Admit cards, candidate lists found after police arrest man accused of leaking Bihar constable recruitment exam
Bihar Police's Economic Offences Unit Saturday arrested a key suspect in the 2023 Bihar Police constable recruitment paper leak case. The accused, Rajkishore Kumar (35), carried a reward of Rs 1 lakh, said DIG (EOU) Manavjeet Singh Dhillon, adding that multiple admit cards and detailed candidate lists for various recruitment examinations were allegedly recovered from his possession. The documents seized included names, roll numbers, districts, dates of birth, exam dates, category details, and booklet numbers of several aspirants in exams such as the Central Teacher Eligibility Test (CTET), the electricity department recruitment test, and the CSBC constable examination. Sources say that Rajkishore is allegedly an associate of 2024 NEET-UG 'mastermind' Sanjeev Mukhiya, who is also booked for orchestrating at least three competitive exam question paper leaks. According to the officer, more than Rs 1.5 crore was traced to his bank accounts, believed to be proceeds collected from candidates. The Central Selection Board of Constables had advertised 21,391 constable vacancies in the Bihar Police on June 9, 2023, for which more than 18 lakh candidates applied, and the written examination was scheduled across 37 districts on October 1, 7, and 15, 2023, in two sittings on each day. Following the October 1 session, allegations surfaced on social media platforms about large-scale malpractice, paper leaks, and 'centre setting'. Several Telegram channels, such as 'Bihar Police Question Quiz,' 'Bihar Police Question Out 2023,' and 'Prime Education (Leak Questions)', circulated answer keys. 'The first-shift answer key was leaked on Telegram by 7:59 am, and the second-shift answer key by 12:05 pm, before the exam had even begun in certain centres,' according to the FIR lodged with the EOU. In light of confirmed irregularities, the exam scheduled for October 1 was cancelled by CSBC after investigation. Following multiple complaints to the EOU via email and helpline number, an official FIR was registered at the Economic Offences police station in Patna on October 31, 2023. Investigators had found that organised syndicates had been active since June 2023, promising candidates 'guaranteed success' in exchange for payments ranging between Rs 80,000 and Rs 90,000. The groups circulated material using Telegram and WhatsApp, arranged electronic devices for cheating, and colluded with some exam centres, police said. Police said that multiple FIRs and arrests had earlier been made statewide in the same leak, and as the probe widened, it uncovered an organised racket targeting competitive exams.

Man with ₹1 lakh bounty held in 2023 constable exam paper leak case in Bihar
Patna: A 35-year-old man carrying a reward of ₹1 lakh on his head was arrested by the Economic Offences Unit (EoU) of Bihar Police on Saturday for his alleged involvement in the 2023 constable recruitment exam paper leak case. Rajkishore Kumar Shah, a native of Karpi in Arwal district, was wanted for the 2023 constable paper leak case. (Representative photo) 'Rajkishore Kumar Shah, one of the masterminds behind the constable paper leak case, is a close associate of Sanjeev Singh alias Lutan Mukhia, who is the mastermind behind the leak of question papers of a number of competitive exams, including that of the National Eligibility cum Entrance Test (Undergraduate) or NEET-UG,' a police officer said. 'Raj, a native of Karpi in Arwal district, was wanted for the 2023 constable paper leak case. He used to collect money from the aspirants, provide monetary finance to the mafias, and was also involved in money transfers to other syndicate members,' Deputy Inspector General of Police (DIG) of EoU Manavjeet Singh Dhillon said. The EoU team recovered cell phones, admit cards, and detailed lists of aspirants including names, districts, roll numbers, exam dates, booklet numbers, and other details, which were used to help aspirants during their competitive exams such as the upcoming Central Teacher Eligibility Test (CTET), electricity department recruitment test, and constable exams. The Bihar constable recruitment examination was conducted by the Central Selection Board of Constables (CSBC) in October 2023, and the paper was scheduled on October 1, 7, and 15 due to the large number of candidates—over 1.8 million had applied for 21,391 vacancies. However, on the very first day, the question paper was leaked, and following the uproar, the exam had to be cancelled and the remaining exams postponed. The Bihar Police had registered 75 FIRs across 23 districts and arrested 207 persons. On March 7, 2024, nearly three months after the recruitment exam was cancelled due to the leak, the Bihar government removed the chairman of the Central Selection Board of Constables (CSBC) and former Bihar Director General of Police (DGP), S.K. Singhal. 'Investigation revealed that the answer was shared on social media before the exam. Sanjeev Mukhia, his nephew Shubham Kumar, and associate Raj Kishore were booked under sections of cheating, forgery, criminal conspiracy, the Information Technology (IT) Act, and the Bihar Examination Conducting Act, 1981,' said an investigator familiar with the development. Sanjeev has four cases registered against him, while Shubham and Rajkishore have two criminal cases each filed against them. Rajkishore was caught with a walkie-talkie and Bluetooth device during the 2023 CSBC exam in October. 'The arrest is expected to reveal more about the people and methods behind such exam scams in Bihar. EoU will take assistance from the Cyber Forensic team to analyse data from the equipment recovered from the accused's possession,' he added.

NCTE rules out four-level CTET before 2027
New Delhi: The National Council for Teacher Education (NCTE) chairperson Pankaj Arora has dismissed media reports claiming that the Central Teacher Eligibility Test (CTET) will be expanded to four levels including, for the first time, classes 9 to 12 from this year or next. He clarified that such changes will be considered only after 2027, when the first batch of the four-year Integrated Teacher Education Programme (ITEP) graduates. The 4-year integrated will, by 2030, become the minimal degree qualification for school teachers. (Representational image) Arora said the NCTE, the statutory body that prescribes minimum qualifications for school teachers, has not issued any directions to the Central Board of Secondary Education (CBSE) in this regard. Currently, the CBSE conducts the Central Teacher Eligibility Test (CTET) in two papers — Paper 1 for teaching aspirants of classes 1 to 5, and Paper 2 for those aiming to teach classes 6 to 8. For teaching classes 9 to 12, candidates are generally required to hold a postgraduate degree in the relevant subject, a Bachelor of Education (BEd) degree, and qualify in recruitment examinations conducted by the respective central or state recruiting bodies, as there is presently no CTET for these levels. 'Media reports claiming that CTET will include classes 9 to 12 from this year or next are incorrect. We have neither issued any official notification nor instructed CBSE to conduct CTET at four levels. The system is not yet ready, as we have not prepared teachers for all four stages of schooling. We are likely to introduce the four-level CTET only after the first batch of ITEP graduates in 2027,' Arora told HT. CBSE officials did not respond to HT's queries. In line with the National Education Policy (NEP) 2020, NCTE launched the ITEP in the 2023–24 academic session. ITEP is a four-year dual-major programme that combines teacher education with a chosen disciplinary subject. Based on their specialisation and pedagogy, ITEP graduates will be equipped to teach across all four stages of the NEP's 5+3+3+4 school structure: the foundational stage (three years of pre-school/Balvatika plus classes 1–2), the preparatory stage (classes 3–5), the middle stage (classes 6–8), and the secondary stage (classes 9–12). 'The 4-year integrated … will, by 2030, become the minimal degree qualification for school teachers,' says the NEP 2020. '...TET will also be extended to cover teachers across all stages (Foundational, Preparatory, Middle, and Secondary) of school education.' Currently, Anganwadi or Balvatika teachers are being recruited by state governments under the Integrated Child Development Services (ICDS) scheme, usually based on minimum qualifications like Class 10 or 12 pass, with short-term training in Early Childhood Care and Education (ECCE) provided after joining. An Anganwadi is a community-based centre that provides nutrition, health services, and early play-based learning for children aged 0 to 6 years, while a Balvatika is a pre-school class within the school system focusing on formal learning readiness for children aged 3 to 6 years. NEP 2020 mandates that by 2030, all Anganwadi and Balvatika teachers must have the prescribed ECCE qualifications, ideally through the 4-year ITEP (foundational stage) or an equivalent diploma/degree, with existing workers receiving transitional training of six months to one year. ITEP, launched in 2023–24 in 57 Teacher Education Institutions (TEIs), has expanded to 19 central universities, 21 state universities, 7 National Institute of Technology (NITs), 3 Indian Institute of Technology (IITs), and 14 colleges by 2025-26, with admissions through National Common Entrance Test (NCET) conducted by National Testing Agency (NTA).

218 JBT posts up for graps in Chandigarh primary govt schools
Chandigarh: The Chandigarh education department has launched the long-pending recruitment drive for Junior Basic Teachers (JBTs) under the Samagra Shiksha scheme, inviting online applications for 218 contractual posts in primary govt schools across the city. The advertisement was issued on Monday, and online application window will open on Aug 7 and close on Aug 28, while the last date for fee payment is Aug 30. "These appointments are crucial for addressing the teacher shortage in govt primary schools and for strengthening foundational education across the Union Territory," said Harsuhinder Pal Singh Brar, director of school education. Applicants must be graduates with a two-year diploma in elementary education and should have cleared the Central Teacher Eligibility Test (CTET). A certificate in computer skills will be required before appointment. The selected candidates will be paid a fixed monthly remuneration of Rs 45,260. Of the total posts, 111 are for general category, 44 for OBC, 41 for SC, and 22 for EWS. Eight posts are reserved for persons with disabilities and 22 for ex-servicemen. The selection will be based entirely on an objective-type written test of 150 marks. CTET Notification 2025: All you need to know about upcoming Central Teacher Eligibility Test
CTET notification 2025: The Central Board of Secondary Education (CBSE) will soon be releasing the CTET (Central Teacher Eligibility Test) 2025 notification and the application process will follow once the dates are out. After the CTET notification 2025 is published, candidates will be able to access the document at the official website — As per media reports, the CTET exam, which is held twice in a year, will tentatively be conducted in August 2025. The exact CTET exam date will be released soon at the official website. Last year the CTET exam was conducted on July 7 and December 14. The last public notice on the official website is CTET December 2024 result. Hence, the notification for 21st edition of the Central Teacher Eligibility Test (CTET) exam in 2025 will be out in some time. The CTET qualifying exam determines the eligibility of candidates seeking recruitment as primary teachers or elementary teachers in Central Government Schools such as KVS, NVS, and other schools that accept CTET scores during recruitment. 'Qualifying the CTET would not confer a right on any person for Recruitment/Employment as it is only one of the eligibility criteria for appointment,' CTET July 2024 notification states. The National level qualifying exam consists of Paper-1 and Paper-2, the former for primary teachers and the later for elementary teachers. Usually conducted in two shifts on the same day, each of these exams are of 150 marks, consisting of 150 multiple choice questions.
