This momentum was reflected in the meeting between the President of Egypt and Brazilian President Luiz Inácio Lula da Silva in November 2024, on the sidelines of the G20 Summit, and the signing of the 'Strategic Partnership' document between the two nations. Both ministers expressed their aspiration to expand bilateral cooperation across various fields and explore new opportunities that serve the interests of the two countries and their peoples. The meeting also addressed the developments in the Gaza Strip and Egypt's efforts to reach a ceasefire and halt the blatant crimes and violations committed by Israel against Palestinian civilians, as well as to end the humanitarian suffering in Gaza. Moreover, the two ministers stressed the importance of exerting all possible efforts to swiftly reach a comprehensive ceasefire agreement that would enable the delivery of humanitarian and relief aid to the Strip and stop Israel's repeated violations. Abdelatty also reviewed the latest developments regarding Egypt's hosting of the International Conference on Early Recovery and Reconstruction in Gaza, which aims to implement the Arab-Islamic plan for the reconstruction of the Strip. Egypt's Foreign Minister Badr Abdelatty met with Palestinian Prime Minister Mohammad Mustafa at the United Nations headquarters in New York and stressed that Egypt will not accept the liquidation of the Palestinian cause through forced displacement schemes. The meeting on Monday came on the Sidelines of the High-Level International Conference on the Peaceful Resolution of the Question of Palestine and the Implementation of the Two-State Solution. A Foreign Ministry statement said Abdelatty reaffirmed Egypt's continued and intensive mediation efforts to reach a ceasefire agreement and to ensure the flow of humanitarian aid into Gaza in light of the humanitarian catastrophe in the Strip. It added that the two sides discussed future steps to advance the implementation of the early recovery and reconstruction plan for Gaza following the achievement of a ceasefire, including the early recovery and reconstruction conference Egypt intends to host. They also addressed developments in the West Bank amid ongoing Israeli military incursions and repeated violations in cities and refugee camps, with Abdelatty condemning the expansion of settlements in the West Bank. The meeting also touched on the consequences of Israeli measures to shut down schools and hospitals operated by the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in East Jerusalem. Egypt's top diplomat stressed Egypt's full support for UNRWA's vital and irreplaceable role. He expressed hope that the momentum generated by the Peaceful Resolution Conference would accelerate international recognition of the State of Palestine, praising the French President's announcement of his country's intention to recognize the Palestinian state. The top Egyptian diplomat reiterated Cairo's unwavering support for the legitimate rights of the Palestinian people, foremost among them the right to self-determination and the establishment of an independent state based on the 4 June 1967 borders, with East Jerusalem as its capital. Separately, FM Abdelatty held a meeting with Deputy Foreign Minister of the Russian Federation Sergey Vershinin, where they exchanged views on the latest developments in the Gaza Strip. Abdelatty reviewed Egypt's efforts to reach a ceasefire in the Strip, aiming to achieve de-escalation, facilitate the delivery of humanitarian and relief aid to Gaza, and halt the deterioration of the humanitarian situation. Additionally, Egypt's Foreign Minister praised the level of cooperation between Egypt and Russia in several strategic projects of mutual interest, foremost among them the Dabaa Nuclear Power Plant and the Russian Industrial Zone in the Suez Canal Economic Zone. He expressed hopes for increased Russian investments in Egypt through the Russian Industrial Zone. The meeting also touched on tourism, with the Minister noting the steady increase in reciprocal flights between the two countries and expressing hope for the continued flow of Russian tourists to Egypt. The two sides also touched base on the developments in Syria, where Abdelatty condemned the Israeli attacks on Syrian territory and the violation of the sovereignty, unity, and territorial integrity of Syria. NEW YORK / CAIRO, July 28 (MENA) – Egyptian Foreign Affairs, Emigration and Expatriates Minister Badr Abdelatty on Monday stressed the need to establish a political horizon and launch a negotiation track to achieve a just and comprehensive peace through the implementation of the two-state solution and the end of Israeli occupation of Arab territories. Speaking at the high-level international conference on the peaceful settlement of the Palestinian issue at the United Nations headquarters in New York, Abdelatty said Israel must be compelled to withdraw from territories occupied on June 4, 1967, halt all unilateral measures – particularly settlement expansion – and implement relevant UN Security Council resolutions, notably Resolutions 242, 252, 267, 446 and 2334. He reaffirmed that recognition of Palestine is an inalienable right of the Palestinian people tied to their right to self-determination. He called for urgent steps to end Israel's blatant aggression on Gaza, secure a ceasefire agreement, facilitate a hostage and prisoner swap deal, and allow the United Nations and UNRWA to fully carry out their mandates in Gaza. Abdelatty also called for unimpeded humanitarian aid access and backing for the Palestinian Authority to return to the Gaza Strip to ensure Palestinian territorial unity. He underscored the importance of supporting the Arab-Islamic plan for early recovery and reconstruction in Gaza, including the provision of necessary resources to restore livability in the enclave. The minister described the situation in Gaza as a humanitarian catastrophe, citing daily crimes committed by Israel. He emphasized the need for coordinated international efforts to address the crisis in the occupied Palestinian territories and to tackle the root causes of the conflict by reviving the two-state solution, which he said remains the only viable path to ending the conflict and achieving regional security. The top Egyptian diplomat stressed the need to empower the Palestinian Authority to function effectively in both Gaza and the West Bank as a step toward resuming political negotiations. Representing Egypt in its capacity as co-chair of the fifth working group on humanitarian aid and reconstruction in Gaza – alongside the United Kingdom – Abdelatty led the Egyptian delegation at the opening session of the conference. He said Egypt is committed to presenting its vision on the humanitarian situation in the occupied territories, seeing it as a cornerstone for any practical move toward the establishment of a Palestinian state. He stressed the importance of supporting Palestinian resilience in accordance with international law and international humanitarian law, particularly in ensuring protection and access to essential services. He warned against systematic and continuous violations in the West Bank, amid official Israeli statements advocating the displacement of Gaza residents and the imposition of sovereignty over the West Bank – steps he said Egypt unequivocally rejects as they undermine prospects for a Palestinian state and the two-state solution. Abdelatty said Egypt has intensified efforts to end Gaza war and alleviate the humanitarian disaster affecting civilians, emphasizing Egypt's leading role in delivering aid to the enclave and its ongoing support for UNRWA operations in Gaza and other areas. He also announced Egypt's intention to work with international partners to host a conference on Gaza's early recovery and reconstruction once a ceasefire is in place, to implement the Arab-Islamic plan and alleviate the suffering of enclave's population. In addition, Abdelatty highlighted Egypt's continued provision of security training programs for Palestinian Authority forces to help them uphold the rule of law in both Gaza and the West Bank – a move he said would contribute to creating a conducive environment for the establishment of a contiguous Palestinian state.

A Foreign Ministry statement said Abdelatty exchanged views with his Arab counterparts on the latest developments in the Gaza Strip, as well as joint Egyptian-Qatari efforts with the United States to resume the ceasefire, secure the release of captives and detainees, prevent further bloodshed among the Palestinian people, and ensure the urgent and unimpeded flow of humanitarian aid into Gaza. The ministers also discussed the following steps to implement the Arab-Islamic plan for early recovery and reconstruction in Gaza, including preparations for the upcoming Cairo International Conference on Reconstruction, in cooperation with the Palestinian government and the United Nations. The statement further noted that the ministers agreed to continue consultations and coordination among themselves to advance mutual interests and support regional security and stability. Earlier in the day, FM Abdelatty delivered a speech at the conference highlighting its success in mobilizing a broad international consensus in support of an independent Palestinian state. Egypt's top diplomat praised the 'courageous' declaration by French President Emmanuel Macron to recognize the State of Palestine.
