The state govt ministry's notification dated July 24 cited Rule 5 Sub-rule (6) of the Karnataka State Civil Service Rules, 2015, which states: "If any officer is serving in an executive post and a departmental inquiry or criminal case is initiated against him or if a penalty is imposed, he shall be transferred to a non-executive post." The notification highlighted that under Rule 2(a), a case was registered against Srishail Shantappa Biradar, DDPI (administration), Koppal, regarding irregularities in primary school teacher recruitment in Bidar district. According to the govt order, dated Sept 5, 2022, a criminal case was filed at the Vidhana Soudha Police Station, Bengaluru, with instructions for CID investigation. Due to ongoing departmental inquiry and criminal proceedings, DDPI Biradar was ordered to report to the govt for immediate reassignment, considering public and administrative interests. Officials from SSK said that the major hurdle in not achieving 100% registration is because Dakshina Kannada has a lot of migrants coming from north Karnataka. There are also a few from other districts. "The Aadhaar card is primarily used to create the APAAR ID. However, the issue is that names and other credentials don't match each other. The spelling and address are wrong, which is a major complaint. As a result, the officials are unable to generate it. Also, they must go to their native places to rectify it, where they visit once or twice a year," an official said. A teacher from a govt school near Bokkapatna, that sees the highest number of admissions from north Karnataka, shared a similar concern. "We have so far been able to complete 80% registration. The rest is pending due to a mismatch of Aadhaar details. The name we have entered in the Student Tracking System is not there on the card. There are multiple spelling mistakes in their names. If there is a single spelling mistake, the system fails to complete the process," the teacher said. Govinda Madivala, DDPI, Dakshina Kannada, said that the APAAR ID, an initiative started across the country last academic year, enhances efficiency, removes duplicity, minimises fraud, facilitates student mobility, and enhances academic flexibility. Therefore, every parent should provide the right documents for the process. This ID functions as a permanent digital identity for the student in the education ecosystem. "The ID will be integrated with entrance exams in the coming year," he said.

"The officers concerned will have to pay from their pockets and make the lapsed funds good," he said. The minister informed that in this quarter alone, a total of Rs 1,300 crore has been received from both Union and state govts for various schemes. Of this, Rs 513 crore has been released, and Rs 441 crore has been spent. The overall achievement rate across projects stands at 91%. "But this is not enough," the minister said. "If the remaining funds are returned unutilised, the officials concerned will be held financially accountable," he warned. The minister highlighted that the district has a variety of soil suitable for cultivating diverse crops. The govt has already issued soil health cards to farmers, and officials must guide them to select crops accordingly, he said and added that atleast one hobli should be developed as a model. On MGNREGA Lad expressed his anguish at the extremely poor implementation of the MGNREGA scheme in the district. "Despite having ample opportunity to create more man-days, officials failed to act, and today the rural poor are not reaping the benefits of MGNREGA," he said. He directed officials from agriculture, horticulture, forest, and sericulture departments to hold immediate joint meetings, conduct a serious review of man-day generation, and submit a report promptly. The minister expressed frustration at the unsatisfactory answers from several officials. He showed displeasure towards replies from DDPI, horticulture, and sericulture officials, criticising them for their lack of preparedness and accountability.

Mangaluru: In order to improve the SSLC results, which are seeing low pass percentage, the department of school education and literacy has issued a 29-point guideline to address the issue. Previously, there was a 20-point programme, which has now been expanded by nine more points. Govinda Madivala, DDPI, Dakshina Kannada, said that during the meeting, the senior officials mentioned various activities taken up over the period to improve the SSLC results. Some of them include Vijayi Bhava and the involvement of associations and NGOs to help increase the pass percentage. Giving out the 29-point guidelines, he said classes should be completed by Dec; remedial teaching will start from the beginning of the academic year itself, after identifying slow learners, and special classes must be held from July. The guidelines also stressed that students should be asked to reduce the use of their mobile phones and follow a healthy and balanced lifestyle. In order to prepare students in advance instead of at the last minute, there will be class tests conducted regularly, after which teachers will hold a parents-teachers meeting once every two months. Teachers have to visit their homes and bring them back. Another initiative introduced is buddy pairing, where slow learners will be helped by those who are good at academics. The initiatives include health check-ups, career guidance, identification of poorly performing schools, a wake-up call, at least one hour of play break every week, preparing watchlist schools, an adoption system, monthly progress meetings at schools, announcing the SSLC-1 and SSLC-2 exam timetable in advance, preparing and releasing model question papers, conducting preparatory exams, district-wise progress meetings, and readmission of those candidates who failed in previous years. Madivala added that some of the programmes listed above were already implemented in the district from the beginning of the academic year.

Mangaluru: The school education and literacy department in Dakshina Kannada has reported a poor response to the Right to Education Act (RTE) Act this academic year as well. Out of a total 326 seats available, only 31 seats were filled after the second round of allotment. The number of schools and seats under RTE has decreased, with 83 schools and 326 seats available under RTE. In the academic year 2024-25, a total of 408 RTE seats out of the allocated 457 seats remained vacant in Dakshina Kannada. Govinda Madivala, DDPI of Dakshina Kannada, said that so far only 31 students were admitted to unaided schools in Belthangady, Mangaluru South, Mangaluru North, and Moodbidri. Mangaluru South had half of the admissions with 15 candidates, followed by Mangaluru North (8), Belthangady (6), and Moodbidri (2). Currently, a total 295 out of 326 allotted seats remain vacant under RTE. The Right of Children to Free and Compulsory Education (RTE) Act 2009 mandated that private schools reserve 25% of their seats for children from economically disadvantaged families. During the initial implementation, the coastal district offered a total of 1,645 seats. "There are no takers this year as well. Only a few schools in selected wards had some takers," shared a caseworker. The official added that all those 31 seats taken belong to unaided schools in the four BEO limits. "There were more unaided schools last academic year, but they have been exempted from RTE as they have obtained minority education institution status. Parents are not interested in admitting their children into aided schools," said the caseworker, adding that there will not be another round of seat allotment. Another official added that RTE must do away with adding aided schools to the allotment list since there is only interest among the parents to admit their wards into unaided schools.
