Police verification of staff, reporting out-of-station guests: Hotel security enhanced after arrest of Patna hospital murder accused from Kolkata
In a move to tighten security and enhance vigilance across Kolkata's burgeoning accommodation sector, the Bidhannagar police, under the leadership of DCP Airport, held a crucial meeting on Friday with representatives from hotels, guesthouses, and lodges operating under the Baguiati and airport police stations. The meeting, also attended by ACP Airport and Additional IC Airport police stations, comes in the wake of recent incidents highlighting loopholes in guest verification and security protocols, following the arrest of shooters implicated in the murder of Patna-based gangster Chandan Mishra. To ensure ongoing coordination and prompt communication, a dedicated WhatsApp group is being established, facilitating direct interaction between the police and accommodation providers, revealed officials. The Indian Express had reported how the Patna hospital murder case drew renewed attention to the Shukhobrishti housing complex in New Town, where the vehicle carrying the accused was parked for 40-45 minutes. Sukhobrishti, a massive residential project, has previously been linked to criminal activities, including a police shootout with wanted gangsters in 2021. The Patna shooters had contacted a common contact in Sukhobrishti, and their vehicle was traced, which was parked there for 40-45 minutes, the police had revealed. Authorities had also acknowledged the challenges posed by the sheer size of such complexes, a high proportion of tenants from outside the state, and the common practice of subletting, which complicates thorough background checks. Apart from this, five people were apprehended from the guest house in Madurdaha, Anandapur, which exposed lapses in document verification. A case has since been filed against the guest house under Section 223(B) of the Bharatiya Nyaya Sanhita (BNS) for disobeying government directives, despite the owner's claims of adhering to ID verification procedures. Addressing these concerns, the meeting focused on a comprehensive set of directives aimed at bolstering security measures. Key discussions revolved around: Mandatory SARAI licensing and guest verification: Emphasising strict adherence to SARAI licensing requirements and robust guest verification procedures, including mandatory ID checks, completion of detailed guest forms, and photographic records of all visitors. Maintenance of comprehensive registers: Hotels and accommodations were instructed to meticulously maintain visitor logs and staff registers, with a strong emphasis on police verification of all personnel. Reporting out-of-state guests and suspicious activities: A critical point of discussion was the immediate reporting of out-of-state guests and any suspicious activities to local police stations to pre-empt potential criminal hideouts and illegal operations. Awareness and prevention of criminal activities: Operators were urged to maintain heightened awareness regarding potential criminal hideouts, cyber frauds, and any channelisation of illegal activities. Strict restrictions on minors without guardians were also reiterated. Enhanced security infrastructure and safety measures: The meeting stressed the mandatory installation and 24/7 operation of CCTV cameras with a minimum 60-day footage retention period. Furthermore, robust fire safety measures, including regular drills and clear evacuation plans, along with the installation of panic buttons and adherence to first aid protocols, were made compulsory. High-tech cams, CCTV, FASTag, toll plaza inputs: How West Bengal police tracked and nabbed Bihar shooters in Kolkata
Around 9am on July 18, a day after Bihar gangster Chandan Mishra was shot dead at Paras Hospital in Patna, the West Bengal police received an alert from their counterparts in Bihar that the gang behind the crime was heading towards West Bengal. The gang members were not using any cellphones to stay off the grid. So, there was no way the police could track them using their mobile tower location, officials said. 'The accused persons in the car had switched off their mobile phones. Hence, we were not able to track them. We had the vehicle's number and its description. The only way to track them was the vehicle in which they were travelling,' said a senior IPS officer involved in the case. Officers of the West Bengal police and Kolkata Police took the help of some advanced gadgets and software to pick up digital footprints of the vehicle as it moved from one corner of the city to another. The killers had no inkling. 'Based on various inputs that were received, we were certain that the vehicle would reach Kolkata by the evening of July 18. We started analysing FASTag and toll plaza data on the route the vehicle would possibly take to reach Kolkata, such as Maithon, Dankuni, Palsit and Vidyasagar Setu,' said the officer. The white-coloured vehicle entered Kolkata around 10:30pm on July 17 through Vidyasagar Setu, which connects Kolkata and Howrah over River Hooghly. Once the vehicle was on Kolkata's roads, police started tracking it with the help of the Automated Number Plate Recognition (ANPR) system. ANPR is an advanced camera that automatically reads vehicle number plates as they come under the lens, allowing these details to be compared against database records. They help security agencies in tracking vehicles. The officers received inputs from Bihar police that the gang could be meeting one person named Ehsaan, who was their local contact. Ehsaan stayed at Sukhobrishti, a posh residential housing campus at New Town in Bidhannagar. ANPR data revealed that the vehicle, after entering Kolkata, took AJC Bose Road and crossed Chingrighata on EM Bypass while moving towards New Town. After a few hours the vehicle returned to Kolkata. It was spotted near Park Street around 3:50am in the early hours of July 18. 'After that, the car remained untraceable for the next few hours. There could be multiple reasons as to why even the high-end ANPR momentarily fails to track a vehicle,' said an officer. Meanwhile, the police were also scanning through other CCTV cameras installed on roads to identify the gang members inside the vehicle. The cops had clear footage of Tauseef, Nishu Khan, Harsh and Bhim in the car. 'As the vehicle went off-grid for some time, we used a specialised software for profiling. We also checked various hotels. Tracking the vehicle's movement was very critical for us. Around 5:30pm on July 18, the vehicle was again spotted near Urbana, a high-end residential housing complex in east Kolkata. As the vehicle was moving away from the arterial roads, where there were no cameras, it became difficult to trace it,' said an officer. Multiple teams were deployed in east Kolkata, particularly in Anandapur and its adjoining area where the vehicle was last spotted, to scour the area. The vehicle was then spotted near a guest house, a few metres from Anandapur police station. 'Based on real intelligence analysis, we identified a few places where the gang could be hiding. We narrowed down on Anandapur. Meanwhile, CCTV footage corroborated our analysis. The car was spotted around 70-80 metres from a guest house,' said a senior Kolkata STF officer. Teams from the Kolkata Police, STF and police commandos surrounded the guest house located in a residential area and finally arrested the four criminals, including main accused Tauseef alias Badshah, his cousin Nishu Khan and two aides, Harsh and Bhim. Police found that Tauseef had even got a haircut and shaved his beard and moustache to change his appearance. The police also said that Tauseef and his gang used decoys at least twice to throw the investigators off track. In Patna, they had roped in a woman to give the impression that they were a family. While coming to Kolkata, they had brought Nishu Khan with them, who couldn't walk and had to be carried. 'They wanted to give an impression to the hotel staff that they had come to Kolkata for Nishu's treatment,' said an officer. Since the time they entered Kolkata on the night of June 18, it took the cops less than 24 hours to track them down, identify the location and nab them. 'Human intelligence and analysis of the inputs we were receiving from some of the advanced machines played a major role in the operation. First we had to identify the area and then we had to physically verify. Once that was done, the operation to nab them was started,' said an official.

28 Rounds Fired In Patna Gangster Killing, Prime Accused Changed Look To Evade Arrest: Report

The five shooters who gunned down gangster and convicted murderer Chandan Mishra inside a private hospital in Patna fired 28 rounds during the brazen attack, police revealed, reported India Today. The daylight killing, captured on CCTV, has shocked the public and raised serious concerns about security in high-risk public spaces. Investigators have revealed that the murder was allegedly orchestrated by Sheru Singh, a former associate of Mishra currently lodged in Purulia jail. The link was uncovered during the interrogation of Tauseef alias Badshah, the prime accused in the case. The report added that following the incident, Tauseef attempted to evade arrest by altering his appearance, getting a haircut and a clean shave in a bid to throw off law enforcement. However, he was tracked down and arrested in Kolkata along with his cousin Nishu Khan and two other associates, Harsh and Bhim, on Saturday. Three more individuals wanted in the murder, Balwant Kumar, Raviranjan Kumar Singh, and Abhisekh Kumar, were arrested on Tuesday in Bihar's Bhojpur district following a gunfight with police. Acting on a tip-off, a joint team of the Special Task Force and district police raided the Bihiyan area around 5 am, where the suspects were reportedly hiding. When confronted, the trio opened fire on the police in an attempt to escape. Security personnel returned fire and managed to overpower them. Balwant Kumar and Raviranjan Kumar Singh sustained bullet injuries, while no policemen were harmed in the exchange. The injured suspects are currently receiving treatment at a government hospital in Ara, the district headquarters of Bhojpur. Authorities also seized three pistols, two magazines, and four cartridges from the accused. Scrap Dealer Shot Dead In Bihar; Mob Blocks NH-28, Sets Accused's House Ablaze
Last Updated: Recently, Bihar has witnessed a spike in the shooting incidents, with the latest being reported in Chapra district four days back, where a local hardware shop owner was shot dead. A local scrap dealer, identified as Gulab, was shot dead in Muzaffarpur, sparking an outrage in the area. Locals of the area protested by placing the victim's body on National Highway 28 (NH-28), effectively blocking the road and disrupting traffic. The situation quickly escalated as an agitated mob later set the house of the accused on fire. Police teams from several nearby stations, along with SDPO Town 2, Vineeta Sinha, rushed to the scene to control the crowd. The police are currently investigating the matter, and efforts are underway to apprehend those responsible for the violence. The incident comes only four days after a hardware shop owner was shot dead in Chapra district on Sunday. The deceased was identified as Roshan Singh, a resident of Hansrajpur village. Several similar incidents have been reported across the state recently. On July 4, BJP leader and businessman Gopal Khemka was shot dead outside his residence in Bihar's Patna Anugrah Narayan Magadh Medical College and Hospital for emergency care. In another shooting incident in Bihar, a murder convict, out on parole for medical reasons, was shot dead inside a top private hospital in Patna. He was identified as Chandan Mishra. The police arrested all four accused on Sunday. 'On 17th July, Chandan Mishra was shot dead in the hospital. The shooters fled to different places after committing the crime. While starting the investigation, raids were conducted by the Patna Police at various places, and many people were questioned. The main shooter, Tausif, was arrested in Kolkata. Kolkata Police and Kolkata STF gave us very commendable support, and due to that support, Tausif was arrested in Kolkata. Along with Tausif, 3 other people were also found there who had a role in this conspiracy…He has been booked in NDPS, Arms Act and attempt to murder cases in the past. Guest houses to complexes: Kolkata's accommodation under scrutiny after arrest of Chandan Mishra's accused killers
The recent arrest of five individuals — including a woman — in connection with the murder of Patna-based gangster Chandan Mishra has cast a spotlight on the security protocol and verification processes of rental accommodations in and around Kolkata. The incident has not only led to a case being filed against a guest house in Anandapur but has also brought renewed attention to the Shukhobrishti housing complex in New Town, which previously faced a case in 2021. On Saturday night, a large police team raided a guest house in Madurdaha, Anandapur, which is a short distance from the Anandapur police station, and arrested the accused in the case. 'There was definitely a violation regarding document verification on the part of the guest house. The documents of three of them were not verified,' said a senior STF official. A case has been filed against the guest house under Section 223(B) of the BNS for disobeying government directives. This contradicts what the guest house owner told mediapersons: that all guests had shown valid identity documents before being allotted rooms. Beyond the guest house, the arrests have once again drawn attention to Shukhobrishti, a massive 150-acre housing project in New Town with more than 20,000 apartments and nearly 350 towers, often referred to as a township in itself. Police had questioned five residents from two separate flats in Shukhobrishti on July 19 in connection with the July 17 Patna murder. This is the second time the complex has come under the scanner. On June 9, 2021, two wanted Punjab gangsters — Jaipal Bhullar and Jaspreet Singh alias Jassi Kharar — were gunned down in a police shootout inside Flat 201 of Block 153 during a raid. Despite assurances from Bidhannagar Police and the introduction of a police clearance certificate system for tenants, enforcement remains inconsistent. Local police sources say criminals continue to 'exploit loopholes' in the rental system, particularly subletting. 'It's a huge complex with so many people staying inside. The real problem is that most of the occupants aren't owners — they are tenants, often from Bihar and UP,' said a senior officer from the West Bengal Special Task Force. 'You can check the background of the tenant who signs the lease, but not necessarily of the friends and acquaintances who come and stay. For instance, Ehsan, who was staying in Shukhobrishti, had no criminal background. But he was contacted by Sahil from Patna to receive Tausheef (the main accused in the murder of Chandan Misra) and others.' The size of the complex, along with absent landlords and weak surveillance, further complicates monitoring. While a 'massive drive' was conducted four years ago to verify tenants, authorities admit that '100 percent verification is not possible' and say that residents and landlords must also take more responsibility. Recently, the Bidhannagar Police had issued show-cause notices to 94 landlords for renting properties without conducting required background checks on tenants.
