DGCA secures leaner deal for weather system maintenance
KUWAIT CITY, May 5: According to informed sources, the State Audit Bureau (SAB) has approved the extension of a contract with a company to provide maintenance to ensure the continuous delivery of high-quality data from the Automated Weather Observation System (AWOS) at a cost of KD 216,700. They explained that the extension of the current contract resulted in savings of over 80 percent compared to the original contract cost. SAB requested that the Central Agency for Public Tenders (CAPT) be informed of the total value of the extension after the cost reduction. The original contract, previously approved by CAPT, was valued at KD 396,000, and the Ministry of Finance has also approved the revised cost for the contract extension. After reviewing the contract documents and following up on previous inquiries, SAB did not object to extending the contract with the company for KD 216,700, down from the original amount, for one year from January 2, 2025, to January 2026. SAB emphasized the importance of the financial offer submitted by the Directorate General of Civil Aviation (DGCA) being accurate, particularly after achieving savings of KD 179,300. These savings resulted from the cancellation of modernization work costs originally included in the original contract, a reduction in labor wages and other line items, and the cancellation of preventive and corrective maintenance charges, which the company is obligated to provide free of charge for one year under the terms of the contract. SAB stressed the need for DGCA to exercise due professional diligence in guiding relevant stakeholders when reviewing contracts and extensions, to prevent awarding contracts at costs exceeding actual requirements

Kuwait to create postal services company with EY help
OPEC producer Kuwait intends to hire the UK's EY consultancy firm to help in the establishment of its first postal services company, the official gazette reports. The Communications Ministry has formally asked the Gulf state's Central Agency for Public Tenders (CAPT) to contract with EY (formerly known as Ernst & Young) to chalk out a study on the project and pre-qualify bidders. The gazette reported that the 'Kuwait Post Company' could be created as a state enterprise or a joint venture between the public and private sectors. The Arabic language daily Al-Anba said a cabinet decision is needed for CAPT to finalise a contract with the UK firm to undertake that project. 'According to the plan by the Communications Ministry, EY will conduct a study on the project to create the Kuwait Post contract will include updating a preliminary study prepared in 2013,' the report said. 'It will also include pre-qualification of companies and consortia for the project and undertaking procedures for tendering the project and then awarding it,' it added. Kuwait, one of the wealthiest Middle Eatern nations, does not currently have an autonomous post company as postal services are run by the Communications Ministry. In late 2023, the cabinet approved plans for an autonomous post company to be under the Ministry's authority and which could later float shares to the public. The Ministry's Undersecretary Ahmed Al-Mogren said after the cabinet decision that the new company could initially be a Kuwaiti public shareholding company with a capital of 50 million Kuwaiti dinars ($165 million). "It will enjoy an independent legal status. It will be managed on a commercial and investment basis and supervised by the relevant minister…" he said. KUWAIT CITY - The Central Agency for Public Tenders (CAPT) on Wednesday approved four bids for the construction, completion, maintenance and development of the Shuwaikh Water Distribution Complex, along with the associated works, say sources from the Ministry of Electricity, Water and Renewable Energy. The agency stated that the tender documents will be forwarded to the ministry for review. The ministry will then evaluate the bids and present recommendations within 30 days. Sources indicated that this tender is a major project for the ministry, as it is aimed at developing the country's water storage capacity by 71 million imperial gallons and boosting the daily pumping capacity of low-salinity water by 23 million gallons. 'Following approval from CAPT, the ministry will refer the tender to the State Audit Bureau (SAB) for further study and approval. Once the contract is approved, the ministry will proceed with implementing the project. The ministry has allocated an estimated budget of KD 7.1 million for the project,' sources added. PACI awaits SAB nod on KD 23 mn smart ID deal
KUWAIT CITY, March 8: The Public Authority for Civil Information (PACI) is awaiting the approval of the State Audit Bureau (SAB) to sign a contract for the supply of smart civil identification card models and packaging requirements at a cost of KD 23.005 million for three years. On Feb 24, PACI addressed SAB in a bid to resubmit the request for approval in preparation for the implementation of the contract terms. PACI had earlier obtained approval from the Central Agency for Public Tenders (CAPT) to sign a contract directly with a company based on Article 19 of Public Tenders Law No. 49/2016. Majority of the CAPT members voted in favor; while three members, including the representative of the Ministry of Finance, voted against. It is worth mentioning that CAPT rejected the request of PACI to reconsider and approve the direct contracting for the supply of smart civil identification card models based on Article 18 of the Public Tenders Law; which states 'the relevant party may undertake the procurement process through limited tender or direct order, provided that permission is obtained from the agency.'
