Responding to recent allegations by Jorhat MP Gaurav Gogoi regarding the govt's handling of the situation in Dhubri and it being orchestrated by RSS-BJP forces, Sarma strongly refuted the claims, accusing Gogoi of politicising sensitive issues. "How can a Hindu person slaughter a cow, sever the head and throw it in front of a temple? And what about the rest of the carcass? The act seems deliberately staged," the CM said, dismissing the MP's accusation. Speaking about the long-standing demand for preservation of Rupkonwar Jyoti Prasad Agarwala's ancestral home at Tamulbari, Sarma said while such initiatives become formal govt projects when taken up officially, local communities and organisations should ideally take the lead in preserving cultural heritage. "I will see what can be done from the govt's side as well," Sarma said. Regarding the functioning of Brahmaputra Cracker and Polymer Limited (BCPL), Sarma said the public sector unit was currently surviving on govt support, while running at a loss. The plant produces and transports various grades of high-quality polymers across the country. GAIL (India) Limited, its major shareholder, is marketing the products of BCPL. Sarma said the company had asked for land at Paradip in Odisha for its use and the state government is trying to obtain it. 'Replacing CISF with Assam Police (as the force securing the installation) will save Rs 8-9 crore, and we have issued instructions for the purpose. We are also in talks with a group to make the finished products here as it will strengthen the industry,' he added. The chief minister said the project will be closed down if government help is not provided. 'Both the central and state governments are now helping. But we have to think of a permanent solution,' he added. The project at Lepetkata in Dibrugarh is an outcome of the 1985 Assam Accord, aimed at the socio-economic development of the entire northeastern region. On Dibrugarh becoming the 'second capital' of the state, Sarma said, 'In keeping with our announcement, I have been coming here every month. I was here since June 14 and will return today.' He said the chief minister's office continued functioning from here during the period, ensuring that no work was hampered. Asked about the schedule for elections of various autonomous councils, Sarma said the Bodoland Territorial Council polls will be held in September. It will be followed by Silchar Municipal Corporation elections in October, and polls for Mising and Sonowal autonomous councils in November-December. Regarding Mottock and Moran autonomous bodies' polls, Sarma said amendments are needed to the existing laws to ensure that people of only the respective communities can vote. 'The cabinet will soon approve the amendments. These are sensitive topics, hence we do not want to rush them. We are taking it slow to ensure there are no problems,' the chief minister added. CHIPPEWA FALLS — The proposed Chippewa Valley Health Cooperative hospital planned for Lake Hallie has an estimated $158 million price tag, and the group needs to raise $30 million to $40 million to borrow the rest of the estimated project costs. The CVHC is approaching Chippewa County to see if they are willing to help secure a $10 million loan. The Chippewa County Executive Committee will hear from the CVHC at their meeting next Tuesday. The agenda packet that shows CVHC's estimated costs and loan proposal was released Wednesday. However, the county board is not expected to take any action on the request at this time. Any loan would not be subject to levy limits. Chippewa Valley Health Cooperative 'would pay 100% of principal and interest,' and the $10 million loan request 'still provides Chippewa County plenty of general obligation debt capacity for future debt needs,' reads a 16-page CVHC capital campaign pamphlet, which is dated May 20, that outlines the proposal. The money would come from the Board of Commissioners of Public Lands state trust fund loan program. The pamphlet from CVHC outlines how the BCPL dollars are used, and gives examples of how other counties have used the program in the past. These loans 'provide the Trust Funds with a good rate of return at a very low risk,' the pamphlet reads. BCPL State Trust Fund loans can be used by local governments, school districts, and special districts 'to finance virtually any project' in the state. 'Is Chippewa County willing to allow a small portion of their general obligation debt to secure a community-owned health care facility in the Chippewa Valley?' the agenda packet reads, and again reiterates that 'there would be no out of pocket cost to Chippewa County.' To allow the BCPL grant, Chippewa County would need to adopt a resolution, supported by 75% of board members. Chippewa County has an 'allowable debt' of $464.9 million, but the county's 'actual debt' at this time is only $8.34 million, so the county has plenty of space to add the hospital's request, the pamphlet states. Last July, the county board approved $70,000 towards a financial feasibility study; those dollars came from the county's Land Development Fund. CVHC has agreed to allow the county to have a morgue at the hospital. Chippewa County presently doesn't have a morgue, as the morgue had been located at HSHS Hospital, which closed in March 2024. 'The goal of this agenda item is to provide you with information,' County Administrator Andy Albarado wrote to the county board. 'Chippewa County is not being asked to financially commit to anything at this time. The only potential action request would be to direct the county administrator to do further due diligence on the matter.' In March, the cooperative announced local architect River Valley Associates will design the new state-of-the-art hospital that will be built in Lake Hallie on the west side of U.S. 53, near the Melby Street exit. The new hospital will be around 144,000 square feet and will include 48 hospital beds, including a 12-bed Intensive Care Unit (ICU), emergency department, medical-surgical services, labor and delivery, critical care units, and a comprehensive cancer center. It will also offer physical, occupational, and speech have already entered into an agreement to purchase a 20-acre parcel for the hospital. Chippewa Valley Health Cooperative also entered an agreement to possibly purchase the former HSHS St. Joseph's Hospital and reopen that until the new hospital is completed. The deal has not yet been finalized.
