Community Health Director earns prestigious award

BINGHAMTON, NY (WIVT/WBGH) – A veteran member of the Broome County Health Department is being recognized for a career marked by service, resilience and innovation. Community Health Director Carrie Horton has been with the health department for 27 began as a health program specialist with a passion for preventative cancer screenings. Horton quickly rose the ranks to her current position where she oversees the department's clinics treating tuberculosis and sexually transmitted illnesses and administering also manages 11 grant programs as well as a variety of advisory boards and policy committees. Horton says prevention is key. 'People call public health an invisible force field. If we are doing our jobs and we're doing it correctly, prevention is our key effort and people don't really pay attention to public health until something goes wrong and then they realize how fundamental public health really is,' she said. Horton says all of the health department's work in such area's as lead prevention, cancer screenings and traffic safety are date-driven and based on scientific based says she intends to finish out her career at the organization. 'I have been so fortunate over the years to work with the most inspirational, knowledgeable people that are public health professionals in Broome County. The Broome County Health Department is outstanding. We are a role model for a lot of other New York State programs. I just feel very fortunate to have been a part of it.' Horton received the v Hermann M Biggs Memorial Award at the 2025 Public Health Partnership Conference in Ithaca earlier this month. Vestal Buffet Star reopening after health code violations

VESTAL, N.Y. (WIVT/WBGH) – A popular Chinese restaurant in Vestal, which closed earlier this year following some serious health code violations, is reopening. Buffet Star on Old Vestal Road announced on Facebook that it plans to reopen on Friday, May 9th at 11 a.m. The restaurant is advertising a variety of special deals to celebrate its grand reopening. It abruptly closed on February 3rd as the owner posted a notice on the front door saying he wanted to upgrade the restaurant's interior and take some personal time to spend with his growing family. This came exactly one month after the Broome County Health Department cited Buffet Star with 12 health code violations, two of which were considered critical. Buffet Star in Vestal closed 'until further notice' The first critical violation was for food from unapproved source, spoiled, adulterated on premises. The second was for canned foods found in poor conditions. The 10 non-critical violations were cited for lack of cleanliness, improper food storage, improper design, and insects. Buffet Star charged with critical health code violations However, the Health Department tells News 34 that it did not order the closure of the restaurant and that the owner did so voluntarily. Foodies in Johnson City shut down by Health Department

JOHNSON CITY, N.Y. (WIVT/WBGH) – A new restaurant in Johnson City has been shut down by the health department. Foodies Restaurant, located on Reynolds Road in the same building as Mooney's, has a notice of closure taped to its front door dated April 15th. There is also a hand-written note on the door from owner Hassan Wraich indicating that the restaurant will be reopening soon, once it is inspected by the health department. Director of Environmental Health at the Broome County Health Department Joshua Phelps tells News 34 that Foodies did not pass its initial pre-operational inspection and began serving food without a permit, prompting the closure. According to social media postings, Wraich is a recent immigrant from Germany who plans to offer a variety of dishes, including German fare, Halal dishes, pizza and more. BCSO hosting drug take-back across Broome County this weekend

BROOME COUNTY, N.Y. (WIVT/WBGH) – If you have expired or unused prescription drugs wasting away in your cabinet, you may want to consider giving them back this weekend across Broome County. The Broome County Sheriff's Office, in conjunction with the Broome County Health Department, will be hosting the Drug Enforcement Administration's prescription drug 'take back' initiative at multiple locations on Saturday, April 26. From 10 a.m. to 2 p.m., residents are encouraged to turn in expired and unused medications for disposal, preferably in the original container with the label intact. Those participating can cross their names off the label if they wish. All prescription medications, ointments, and sprays will be accepted. You can drop off your prescriptions at the following locations: Broome County Sheriff's Office – 155 Lt. VanWinkle Dr., Binghamton Johnson City Elks Lodge – 4212 Watson Blvd., Johnson City UHS Vestal – 4417 Vestal Pkwy East, Vestal West Endicott Fire Department – 113 N. Page Ave., Endicott West Windsor Fire Department – 9 Karla Dr., Windsor Whitney Point Fire Department – 2665 Main St., Whitney Point, NY Sharps (needles, syringes, and lancets) will not be accepted as part of the DEA Take Back Day.
