Scindia meets 32 BSNL CGMs, outlines plan to boost revenue
Union communications minister Jyotiraditya Scindia on Monday held a day-long performance review with all 32 chief general managers (CGMs) of Bharat Sanchar Nigam Limited (BSNL), outlining a strategy to push the state-run telecom operator's growth, improve customer experience, and boost revenues. Midway into the review, Scindia interacted with the media and said, 'We've already reviewed 25 of 32 circles in detail, examining what has ailed us in the past, where we stand today in customer base and ARPU (average revenue per user), and the steps to increase topline growth.' He emphasised that each CGM should function as the 'CEO of their circle,' driving accountability and local leadership. Scindia highlighted BSNL's return to net profit in FY24-25 after 18 years, with ₹260 crore in Q3 and ₹280 crore in Q4. Its operating Ebitda margin doubled to nearly ₹5,100 crore, while capex hit ₹25,000 crore, he added. Circles such as Maharashtra, Jharkhand, Haryana, and Chhattisgarh were singled out for their strong performance and will present case studies in the next quarterly review. The meeting also reviewed BSNL's 'customer-first' push, including its 4G rollout, spam-free network initiative, Wi-Fi roaming service, infotainment platforms for FTTH and mobile users, and enterprise offerings such as VPN and leased lines. Scindia announced that monthly reviews will be conducted by MoS Sekhar, with quarterly reviews chaired by him. 'Through steering BSNL, we are hoping to provide new telecom opportunities to every single citizen of our country and take forward the aspiration and dream of our Prime Minister in terms of making us a robust player in the telecom and digitalisation story of India,' he said in the interaction with the media. The telco added nearly 4.5 million customers over the past year, said Scindia, calling the achievement a 'dream come true'. Despite the turnaround, BSNL continues to operate in a market dominated by private players. According to monthly data uploaded by the Telecom Regulatory Authority of India (TRAI), private service providers controlled 92.14% of India's wireless (mobile) subscriber base, while BSNL and MTNL together held 7.86%, as of May 31. BSNL also saw a decline of 135,000 mobile subscribers and 46,054 wireline subscribers in May. In machine-to-machine (M2M) cellular connections, where Airtel leads with a 54.31% share, BSNL accounted for just 4.63%. However, BSNL remains the third-largest fixed wired broadband provider with 4.32 million subscribers, behind Reliance Jio (13.51 million) and Airtel (9.26 million). Its total wired broadband base of 29.99 million places it fourth overall in the fixed-line segment.

Focus on customer experience, revenue generation: Minister Scindia at BSNL meet
New Delhi: Bharat Sanchar Nigam Limited (BSNL) officials met Union Minister of Communications, Jyotiraditya Scindia, on Monday and informed him about the public telecom company's expansion plans. The 4G expansion and rollout in multiple telecom circles, introduction of IFTV for FTTH and BiTV for mobile customers, platforms for next-generation infotainment and BSNL National Wi-Fi Roaming (a nationwide Wi-Fi roaming service for customers) were some of the upcoming initiatives discussed, an official statement said. Among other initiatives are tailored BSNL VPN services and bundled packages for enterprise and government clients, CNPN projects (private network initiatives) for high-reliability connectivity in mission-critical infrastructure and a spam-free network. The discussions focused on strengthening BSNL's role in the telecom sector, accelerating infrastructure rollout, and enhancing citizen-centric service delivery, the statement further said. Wide-ranging discussions were held on improving network performance, customer service delivery, and organisational modernisation. This comprehensive dialogue reinforced BSNL's positioning as a consumer-centric telecom service provider with a clear mandate of 'Revenue First' targets across all business units. According to BSNL's financial data, the company posted a net profit of Rs 280 crore in the January-March quarter (Q4) of FY25, making it the second consecutive profitable quarter after nearly two decades. This followed a Rs 262 crore profit in the October–December quarter—marking the first profit for the company in 18 years. The government had earlier announced multiple financial revival packages for BSNL, amounting to Rs 3 lakh crore, as part of its mission to revive the struggling public sector unit. Earlier this month, Scindia had said that India's first fully indigenous 4G network has now been implemented across the country. 'BSNL is now fully prepared to serve customers with a robust, indigenous 4G network. This is not just a revival, it's a reinvention of BSNL's role in India's digital future,' the Union Minister said.

Scindia, Pemmasani review BSNL's operational progress, 4G roll out
NEW DELHI: Union Minister of Communications Jyotiraditya Scindia and Minister of State for Communications Chandra Sekhar Pemmasani on Monday reviewed the operational progress of state-controlled Bharat Sanchar Nigam Limited ( BSNL ) and outlined its strategy for network expansion and service delivery. To this extent, the senior ministers, along with Department of Telecommunications (DoT) officials, held extensive high-level meetings with BSNL's circle chief general managers (CGMs). Scindia noted that the meeting focused on strengthening BSNL's role in the telecom sector, accelerating infrastructure rollout, and enhancing citizen-centric service delivery, according to an official statement. During the meeting, BSNL's circle heads were aligned on several priority areas, including reconnecting with customers across rural, urban, enterprise and retail segments; enhancing service quality in mobile networks and fiber-to-the-home (FTTH) segments; addressing customer grievances in billing, provisioning, and network uptime; and driving accountability with 'revenue-first' targets at every operational level. The telecom carrier's top executives have also been tasked with expanding enterprise services, such as connectivity, virtual private network (VPN) solutions, leased-line services, and other new business opportunities. This comes at a time when BSNL is bolstering its 4G mobile network and services to compete strongly with its private sector rivals Reliance Jio, Bharti Airtel, and Vodafone Idea (Vi), which have a nationwide 4G network and also offer commercial fifth-generation (5G)-driven services. Scindia 'appreciated BSNL's efforts and stressed the importance of achieving measurable improvements' in customer experience and revenue generation, according to the statement. As part of the review, BSNL executives highlighted key new initiatives, including 4G expansion in multiple circles; launch of IFTV for FTTH and BiTV for mobile customers; BSNL national Wi-Fi roaming; tailored VPN services and bundled packages for enterprise and government clients; captive non-public network (CNPN) initiatives for high-reliability connectivity in mission-critical infrastructure; and a spam-free network. BSNL also launched an online portal – BSNL Business Associate (BBA) – to enable youth to engage with the BSNL sales channel strengthening and earn sales commissions.

This is helping women become self-reliant and increasing opportunities for self-employment," the minister said.
