HH Shaikh Nasser Bin Hamad Mourns Employee's Passing, Calls for Safety Review

Manama: His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Youth Affairs and Chairman of the Board of Directors of Bapco Energies, expressed his sincere condolences on the passing of Bahraini employee Hossam Ahmed Abouelkher, who passed away due to injuries sustained in the incident that occurred at Bapco Refining on May 2. According to Bahrain News Agency, HH Shaikh Nasser bin Hamad extended his deepest condolences to the family of the deceased. He affirmed full support for those affected and highlighted the importance of the ongoing independent investigation to identify the root causes and enhance safety across all operations. He reiterated that the safety of employees, contractors, and the community remains a top priority, as employees are the company's foundation.

The Cabinet held its weekly session today at Gudaibiya Palace, chaired by His Excellency Shaikh Khalid bin Abdullah Al Khalifa, Deputy Prime Minister of the Kingdom of Bahrain. The session began with high praise for the message of His Majesty King Hamad bin Isa Al Khalifa on the occasion of World Press Freedom Day, in which His Majesty commended the contributions of the national press as a key partner in supporting Bahrain's sustainable development journey. The Cabinet also valued His Majesty's recognition of the government's efforts, led by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, in embracing modern technologies across sectors and the Ministry of Information's strides in upgrading the media infrastructure. In the same context, the Cabinet marked Bahraini Press Day, expressing appreciation for the pivotal role of national media professionals in advancing the country's comprehensive development under the leadership of His Majesty the King and the oversight of His Royal Highness the Crown Prince and Prime Minister. The Cabinet then commended the local, regional, and international participation in the Bab Al Bahrain Forum 2025, which was inaugurated on behalf of HRH the Crown Prince and Prime Minister by the Deputy Prime Minister. The Cabinet praised the organizational efforts of the Bahrain Chamber of Commerce and Industry, which contributed to the success of the forum and highlighted global confidence in Bahrain's future development vision. On another note, the Cabinet reviewed the preventive measures taken following a safety valve leak at one of the units at Bapco Refining. In line with directives from the Boards of Bapco Energies and Bapco Refining, an independent investigator has been officially appointed to lead a transparent inquiry into the incident. Additionally, a support committee has been formed to facilitate all procedures related to the investigation. The Cabinet expressed its sincere condolences to the families of the employees who lost their lives in the incident and tasked the Minister of Oil and Environment, who also serves as the Special Envoy for Climate Affairs, with overseeing the investigation and updating the Cabinet on the findings and recommendations for appropriate action. The Cabinet also extended best wishes to students across all education levels as they begin their final exams for the 2024-2025 academic year, and directed relevant authorities to ensure a supportive environment for academic success. Cabinet Approvals: A memorandum from the Ministerial Committee for Development and Infrastructure Projects outlining new regulations and additional standards for car parking spaces across various land classifications. A memorandum from the Ministerial Committee for Financial and Economic Affairs and Fiscal Balance on Bahrain's Q1 2024 economic report, showing a 2.6% year-on-year GDP growth at constant prices, driven by a 3.8% increase in non-oil sectors. In Q4 2024 alone, GDP rose 3.4%, with non-oil activities expanding by 4.6%. A memorandum regarding the 16th general review of the IMF quota system. A memorandum on a draft resolution to organize shared human resources services. An independent consultant has been formally appointed to lead the investigation into a tragic incident at the Bapco Refining complex on May 2. The incident, which involved process safety equipment, resulted in the death of two employees and one is critically injured, Bahrain News Agecny said. The injured employee is currently receiving treatment in the intensive care unit at Salmaniya Medical Complex. The investigation is in line with directives issued by the Boards of Directors of Bapco Energies and Bapco Refining. To support the independent investigation, an internal Investigation Support Committee has been established to ensure the smooth and transparent facilitation of the investigation. The committee will be responsible for enabling full access to all relevant information and materials, coordinating with concerned authorities, and ensuring timely communication with all relevant stakeholders. It will include representation from the Ministry of Interior, Ministry of Oil and Environment, Civil Defence, Bapco Energies, Bapco Refining, along with experts in safety and other technical disciplines. Following the completion of the investigation, the final report issued by the independent investigation will be shared with all appropriate parties, the report added. Earlier, On Friday, Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Youth Affairs and Chairman of the Board of Directors of Bapco Energies, expressed profound sorrow over the incident that occurred on the morning of May 2 at a unit within Bapco Refining. Shaikh Nasser extended condolences to the families of the deceased, Bahraini employee Mohammed Mahmood Shehabi and Serbian employee Dijan Koka. He confirmed Bapco Energies' commitment to providing full support to the families of the deceased and those affected by the incident. He commended the Ministry of Interior for the prompt response by its emergency teams, the General Directorate of Civil Defence, and Bapco Refining's emergency units, noting their swift and coordinated handling of the situation in line with established protocols. All precautionary measures had been taken in accordance with the highest international safety and accident prevention standards, he added. Bapco Refining had earlier said the leak had occurred in a safety valve in one of Bapco Refining's units. The company stated that the situation is under full control, as the leak has been stopped and work has resumed. The focus remains on the safety of employees and contractors and the protection of the surrounding environment, affirming that the emergency teams are fully prepared to deal with any emergency if necessary.

Nass Contracting emerges lowest bidder for Bapco Refining project

Bahrain Petroleum Company has announced that Nass Contracting Company has emerged the lowest bidder with its offer of BD12.3 million ($32.4 million) for the Sitra Wharf Enhancement Project being implemented by its key subisidiary Bapco Refining. Announcing the receipt of bids, Bapco refining said besides Nass, two other companies had submitted their proposals for the Sitra Wharf Enhancement Project. These include: Al Hassanain with BD16.3 million ($43 million) and Mohammed Jalal Contracting Company with BD19.8 million ($52.2 million). A key unit of the Bahrain oil giant, Bapco refining owns and operates the Sitra Port terminal and Sitra Wharf for exporting its products to the international market. With this project, Bapco refining aims to boost efficiency and profitability by targeting larger hydrocarbon cargoes and improving wharf facilities. Bapco Refining also aims to start construction work on its Berths No 5 and 6 to enhance the liquid cargo handling capacity by modification of new Island Wharf Berths No 5 and 6. In another development, Bapco Refining said it was all set to start revamp work on a major HVAC system within its premises. The scope of work includes design, procurement, supply, installation, testing and commissioning of chiller units in security building; Refinery Telephone exchange building; Power & Utilities Building; Wharf SLM office and FCCU Complex. In a Bahrain Tenders notification, Bapco Refining said it had received bids from three major companies for the HVAC System Phase I project.

Lamea Finalists Present Projects to Evaluation Committee

Manama: The finalist teams of the fourth edition of the national programme 'Lamea' presented their final projects to the High Evaluation Committee, chaired by Rawan bint Najeeb Tawfiqi, Minister of Youth Affairs. The committee included Shaikha Dhowa bint Khalid Al Khalifa, Chairperson of Lamea Association; Afaf Zainalabedin, Deputy Chief Executive for Human Capital and Corporate Services at Bapco Refining, and Dhabya Al Rafaei, Director General of Lamea Association. According to Bahrain News Agency, the evaluation began with an explanation of the assessment process and criteria for the three finalists. The teams presented their ideas for developing operational and financial plans for three youth entities, which include Youth City, Masari Project, and the Bahrain Youth Hostels Association. Following the presentations, the committee members discussed the outcomes to finalise results, which will be combined with previous phases to select the winners of the Lamea project.
