, diplomatic adviser to President Sheikh Mohamed, on Wednesday urged the Arab world to abandon outdated ideologies that serve only to sow division in an evolving political and economic landscape. Dr Gargash, speaking on the final day of the Arab Media Summit in Dubai, said there was a "national and Arab responsibility" to keep pace with a changing global picture to cement regional stability and harness the talents of its youth. In a wide-ranging address, the senior Emirati diplomat underlined the need for countries to shift focus from military power to emerging technology and championing education. 'There is uncertainty now and we will witness major changes in different sectors like AI, economy and the international system," said Dr Gargash. "For the first time, the US is prioritising its national interests over their traditional political alignments. 'Our national and Arab responsibility requires us to engage with these transformations, especially in the technological, political and economic domains, to ensure the protection of our shared interests and to achieve stability.' Dr Gargash said the Arab world is divided and the Arab political scene has changed, especially in Syria and Lebanon. He said it is time to move past the ideological frameworks that have held the region back. 'The era of ideologies is over,' he said. 'They have only deepened division and weakened nations. In the last two years, during the Gaza war, old ideologies collapsed, yet many still refuse to learn from this experience.' For Lebanon and Syria, Gargash said there are forces trying to keep them stuck in the past, while others are striving to push for a fairer and more prosperous future. Dr Gargash said the UAE decision to formalise diplomatic ties with Israel, through the signing of the Abraham Accords in September, 2020, remained a wise one. He cautioned against those parties that are resistant to such establishment of relations, saying they are impeding progress. 'In the UAE, it was a strategic choice and was the right one,' he said. Dr Gargash emphasised the UAE's steadfast commitment to the Palestinian cause and its support of the two-state solution as the means to bring about peace. 'UAE has played a major humanitarian role in helping Palestinians, delivering 42 per cent of all aid that entered Gaza since October 8, 2023,' Dr Gargash said. He called for nations to work towards improving living standards and opening up more job opportunities to act as a catalyst for security and stability. 'There shouldn't be a state with two armies or one controlled by militias. Priorities should centre on education, providing job opportunities for youth.' He said Gulf countries are successful models in creating opportunities and shaping the future of the region. 'We need to stay away of the illusion of political slogans and working towards building a new reality based on genuine opportunities.'
