ED deputy director Chintan Raghuvanshi walks out of Bhubaneswar jail on bail

Cuttack, Jul 25 (PTI) Enforcement Directorate (ED) deputy director Chintan Raghuvanshi, who was arrested by the CBI in May for bribery, walked out of Jharapada jail in Bhubaneswar on Friday evening after being granted bail by Orissa High Court. The HC also granted bail to Chintan's associate Bhakti Binod Behera, from whose vehicle the CBI sleuths had recovered the bribe money. Justice Gourishankar Satapathy allowed their separate bail pleas through a common order, imposing stringent conditions. Raghuvanshi and Behera were arrested from two locations in Bhubaneswar after the CBI caught them red-handed while accepting bribe from a city-based mining businessman. According to the agency, Raghuvanshi had placed a bribe demand of Rs 5 crore, which was reduced to Rs 2 crore and Rs 20 lakh was received as an installment. Raghuvanshi had reportedly demanded the amount from the businessman with a promise not to arrest him or attach his property in the 12 cases of financial irregularities pending against him with the ED. Earlier this month, Raghuvanshi was granted an interim bail for 10 days by the HC to visit his ailing wife and their newborn. He returned to jail as soon as his interim protection was over. 'The IRS officer was released from the jail on Friday evening after relevant documents from the HC and lower court were produced to the jail authorities", his lawyer Lalitendu Mishra said. Besides Mishra, senior advocates Ashok Kumar Parija and Soura Chandra Mohapatra also represented Raghuvanshi. Observing that the investigation has made significant progress and that the trial is unlikely to commence soon, the HC stated that bail is the rule and jail is the exception. 'The bail applications of Raghuvanshi and Behera are allowed and both are allowed on furnishing bail bonds of Rs 1 lakh with two solvent sureties for the like amount to the satisfaction of the trial court," the HC said. The other conditions include that the petitioners shall not commit any offence while out on bail, shall remain present in the trial court during hearings, and shall not leave the country without prior permission of the trial court. They are also required to provide the address of their place of stay and surrender their passports before the court. BALASORE: Police on Wednesday arrested a 50-year-old man on charges of raping a minor girl in Basta area of Balasore district. According to police, the accused, Karunakar Behera of Gaon Amarda within Basta police limits, was well-acquainted with the 13-year-old girl and her family. Sources said the minor had gone to Behera's house on Sunday when the latter's family members were not at home. Taking advantage of their absence, Behera took the girl to his bedroom and reportedly raped her. On hearing her screams, one of Behera's neighbours reached the spot and rescued the girl. She then dropped the minor at her house. On reaching home, the girl narrated her plight to her parents. Subsequently, the parents filed an FIR in Gaon Amarda police station against the accused. Basing on the complaint, police registered a case under relevant sections of the BNS and POCSO Act. Investigating officer Bijay Barik said the accused was arrested and produced in court. He was remanded in judicial custody after his bail plea was rejected. Further investigation is underway.

A minor girl in Odisha's Balasore district was allegedly raped by her neighbour when she was alone at home. The accused, a 47-year-old man, was arrested after the girl confided in her family after days of silence. The incident, which occurred on July 20, was reported to the police two days later, following which an action was taken. According to the complaint filed at the Amarda Road police outpost, the accused, identified as Karunakar Behera, entered the house in the absence of the minor girl's family and allegedly raped her. Shaken by the incident, the girl remained silent for two days before coming out to her family and sharing the ordeal. The police registered a case under relevant sections of the Bharatiya Nyaya Sanhita and the Protection of Children from Sexual Offences (POCSO) Act. The accused, Behera, has been arrested and is currently under police custody for interrogation. He will be produced in court today. Police confirmed that the investigation is ongoing, and the survivor has been sent for medical examination. The incident has triggered public outrage in the locality, with residents demanding strict action against the accused. Odisha is increasingly reporting cases of sexual assault. In another case, a minor was allegedly kidnapped and gang-raped by three men while returning from a birthday party on Sunday (July 20). She managed to escape but was raped again by a truck driver she encountered while fleeing. All four accused have been arrested. Earlier this month, on July 3, a girl was allegedly kidnapped, taken to a lodge and gang-raped by her hockey coach, Sarthak, and two of his associates, Sandip and Sagar, in Jajpur district.

Bhubaneswar: A bird flu outbreak has been confirmed in a poultry farm in Odisha's Puri district, prompting the state government to launch emergency containment measures, including mass culling of over 6,700 birds, a senior official said on Sunday. The state government resorted to mass culling of the birds after the National Institute of High Security Animal Diseases (NIHSAD), Bhopal, confirmed that samples collected from Bada Ankula village in Delanga block of the district tested positive for the H5N1 avian influenza virus, he added. Over 6,700 birds were culled on Saturday and Sunday following standard operating procedure (SOP) lay down by the Centre, he said. Sarat Kumar Behera, chief district veterinary officer (CDVO), Puri, informed that five rapid response teams (RRTs) along with health teams have been deployed in the area where bird flu cases were detected. "We have completely restricted the movement of live birds in and out of the infected zone," he said. After completing culling within a 1-km radius of the village, samples from another five villages have been collected to test for the virus, Behera said. Sources said the village had witnessed unusual poultry deaths over the past week, but the outbreak was officially confirmed only after villagers raised concerns and officials collected samples on July 9. Meanwhile, Fisheries and Animal Resources Development Minister Gokulananda Mallik visited the bird flu infected area to take stock of containment measures taken to prevent further spread of the virus.
