DOLE issues pay guidelines for June 2025 holidays

The Department of Labor and Employment (DOLE) has issued pay guidelines for workers who will report for duty for Eid'l Adha and Independence Day. According to Labor Advisory 8 s. 2025, the following payment pay rules shall apply for June 6 (Eid'l Adha) and June 12 (Independence Day), which are considered regular holidays: lf the employee does not work, the employer shall pay 100% of the employee's wage for that day, provided that the employee reports to work or is on leave of absence with pay on the day immediately preceding the regular holiday. Where the day immediately preceding the regular holiday is a non-working day in the establishment or the scheduled rest day of the employee, he or she shall be entitled to holiday pay if the employee reports to work or is on leave of absence with pay on the day immediately preceding the non-working day or rest day (Basic wage x 100%) For work done during the regular holiday, the employer shall pay a total of 200% of the employee's wage for that day for the first eight hours (Basic wage x 200%) For work done in excess of eight hours, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 200% x 130% x number of hours worked) For work done during a regular holiday that also falls on the employee's rest day, the employer shall pay the employee an additional 30% of the basic wage of 200% (Basic wage x 200% x 130%) For work done in excess of eight hours during a regular holiday that also falls on the employee's rest day, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 200% x 130% x 130% x number of hours worked). In May, Malacañang issued Proclamation 911, declaring June 6, 2025, Friday, a regular holiday throughout the country in observance of Eid'l Adha or the Feast of Sacrifice. Eid'l Adha is one of the two important holidays in the Muslim calendar, the other being Eid'l Fitr, which marks the end of the holy fasting month of Ramadan. During Eid'l Adha, Muslims slaughter sheep, goats, cows, and camels to commemorate Prophet Ibrahim's willingness to sacrifice his son on Allah's command. DA: Most of minimum wage earners in P20/kg rice program from Bicol

Bulk of the 120,000 minimum wage earners who will benefit from the government's P20 per kilogram rice program come from the Bicol Region, the Department of Agriculture (DA) said Saturday. In an interview on Super Radyo dzBB, DA spokesman Assistant Secretary Arnel de Mesa said the identified program beneficiaries are based on a list provided by the Department of Labor and Employment (DOLE). "Nakipag ugnayan kami sa aming AMAS (Agribusiness and Marketing Assistance Division) at sabi nila mayroon nang listahang naibigay. 'Yun nga, 120,000, at ang karamihan nasa list na maraming minimum wage earners ay sa Bicol area," De Mesa said. (We have already coordinated with our AMAS (Agribusiness and Marketing Assistance Division) and they said a list has already been provided. There were 120,000 in the list, most of whom are minimum wage earners in the Bicol area.) The DA and DOLE on Tuesday "agreed in principle" to include minimum wage earners in the ongoing pilot run of the subsidized rice program. As an initiative under the Kadiwa ng Pangulo program, the P20 per kilogram rice campaign allows members of vulnerable sectors to purchase rice from the National Food Authority (NFA) at the subsidized price. Indigents, senior citizens, persons with disabilities, and solo parents are among the program beneficiaries. The Food Terminal Inc. and DA regional field offices, De Mesa said, are in charge of distribution. De Mesa said the DA depends on the list provided by DOLE, being the authority with regard to the labor sector. However, De Mesa said the Agriculture Department was open to including workers in the informal sector—such as those who have seasonal jobs—in the micro, small, and medium (MSME) sector. "Puwede po natin isunod 'yung mga ganyan sa pakikipagtulungan sa mga local governments kung 'di sila organized under the system of Department of Labor," De Mesa said. (These workers can be also be among the next beneficiaries, in coordination with local governments if in case they are not organized under the system of the Department of Labor.) Priority areas The next phase for the P20 per kilogram rollout targets areas with high poverty incidence, such as key areas in Mindanao. Kagaya ng Zamboanga del Norte nga, almost 38%, ibig sabihin 4 sa 10 tao mahirap sa lugar na iyon. And then sa Basilan, actually sa may BARMM (Bangsamoro Autonomous Region in Muslim Mindanao) area, masyadong marami mahirap doon. 'Yun 'yung mga susunod na priority," De Mesa said. (In our next phases under Phase 2, the government is prioritizing areas where poverty incidence is high. Like in Zamboanga del Norte, where the number is almost 38%—meaning 4 of 10 people in that area are poor. And then in Basilan, actually all of BARMM, there are really many poor there. That is the next priority.) The Agriculture Department is aiming to sustain the program until the end of President Ferdinand "Bongbong" Marcos' term in June 2028, potentially covering up to 15 million households—or approximately 60 million Filipinos. The Department of Labor and Employment (DOLE) on Friday suggested that employers consider adopting alternative work setups, such as working from home, as many workers will be affected by the rehabilitation of EDSA next month. According to Joseph Morong's report in '24 Oras' on Friday, the Metropolitan Manila Development Authority said EDSA is home to many business establishments, with nearly 50 malls on the stretch. 'Mutually beneficial po. Hindi po makakapinsila sa pagpapatuloy ng negosyo, pero matiyak din po na hindi rin mapipinsila ang ating mga mangagawa,' said DOLE Secretary Bienvenido Laguesma during an inter-agency meeting. (This will be mutually beneficial. It will not affect the businesses and at the same time we can make sure that workers will not be inconvenienced.) The Pasay and Guadalupe portions will be the first to be affected by the first wave of the rebuilding program that will begin on June 13. For its part, the Employers Confederation of the Philippines (ECOP) said that alternative work arrangements may not be effective for some. 'Sana pabayaan yung mga kumpanya at yung mga tao nila na mag-usap, diskartehan nila, kanya-kanya,' said ECOP president Sergio Ortiz. (Let's leave it to the companies and their employees to decide on that.) ECOP also sought incentives for business establishments that would implement alternative work setups. The government earlier said that the rehabilitation on the major thoroughfare will go on full blast by July or August. Department of Transportation Secretary Vince Dizon said that the DOTr will check if the odd-even coding scheme to be implemented during the rehabilitation period would be effective. The said vehicular scheme will have a dry run on June 16. On the other hand, transport groups said that the No Contact Apprehension Policy (NCAP) should have been implemented after the rehabilitation. Motorcycle taxi riders are complaining that the NCAP implementation has made their daily rides difficult. 'Mayroong reklamo sa akin na 'Sir, baka wedeng pakibilisan?' Sabi ko, 'Hindi tayo pwedeng dumaan diyan sa bike lane kasi bawal,'' said motorcycle taxi operator Paul Rosales. (Someone complained to me if I can go faster. I told him that we cannot use the bike lane.) 'Maganda ang layunin ng motorcycle lane, ang problema yung kalsada doon baku-bako,' said Kagulong Secretary General Don Pangan. Some Cabinet secretaries have expressed their sentiments regarding the pronouncement of President Ferdinand "Bongbong" Marcos Jr. that the public is disappointed with the services provided by the government. Labor Secretary Bienvenido Laguesma told GMA News Online that the Department of Labor and Employment (DOLE) would ensure the prompt and proper delivery of services to the public. Laguesma added that the agency agrees with the statement that Filipinos are already tired of too much politics. "The DOLE is in full support of the President's remark that the Filipinos are indeed tired of too much politics that caused division and polarization in our country which has affected the speedy recovery of our economy," Laguesma said. "For our part, DOLE further commits to enhance prompt and proper delivery of services and make our programs accessible to our constituencies particularly the workers," he added. Tourism Secretary Christina Frasco, for her part, said the Department of Tourism (DOT) holds firm to the principle that public service must rise above politics, saying that its foremost duty is to serve with integrity and compassion. "In the face of adversity—both at home and abroad—we remain resolute in advancing programs that uplift lives: by supporting communities, enhancing infrastructure, building local capacities, and sustaining the recovery of our tourism sector," Frasco said in a message. Frasco also said the DOT stands united in the country's mission "to create meaningful employment, empower the countryside, and position the Philippines as a model of inclusive, resilient, and sustainable tourism." Meanwhile, Budget Secretary Amenah Pangandaman said the Department of Budget and Management (DBM) wholeheartedly fulfills its duties for the nation.
