Halifax heritage building slated for demolition saved by appeal court decision
A century-old Victorian home in south-end Halifax has been saved from the wrecking ball, thanks to a Nova Scotia Court of Appeal decision. The battle surrounding the 128-year-old house at 1245 Edward St. has been long and mired in legal proceedings. Sandra Barrs, the past president of the Heritage Trust of Nova Scotia, applauds the court's latest decision and believes the house has a history worth saving. She says everything about the home — from its small turret to its arched windows — offers a glimpse into the past. 'It has been part of the fabric of this neighbourhood for (nearly) 130 years,' she said. Dalhousie University originally bought the lot in July 2021 for $1 million with the intention of demolishing the Victorian home. Story continues below advertisement The next year, the university told Halifax council the house would require significant costs to fix — something the university didn't want to take on. The university received a demolition permit in July 2022, despite a grassroots effort by neighbours to block it. 'They didn't want to see the property simply demolished because there was no plan to do anything with it, just simply demolish it and leave the lot vacant.' In October 2022, municipal councillors voted to add the lot to its Registry of Heritage Properties, prompting Dalhousie to file a notice for a judicial review. 2:03 N.S. judge puts end to Halifax's heritage designation for south end property A Nova Scotia Supreme Court ruling in November 2023 put an end to the heritage designation, and stated council had wrongly decided that a heritage registration could be granted to a group other than the property owner. Story continues below advertisement 'There is a reasonable apprehension of an attitude of closed-mindedness at the (Heritage Advisory Committee) level, and a reasonable apprehension of bias at the HRM Council level – a bread-crumb trail that led to a clearly unreasonable result,' Justice Peter Rosinski wrote in part. That led the municipality to seek a judicial review from the Court of Appeal, which dismissed the university's claims and said the council's decision was fair and reasonable. The province's highest court also confirmed that Halifax council could award heritage status to a property following a request by a party other than the property's owner. 'We were happy to read not only that the allegations of procedural unfairness were dismissed, but more importantly, that third party registrations of heritage structures was accepted as being with merit,' said Barrs. In a statement to Global News, a Dalhousie University spokesperson said, 'we accept the appeal court's decision.' 'Dalhousie remains committed to finding the right balance between preservation of our most iconic buildings and development that supports continued university and municipal growth,' wrote Michael Fleury. — with a file from The Canadian Press

Treasure Islands officials meet to talk about lessons learned after back-to-back hurricanes
TREASURE ISLAND, Fla. (WFLA) — The city of Treasure Island has prepared an after-action report, showing what might have been done better before devastating back-to-back hurricanes. City Fire Chief Trip Barrs said during the first storm, only about an estimated 30% of city residents evacuated, despite repeated warnings. 'We actually went through neighborhoods on PA systems, we had our public information officer giving out warnings,' said Barrs. Sadly, some people died in Treasure Island during Hurricane Helene as a result of the storm surge. 'We had four fatalities during Hurricane Helene, they were all water-related. There comes a point where we can not come and get you, once you realize you made a bad decision,' said city also learned that its own aging buildings were not constructed to survive major hurricanes. Fire stations, built in the 60s, will have to be replaced. 'We lost everything. We got inundated with three and a half feet of water in our police and fire stations. So, we are going to rebuild. We are in the process of selecting an architect now and of course it will be outside the flood plane,' said Barrs. The Treasure Island City Council will meet Tuesday night to discuss the after-action reports and to talk about what can be done better during the next hurricane season. Cork football league round-up: Clinical Clon rout Barrs
Clonakilty took a big step towards securing their place in the final of Division 1 of the McCarthy Insurance Group Cork Football League after they enjoyed a comprehensive win over St Finbarr's in Clonakilty on Sunday. This was a much-anticipated clash as both sides entered the game with perfect records, but the home side ran riot, winning by 3-22 to 0-6 against a Barrs side who were without the services of Steven Sherlock and Cillian Myers Murray. Darragh Gough, returning to action after being in with the Cork U20s, was the main man for the home side as he hit the Barrs for 2-4. Dara Ó Se kicked 0-5, Chris Kenneally hit 1-1 while David Lowney and Tom Clancy both clipped over 0-3. On a tough morning for the city side, Cian O'Sullivan and Thomas Egan both had a brace of points. The Barrs' loss gave their neighbours, Nemo Rangers, the opportunity to join them on 10 points and the Trabeg side just about took their chance as they edged Castlehaven by 2-9 to 1-11 in Moneyvollahane. Nemo seemed to be in total control when they led by 2-9 to 0-8 with six minutes to go. Another Cork U20, Bryan Hayes, kicked 1-3 for Nemo, Ronan Dalton had clipped 1-1 while Conor Horgan helped himself to a brace of points. However, a goal from Donncha O'Donovan and three points from Mark Collins brought the Haven to within the minimum before they ran out of time. The Barrs have the head-to-head edge on Nemo, so they are in second place behind Clon. Newcestown moved into fourth spot after a late rally helped them to a 1-17 to 2-13 win over St Michael's in Mahon. Luke O'Herlihy continued his fine form for the home side as kicked 0-5, Liam O'Sullivan clipped 1-1, Kyle Leahy landed the other major and Daniel Meany scored 0-3. Conor Russell's hot streak continued for Douglas as he clipped 1-6, 1-4 of which came from play, Dean Buckley hit 1-1 and Brian Powter raised their other green flag. Finally, Carrigaline registered their first win of the campaign after they bested Éire Óg by 0-19 to 2-11 in Ovens. The win looked unlikely when they trailed by five points with three minutes of normal time remaining. Enter Brian Coakley. Carrig's talisman hit three two-point frees to power his side to victory. Coakley had already registered a two-point effort from play, his brother Niall hit 0-5 while Éanna Desmond's three-point haul also proved crucial. Cian Dorgan led the charge with 1-2, Darragh O'Mahony landed 0-5 while Darren Murphy, Peter O'Neill and Ben O'Connell all hit 0-2 before they ran out of time. Dohenys are in the best position to challenge the top two after they defeated winless Fermoy by 3-15 to 1-11 on Thursday night in Dunmanway. The home side played the last ten minutes of the opening half with thirteen men after receiving two black cards, but they still made it to interval 1-7 to 0-6 to the good and from there they pushed on. Mark Buckley hit Fermoy for 1-6, Fionn Herlihy clipped 1-1, Aaron Mannix landed their other goal and Keith White scored 0-4.
