Lukoil's Asia chief joins Turkish firm BGN to lead oil trading from Dubai
SINGAPORE - Estella Shi, managing director of Lukoil Asia Pacific, is to join Turkish energy trader BGN from June, trading sources with knowledge of her move told Reuters. Shi, a veteran oil trader with nearly three decades of experience, confirmed that she will make the move to become chief commercial officer at BGN, leading its trading operation from its Dubai office. Shi has worked in several companies during her career, including a trading subsidiary of Chinese shipping giant COSCO, China Aviation Oil, Chevron and European trading house Mercuria before becoming the head of Lukoil Asia Pacific in 2020. According to its LinkedIn account, Lukoil Asia Pacific is a subsidiary of Litasco Middle East DMCC. Shi, a Singapore national who has long been based in the Asian trading hub, is one of a small number of women executives in the Asian oil trading community. BGN, a privately-owned energy trading group with more than 80 years of history, is known for trading liquefied petroleum gas and chemicals. In addition to Dubai, BGN has offices in Houston, London, Geneva, Rotterdam and Singapore, operating a supply chain network and distribution centres in Europe, the U.S., the Middle East and Africa, its website said. BGN trades 50 million metric tons of commodities annually with a "double-digit billion-dollar" turnover, according to its website. Shi's former colleague at Litasco Middle East, Wael Amer, also recently joined BGN as its chief operating officer in Dubai, trading sources said. Amer confirmed his move and said he joined BGN in January. BGN did not immediately respond to a request for comment. Litasco Middle East did not respond to Reuters attempts to contact the company for comment by phone and email.

Hardcore Maoist carrying Rs 4 lakh bounty on head lays down arms in Odisha
BERHAMPUR: A hardcore Maoist carrying a bounty of Rs 4 lakh on his head surrendered before Rayagada police on Tuesday. Police identified the Maoist as Bijay Punem alias Ajay of the Bansadhara-Ghumusar-Nagavali (BGN) division of the banned CPI (Maoist). Bijay is a native of Bijapur district in Chhattisgarh. At the time of surrender, he was carrying a pistol, eight rounds of ammunition and a walkie talkie. Rayagada SP S Swathi Kumar said Bijay was a member of the BGN division's Ghumsar area committee and wanted in several cases. He was involved in multiple Maoist activities including armed encounters with security forces in Odisha's Kandhamal district and neighbouring Chhattisgarh. The SP said Bijay joined the CPI (Maoist) in 2009. After receiving initial training, he worked as a personal security guard for Modem Balakrishna alias Manoj. He was promoted to area commander member in 2014 and worked for the BGN division. In 2024, he came to Odisha and took leadership of the Ghumsar area committee. However, Bijay faced various difficulties including mental torture from top Maoist leaders, food and water scarcity, and frequent operations by the security forces. He also faced language barriers and differences within the Maoist camp, which led him to surrender, said Swathi. The SP further said Odisha government's surrender and rehabilitation policy has been instrumental in encouraging Maoists to give up violence and join the mainstream. Under the policy, surrendered Maoists receive financial assistance, housing support, education and vocational training to help them become self-reliant. Steps would be taken to provide the assured facilities to Bijay, she added. Bijay has reportedly told police that his wife and others in the banned outfit would surrender soon.

Maoist with Rs 4L bounty surrenders
Bhubaneswar: A hardcore member of the banned CPI(Maoist), carrying a reward of Rs 4 lakh on his head, surrendered before the Rayagada SP on Tuesday. The surrendered Maoist, Bijaya Punem alias Ajay, hails from Batigudem village under Husur police limits in Bijapur district of Chhattisgarh. He was an Area Committee Member (ACM) under 'Basadhara-Ghumsar-Nagabali' (BGN) division of the banned Communist Party of India (Maoist). Ajay joined the CPI(Maoist) in 2009, and after completion of his preliminary training, he was attached to the security and protection team of top Maoist leader Modem Balakrishna alias Manoj, a Central Committee Member (CCM). Ajay was later promoted from party member to the rank of ACM in 2014. He then continued working as the gunman of Manoj. In 2023, he was transferred to the BGN division and started working in the Ghumsar Area Committee of the BGN division from January 2024. He was active in the Nuapada- Kalahandi-Boudh-Malkangiri-Koraput-Rayagada-Kandhamal areas during 2014-2024. The surrendered Maoist leader is suspected to be involved in several incidents of violent activities, including the killing of a civilian in Kandhamal on May 26, 2024, several incidents of exchange of fire with police personnel in Chhattisgarh and Odisha. Ajay was carrying a cash reward of Rs 4 lakh, which was announced by the Odisha government. On Tuesday, he surrendered along with a 9mm pistol, eight rounds of live ammunition and one walkie-talkie. Police sources said he quit the banned outfit citing wrong ideology of CPI(Maoist) cadres, rude and abnormal behaviour of the top leadership, frequent operations by security forces in their operating areas, insufficient food, water and cloth, tough terrain in Odisha, distance from native place and language problem. The party members of CPI(Maoist) are being regularly urged by the police to give up violence and avail the benefits provided under the surrender and rehabilitation policy of the Odisha government. Between 2006 and 2024, as many as 647 Maoists surrendered before the Odisha Police, of which 29 were in Rayagada district.
