Her Excellency Dr. Amna bint Abdullah Al Dahak, UAE Minister of Climate Change and Environment, recently concluded a high-level visit to the People's Republic of China (July 7-10, 2025). The visit aimed to significantly advance the strategic partnership between the two nations, focusing on critical areas of climate action, sustainable agriculture, and food security. Her Excellency Dr. Al Dahak emphasised the unique nature of the UAE-China relationship, stating, 'The historical bonds between the UAE and China have evolved beyond traditional relations into a comprehensive and interconnected strategic partnership. This collaboration serves as a unique model for successful cooperation across various fields and projects, serving the mutual interests of both nations and supporting stability and sustainable development regionally and globally.' Her Excellency added, 'The UAE is an active partner for the People's Republic of China, serving as a pivotal gateway to the Middle East and African markets. Bilateral ties in sustainable agriculture and climate issues have been paramount, with both countries committed to finding effective solutions. Given that the National Food Security Strategy 2051 is a cornerstone of the UAE's national priorities, we seek to strengthen these relations and leverage China's advanced capabilities in agricultural innovation, integrating them with our ambitious agricultural goals in the UAE. This will enhance both countries' food production capacities. We will also redouble bilateral efforts concerning climate issues and deepen cultural understanding and enduring friendship – bonds that transcend ordinary projects and support the shared aspirations of our friendly peoples.' A central component of the visit was the delegation's tour of the UAE-China Friendship Forest of Date Palm in Wenchang City, Hainan Province, where they were accompanied by Her Excellency Mariam Saif Al Shamsi, Consul General of the United Arab Emirates in Guangzhou, People's Republic of China. Her Excellency Dr. Al Dahak observed the substantial progress of this initiative, launched by His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, during his 2019 visit to China, which involves planting 100,000 date palm seedlings across China. Her Excellency was briefed on the second phase of the project, delivered successfully in December 2024, which includes 23,500 palms additional to the 1,500 delivered in the first phase in February 2023. A third phase in September and December 2026 will see 35,000 additional trees, followed by 40,000 palms in the fourth phase in 2028. His Excellency Hussain bin Ibrahim Al Hammadi, UAE Ambassador to the People's Republic of China, said: 'Our enduring relationship with China spans a vast array of fields, and this visit marks yet another significant chapter in the comprehensive strategic partnership between the UAE and China.' His Excellency emphasised: 'This collaboration, particularly in climate action, environmental preservation, agriculture, and cutting-edge research, is a direct reflection of the visionary leadership in both our nations, committed to building a prosperous future for our peoples and the wider world. Our delegation gained invaluable insights across diverse areas, from agricultural innovation to advanced pollution control, establishing a robust foundation for deeper ongoing and future collaboration. The UAE remains steadfast in forging ever-closer partnerships, championing sustainable development as a leading model of cooperation for the global community.' The delegation's itinerary, meticulously coordinated with the UAE Embassy in China, included visits to leading Chinese institutions. At the Beijing Tongzhou International Seed Industry Science and Technology Centre and Tsinghua University, the delegation explored cutting-edge technological innovations in seed science, circular economy practices, and research and development efforts. Discussions at the Chinese Academy of Agricultural Sciences (CAAS) focused on sustainable agriculture and technology transfer. The visit to the Beijing Pinggu Agricultural Sci-Tech Innovation Park highlighted progress in dairy science, smart breeding, and environmentally friendly practices, while meetings with leaders from the Coconut Research Institute covered tropical agriculture and sustainability. Environmental collaboration was a significant focus, with the delegation visiting the Chinese Research Academy of Environmental Science (CRAES) to discuss air pollution control, clean transportation, and solid waste management. Meetings with prominent environmental leaders, including Mr. Ma Jun, Founder and Director of the Institute of Public & Environmental Affairs (IPE), addressed data transparency and corporate climate action, exploring avenues for future collaboration, including digital empowerment for environmental transformation. Concurrently, a group of the delegation led by His Excellency Dr. Mohammed Salman Al Hammadi, Assistant Undersecretary for the Food Diversity Sector, visited Inspur Company, a leading provider of cloud computing and big data services. This visit explored the pivotal role of technology in advancing environmental solutions, including tours of the Comprehensive Experiment Centre, its Exhibition Hall, the Ultra-microbalance Laboratory, the Joint Laboratory for Electron Microscopy Analysis of Atmospheric Particles, and the Hazardous Waste Identification and Risk Control Laboratory. Insights were also gained from the Environmental Protection Key Laboratory of Vehicle Emission Control and Simulation and the Supersite for Urban Air Comprehensive Observation and Research, focusing on environmental safety and atmospheric pollution control measures. The diverse UAE delegation accompanying Her Excellency Dr. Al Dahak included senior officials from the Ministry of Climate Change and Environment (MOCCAE), such as His Excellency Mohammad Saeed Al Nuaimi, Undersecretary; and HE Dr. Mohammed Salman Alhammadi Assistant Undersecretary, Food Diversity Sector. The delegation also comprised senior leaders from key agricultural entities, universities, and leading research institutions in the UAE, including HE Rashed Mohammed Al Shariqi, Member of the Board of Directors of the National Agricultural Center, Former Member of the Federal National Council, and Former Undersecretary of the Ministry of Agriculture and Fisheries.; HE Eng. Ahmed Khalid Othman, Executive Director of Abu Dhabi Agriculture and Food Safety Authority (ADAFSA)/Acting Deputy DG of Operational Affairs; HE Dr. Tarifa Ajeif Alzaabi, Director General of International Centre for Biosaline Agriculture (ICBA), HE Dhafer Al Qasimi CEO, Silal – Food and Technology L.L.C; HE Mohammed Ghanem Almansoori, Executive VP, Al Foah Dates Company and Head of the UAE Executive Team for the 'UAE-China Friendship Forest of Date Palm 'project; and Prof. Ahmed Ali Alraeesi Vice Chancellor, United Arab Emirates University (UAEU). Other entities represented in the delegation included UAE Embassy in Beijing; the Ministry of Climate Change and Environment; National Agricultural Center; and Dubai Environment Authority. The forum comes as part of the CBUAE's ongoing efforts to drive the transition towards a more sustainable financial system and strengthen its vital role in leading sustainable finance efforts, in line with the UAE's Net Zero by 2050 strategy. Khaled Mohamed Balama, Governor of the CBUAE, opened the forum in the presence of Dr Amna bint Abdullah Al Dahak Al Shamsi, Minister of Climate Change and Environment, Abdulaziz Al Ghurair, Chairman of the UAE Banks Federation, and James Talbot, Chair of the Monetary Policy Workstream at the Network for Greening the Financial System, alongside a group of financial leaders, policymakers, international experts in sustainable finance and climate risks, and senior officials from regulatory bodies, central banks, and local and international financial institutions. Emphasised that the Climate Forum represents a strategic milestone in the UAE's journey of climate and financial action In his keynote address, Khaled Mohamed Balama emphasised that the Climate Forum represents a strategic milestone in the UAE's journey of climate and financial action, especially in light of the geopolitical and economic challenges and accelerating climate changes witnessed globally. He added, 'The Climate forum represented a pivotal turning point towards transitioning from a phase of dialogue and exchanging visions to a phase of practical implementation, through systematic investment in building institutional capabilities, updating policies, and developing operational processes within financial institutions. This contributes to enhancing the resilience and stability of the financial system and raising its level of preparedness in facing future risks, further solidifying the desired balance between sustainable economic growth and environmental protection.' He also stressed that the forum reflects the ambitious vision of the UAE and its keenness to consolidate its position as a leading global hub for institutional dialogue on issues of sustainable finance and responsible climate action. Discussed ways to enhance the integration of climate policies in risk management and investments The forum discussed ways to enhance the integration of climate policies in risk management and investments, and the necessity of finding effective solutions to strengthen the financial sector's resilience in facing future climate and environmental challenges. It also addressed frameworks for activating regional and international cooperation in the areas of legislation, financial policies, and adopting a proactive approach in developing sustainable Islamic finance solutions, in a step that affirms the UAE's growing position as a leading global centre in leading the dialogue on the future of sustainable finance. Agenda The forum's agenda included a number of themes in the field of sustainable finance, most notably strategies for integrating climate risks into regulatory frameworks, adaptation finance tools in emerging markets, and policies for enhancing the resilience of financial systems in the face of climate change. The forum also highlighted empowering financial institutions to adopt best global practices in analysing environmental risks and enhancing sustainability-related disclosures. Dialogue sessions The forum also included a number of dialogue sessions that brought together policymakers, representatives of central banks, and green finance experts, to discuss ways to align monetary and financial policies with climate goals, and the importance of innovation in developing green investment tools. The sessions addressed ways to build institutional capabilities and activate frameworks for regional and international cooperation in the areas of greening banking operations and sustainable Islamic finance, further enhancing the integration of roles between the public and private sectors. UAE's commitment to climate action and sustainable development Dr. Amna bint Abdullah Al Dahak Al Shamsi said, "The UAE's commitment to climate action and sustainable development is a cornerstone of our national vision. This is powerfully demonstrated by our Net Zero 2050 Strategy and Green Agenda 2030, and further reinforced by our whole-of-society approach. We are actively integrating climate policies directly with financial goals, thereby driving sector-wide sustainable growth. "We firmly believe that by strategically directing climate finance and investment, we can drive profound change, unlock green economic opportunities, and build a resilient financial system that ensures lasting prosperity. Recognising the urgency of our collective climate action, we commend the instrumental work of the UAE Central Bank and the NGFC in bolstering green finance infrastructure. Their efforts are integral to helping the nation achieve its climate and sustainability goals while simultaneously driving socio-economic growth." In his opening speech, Abdulaziz Al Ghurair said, 'Organising the Climate Forum reflects Central Bank of the UAE's proactive approach and firm commitment to Environmental, Social, and Governance (ESG) principles as a core driver of our growth in line with the UAE's Net-Zero 2050 strategy and Sustainable Development Goals (SDGs)." 'UBF, as the sole representative and unified voice of UAE banks, remains committed to continuously enhancing our financial and banking ecosystem and facilitating innovative finance solutions towards a sustainable and inclusive future. UBF's member national banks' pledge to dedicate over AED 1 trillion in sustainable/green finance by 2030 is a testament to our efforts. In his closing remarks, Ebrahim Al Zaabi, Assistant Governor of Monetary Policy and Financial Stability at the CBUAE affirmed the forum's success in achieving its strategic objectives by providing a high-level platform for constructive dialogue and strengthening frameworks for joint cooperation among regulatory and financial entities to address climate-related challenges. He added, 'The fruitful discussions witnessed by the forum contributed to enhancing the understanding of current climate challenges and exploring promising prospects for building and developing a more resilient and integrated financial system, by expanding the base of partnerships and strengthening international cooperation.' Wong said authorities should roll out the initiative with incentives. SELANGOR is reviewing local laws to identify which authority should enforce the phasing out of single-use plastic straws. 'The process of identifying the authority in charge has begun,' said Jamaliah Jamaluddin. The state public health and environment committee chairman said when it came to the law, a series of discussions was needed. 'This is to ensure there's no conflict or loophole when it is approved at the Selangor State Executive Council (MMKN) level. We are currently undergoing that process,' she said. Puchong MP Yeo Bee Yin, said the straw ban was an awareness campaign promoted during her tenure as Minister of Energy, Technology, Science, Climate Change and Environment in 2018. The 'Say No to Single-use Plastic Straw' posters are still on the walls of some restaurants. 'We wanted the public to be aware that plastic straws are harmful. Many places, such as cafes, are still giving away biodegradable straws. 'However, places such as mamak stalls may be facing cost-related issues. 'Bigger food and beverage companies are already using biodegradable straws. However, plastic straws are still available due to cost and customer preferences,' she said. She added that under the Malaysia Plastic Sustainability Roadmap 2021–2030, the single- use plastic straw was among top 10 items listed to be phased out. 'We have to see this in totality and consider the progress we are making. I will certainly bring this matter up in Parliament,' said Yeo. The implementation of any new directive related to single- use plastics, including straws should be legally enforced to be effective, said Wong Si Peng. The Centre to Combat Corruption and Cronyism (C4 Centre) events and projects officer said institutionalised changes were needed for a positive outcome. She called for a bottom-up approach and the empowerment of local authorities to roll out the initiative with incentives. 'Ideas to ban or stop the use of certain items should not be implemented haphazardly; instead, they must be thoroughly thought out,' she said. Wong added that the issue of overflowing of landfills should be of great concern to all parties. She said one promising local council was Kota Kinabalu City Hall, which enforced a policy where no plastic bags were provided in shops, and no fee was collected. 'If you want a bag, you have to buy a recyclable one. This encourages people to bring their own bags when shopping,' she said. Wong hopes data is collected on these initiatives to reduce waste through the ban of single- use plastics, and that it is made publicly accessible. The United Arab Emirates is set to introduce a single-use plastic ban at the start of 2026. A comprehensive ban on the import, production and trade of single-use plastic products will be introduced on Thursday January 1 across the emirates. This ban is in addition to the existing plan to ban plastic plates, plastic food containers, plastic tableware and drinks cups with plastic lids in Dubai on the first day of 2026. Previously, Dubai banned single-use plastic bags in 2024 and plastic stirrers, tablecloths, cups and food containers made of styrofoam in 2025. It's all part of a phased approach in the UAE to reducing plastic waste and protecting the environment. The national ban on single-use plastic was announced on World Environment Day, Thursday June 5, by Dr Amna bint Abdullah Al Dahak, the Minister of Climate Change and Environment. The plastic ban applies to importing single-use plastic products from abroad, production of any single-use plastic products in the UAE and the sale of any single-use plastic product in Dubai and the other emirates. On World Oceans Day, the UAE reaffirmed its strong commitment to protecting and preserving marine ecosystems, both locally and globally. Minister of Climate Change and Environment, Dr. Amna bint Abdullah Al Dahak, said the UAE is deeply aware of the urgent challenges facing our oceans, from climate change and coral bleaching to pollution and unsustainable fishing. Speaking under this year's theme, 'Wonder: Sustaining What Sustains Us,' Dr. Al Dahak highlighted the UAE's ambitious efforts, including plans to plant 100 million mangroves and outplant over 4 million coral colonies by 2030. She also stressed the importance of individual action, urging people to reduce plastic use, support ocean conservation, and teach younger generations about the value of our seas.
