Kuala Lumpur must not be a city only for the rich, says Federal Territories Minister
KUALA LUMPUR: Unchecked urbanisation could 'hollow out' city centres and push out low-income residents due to market pressure, says Minister in the Prime Minister's Department (Federal Territories), Dr Zaliha Mustafa ( pic ). She warned that failure to address this issue will worsen economic inequality and mobility, creating a city only for the rich and eroding the city's social character. Dr Zaliha made these remarks in her opening speech at the groundbreaking ceremony of Residensi Aman Madani, officiated by Prime Minister Datuk Seri Anwar Ibrahim in Bandar Sri Permaisuri on Wednesday (Aug 6). Also present was Bandar Tun Razak MP Datuk Seri Dr Wan Azizah Wan Ismail, who is also the Prime Minister's wife. 'In the Federal Territories, we have targeted 80,000 affordable units by 2028. As of today, we have achieved 73,200 units — or 91.5% of the target — comprising completed homes, homes under construction, and those with approved development orders." She noted that Kuala Lumpur, home to nearly two million people in just 240 square kilometres, now has a population density exceeding 8,100 people per square kilometre. 'Behind this rising number, however, lies a growing spatial gap between the city centre and its residents. 'This spatial inequality forces key city workers — public servants, technicians, nurses, small traders, and more — to live far from their workplaces, commuting two to three hours daily. This affects the cost of living, productivity, and ultimately, their family well-being.' She added that as urban housing becomes increasingly unaffordable to middle- and lower-income groups, the city risks losing fair wealth distribution. 'Residensi Aman Madani is part of this initiative — offering 3,500 housing units, each 900 square feet. Despite a gross development value of RM1 billion, each unit is sold at only RM300,000 — made possible through strategic cooperation between the government, local authorities, and developers. 'This project is strategically located near hospitals, schools, and the upcoming MRT3 line. It will reduce commute times, giving families more quality time. Parents can send their children to nearby schools and return home earlier, without having to commute daily from Semenyih, Rawang, or Nilai.' She emphasised that Kuala Lumpur should no longer be a city exclusive to the affluent. 'We envision a unifying city, not a divisive one. But even in our push for affordable housing, I've stressed to the Federal Territories Department and Kuala Lumpur City Hall (DBKL) that all projects must meet quality standards, ensure access to utilities, healthcare, education, and include well-designed public spaces.' Dr Zaliha said Residensi Aman Madani also incorporates hawker stalls for micro-entrepreneurs, rainwater harvesting systems, and solar panel installations — making it one of the most sustainable housing projects aligned with the ministry's 'CHASE City' vision. CHASE City, which stands for Clean, Healthy, Advanced, Safe and Eco-Friendly, is an urban transformation plan under the Federal Territories Department launched earlier this year.

PUTRAJAYA: Kota MADANI, a city envisioned with integrated artificial intelligence technology, efficient digital infrastructure, and a green mobility system, is set to be developed in Putrajaya, said Minister in the Prime Minister's Department (Federal Territories), Datuk Seri Dr Zaliha Mustafa. She said the development concept for Kota MADANI Putrajaya was presented to Prime Minister Datuk Seri Anwar Ibrahim earlier today. 'This development is a long-term strategic investment in shaping Putrajaya's future as a model city that upholds MADANI values and aligns with the vision of a CHASE City. 'With a land area of 102 acres, Kota MADANI will feature 10,000 units of residential quarters to accommodate over 30,000 residents, designed as high-density vertical housing,' she said in a statement. On January 1, Dr Zaliha announced the CHASE City vision, aimed at transforming all three Federal Territories into cities that are Clean, Healthy, Advanced, Safe, and Eco-Friendly. Dr Zaliha said Kota MADANI will serve as the foundation for a low-carbon city that upholds the principles of sustainability, well-being, and public safety. 'InsyaAllah, the groundbreaking ceremony is scheduled for June 26. Thank you to the Prime Minister for his confidence and insightful views in refining the strategic direction of Kota MADANI as a catalyst for more human-centric and progressive urban renewal,' she added.

Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa said the project, spanning 102 acres, will feature 10,000 residential units to accommodate more than 30,000 people. The vertically developed township will integrate artificial intelligence, high-efficiency digital infrastructure, and green mobility systems — part of efforts to build a low-carbon, sustainable and secure city. 'This is a long-term strategic investment to shape Putrajaya as a model city upholding Madani values,' she said in a Facebook post today. On January 1, Dr Zaliha announced her vision for CHASE City — an initiative aimed at transforming all three Federal Territories into cities that are clean, healthy, advanced, safe, and eco-friendly. The groundbreaking ceremony for Kota Madani is scheduled for June 26, 2025. M'sia is first non-European to join Davos Baukultur Alliance
LABUAN: Malaysia has been officially recognised as the first country outside Europe to join the Davos Baukultur Alliance, a global initiative under the World Economic Forum (WEF) that emphasises cultural values in urban development. Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa announced the milestone recognition during her welcoming speech at the Davos Baukultur Alliance Members Annual Meeting 2025 held at Ateneo Veneto, Venice today. 'I emphasised that development is not just about the physical aspect, but also about the soul and dignity of society. A city must be built with the spirit of 'with the people, by the people, for the people',' she said in her speech shared to Bernama tonight. Dr Zaliha highlighted how the principles of the CHASE City development in the Federal Territories align with the eight criteria of the Baukultur Quality System, making Malaysia a trailblazer in adopting Baukultur principles outside Europe. 'Baukultur must be an universal concept, not just an European one. It is a global framework that demands shared responsibility to build sustainable and humane cities,' she added. Dr Zaliha said Federal Territories is set to pioneer the translation of Baukultur principles into policies, implementation, and urban development design, turning it into a model for other regions.
