‘INDIA bloc should be more dynamic outside Parliament': CPI(ML)'s Dipankar Bhattacharya

THIRUVANANTHAPURAM: Calling for more dynamic, movement-oriented initiatives outside Parliament, CPI(ML) Liberation general secretary Dipankar Bhattacharya said the INDIA bloc was not formed solely for the 2024 Lok Sabha polls. 'You can see many coordinated moves by the INDIA front in Parliament. Similar initiatives should be made outside too,' Bhattacharya said. Delivering the 24th N Narendran Memorial Lecture at the YMCA Hall in Thiruvananthapuram on Tuesday, Bhattacharya also emphasised on the need for united efforts to fight the 'fascist offensive in the country'. Referring to the Special Intensive Revision (SIR) of electoral rolls in Bihar, he said, 'If they get away with this in Bihar, they will apply it everywhere else; it could be Kerala tomorrow.' The CPI(ML) leader was speaking on the topic 'Bihar: Trial run for mass disenfranchisement'. Calling the SIR an invasive reconstruction of electoral rolls, he said it was unacceptable to see 66 lakh people being ejected from the rolls despite a list with their names having been released in January this year. 'The ECI (Election Commission of India) officials want us to believe their claim that 22 lakh people died and 35 lakh people migrated from Bihar in six months. If you are a Dalit, a Muslim, or a woman, you could be considered dead in the list. But if you are a privileged NDA supporter, then you will make it to the rolls,' he said. According to the SIR norms, most workers who migrate to different parts of the country will not be considered ordinary residents of the state, leaving them in an identity crisis, he said.

Protests against special intensive revision (SIR) of electoral rolls in Bihar rocked the state assembly on the inaugural day of the monsoon session on Monday. Members of the CPI(ML) Liberation, a constituent of the INDIA bloc, reached the premises wearing black 'kurtas' as a mark of protest against SIR. 'The Election Commission has ordered the exercise to wrongfully delete the names of a large number of voters, hoping that this would help the ruling NDA, which is likely to suffer a heavy defeat in the upcoming assembly polls. We shall be fighting it out from the House to the streets (sadan se sadak tak),' said Mehboob Alam, the legislature party leader of the CPI(ML) Liberation. As proceedings of the House began, many opposition members rose in their seats, raising slogans against SIR and also seeking a response from Chief Minister Nitish Kumar, who was present inside the assembly, on the recent spurt in violent crimes. AIMIM MLA Akhtarul Iman, whose party has expressed the desire to join the INDIA bloc in Bihar, stormed into the well, raising slogans against the SIR, only to be admonished by Speaker Nand Kishore Yadav, who asked him to return to his seat. Proceedings of the day were subsequently adjourned after obituary references.

This significant meeting took place just months ahead of the state's upcoming assembly elections. The delegation, in a pointed critique, dubbed the entire review exercise as 'Votebandi," a term evoking parallels with demonetisation ('Notebandi") and implying a deliberate disenfranchisement of voters. They firmly asserted that this revision process, as currently conducted, poses a direct threat to democracy in Bihar. Led by prominent figures from various political spectrums, the delegation presented a detailed memorandum to the Election Commission. They argued that the timing and methodology of the intensive revision were suspicious, contending that such an exhaustive process should not be undertaken so close to a major election. The delegation, which included leaders from the Congress, Rashtriya Janata Dal, CPI(M), CPI, CPI(ML) Liberation, NCP (Sharadchandra Pawar) and Samajwadi Party, reached the office of the Election Commission in New Delhi only to be told that just two members from each party would be allowed in. 'Such restrictions mean that necessary dialogue between political parties and the EC can't happen… Today, only two people per party were allowed, which left leaders like Jairam Ramesh, Pawan Khera and Akhilesh Singh standing outside," Congress leader Abhishek Manu Singhvi said. 'After meeting the Election Commission, our concerns have increased further because the Commission did not give a satisfactory reply to any of our questions," CPI(ML) Liberation General Secretary Dipankar Bhattacharya, who went on to call the process 'votebandi", said. The opposition leaders underscored that a fair election hinges on accurate and inclusive electoral rolls, and any perceived irregularities in the revision process would inevitably cast a shadow over the legitimacy of the upcoming assembly polls. They urged the Election Commission to immediately halt the intensive revision and instead opt for a standard, more transparent, and less disruptive update process that does not compromise the democratic integrity of the state. The Election Commission said in a statement after the meeting that the special intensive revision (SIR) is being done following the proper provisions, and all concerns brought up by the leaders of the parties were addressed. 'The SIR is being conducted in accordance with the provisions of Article 326, Representation of the People Act 1950 and instructions issued on 24.06.2025. The party representatives raised various concerns related to SIR. Each concern which was raised by any member of the political party was fully addressed by the Commission," said the ECI.
