Telangana left with over 1L MT coarse rice as ration policy shifts; govt explores disposal amid bumper paddy haul, FCI offloading adds to challenge

The Congress government in Hyderabad is dealing with a surplus of coarse rice. This happened after they started giving out fine rice through ration shops. The Civil Supplies Corporation procured a lot of paddy this season. HYDERABAD: The Congress govt, which started distributing fine rice to ration card holders since May, is left with over a lakh metric tonnes (MTs) of coarse variety of the staple in its godowns. The challenge before the govt is how to dispose of the huge stocks, as the supply of coarse rice was stopped through the fair price (FP) shops from April. What's more, the Civil Supplies Corporation, led by its commissioner DS Chauhan, achieved a record paddy procurement during the kharif. The procurement is set to reach 75 lakh metric tonnes -24 lakh metric tonne fine and the remaining (51 tonnes) coarse. Given the fact that even Food Corporation of India (FCI) is offloading its excess stocks of coarse variety rice, and there is good production of paddy in many other states, with Chhattisgarh even willing to sell its paddy at 1,800 per quintal, the civil supplies department is working on various options for selling the existing stock and that procured from the rabi this year. However, Chauhan said disposing of the existing stocks is not a big deal as it is safely preserved in godowns, mandal-level stock points and FP shops. "We are working with stakeholders on how to dispose of the stock. After milling, the 51 lakh metric tonnes of coarse variety paddy will yield not more than 35 lakh MT of rice," he said. Sources said that although FCI is offloading its excess stocks, it would place its indent for the kharif crop, based on which how much coarse rice would be lifted from Telangana will be known. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Ductless Air Conditioners Are Selling Like Crazy [See Why] Keep Cool Click Here Undo "Chauhan had earlier worked with FCI and maintained cordial relations with the Centre, due to which there should not be a problem in disposing of coarse variety rice," a senior official said. The state govt has initiated the formulation of state-specific monitoring guidelines for the direct selling sector. The department of consumer affairs, food and civil supplies has been designated as the nodal department, with the commissioner of civil supplies, DS Chauhan, as its nodal officer for enforcement and supervision. Guidelines would be prepared in tune with the Consumer Protection (Direct Selling) Rules, 2021, issued by the Centre, to regulate business practices, ensure consumer safety, and prevent exploitation. The first of the consultative meetings was held on Saturday, involving key departments such as industries and commerce, commercial taxes, legal metrology, drugs control, excise, preventive medicine, and police, along with representatives from national industry bodies. The guidelines would be framed by striking a balance between regulation and ease of doing business, Chauhan added.

Ration distribution hits 43 pc despite early hurdles

Hyderabad: Overcoming various hurdles, including manual delays and technical glitches, the distribution of three-month ration has exceeded 43 per cent in Telangana since its commencement earlier this month. According to Civil Supplies officials, rice for Public Distribution System (PDS) beneficiaries from both Central and State governments is now being dispensed with a single authentication and weighment. Within days after delays were observed at ration shops, the department has streamlined the process and increased the pace of distribution. 'Initially, there was indeed separate billing for 5 kg (Central) and 1 kg (State) rice, which caused some confusion during distribution, especially as three months' worth of rice was being distributed together in June. This process required three separate authentications and weighments, leading to delays at ration shops. However, following the intervention of Commissioner DS Chauhan, and with support from Central NIC officials, the portal and application were modified to Smart PDS. Now, both Central and State rice are dispensed with a single authentication and weighment. As a result, the process has been streamlined, and 43.37 per cent of the distribution has already been completed smoothly,' officials told The Hans India. In Telangana, out of more than 91 lakh cards, about 55 lakh (60 per cent) were issued under the Centre's National Food Security Act (NFSA), while the remaining were issued by the State government. Under NFSA, the Centre provides 5 kg, besides 1 kg by the State. For the remaining 40 per cent of beneficiaries, the State government provides the entire ration of 6 kg. The Civil Supplies department has urged the beneficiaries not to panic, as distribution will continue until June end. 'There is no need for panic or crowding at Fair Price Shops (FPS). Beneficiaries are requested to visit their respective FPS outlets in a staggered manner and collect their entitlements within the stipulated timeframe,' the officials have recently urged. Despite claims of measures being undertaken by authorities, those who visited for collecting ration stated that there was not just minutes of delay, but they stayed for over an hour to collect their ration. 'I went to a ration shop to collect my entitlement, but had to endure for over an hour. As they are providing a three-month ration, the authentication was needed thrice. Despite hardships, people remained in queues to ensure the purpose was met,' said P Sandhya, a domestic help.

Ration card holders in Telangana to get 3-month fine rice quota in one go in June

Hyderabad: The state govt is faced with the challenge of supplying the three-month quota of fine rice to over 90 lakh ration card holders in June. This comes after the Centre has directed all the states to release three months of free ration (June, July, and August) at one time in June under the Public Distribution System (PDS). Tired of too many ads? go ad free now The reasons cited in the Centre's directive include potential rainy season-related transport problems due to floods, to ensure that the poor do not face any inconvenience, among others. However, sources said another reason could be that the godowns of the Food Corporation of India (FCI) have excessive stocks, and the move is aimed at creating space for paddy and wheat stocks of the current rainy season that would start coming soon. This is not the first time that this bulk release of ration is being permitted. During COVID-19, similar measures were taken to release two months' ration at a time, reducing logistical hassles and providing continuous access to food during mobility restrictions. Though cases of coronavirus are being reported from some parts of the country, officials said the situation is not alarming, and this could not be the reason for the Centre's directive. Usually, such steps are taken in times of health or national emergencies, and neither of them seems to be the cause for the Centre's directive now, said sources. Officials of the Telangana Civil Supplies Corporation said they have sufficient stocks of fine rice, procured during the last Kharif and Rabi seasons. "We will be able to supply nearly 6 lakh metric tonnes of fine rice, which is a three-month quota, to all the ration card holders in the state in June. However, the distribution will continue month-long and may also continue beyond June to ensure every cardholder gets the three-month quota," said an official, adding that such a move could be implemented once or twice but not regularly. Civil supplies commissioner DS Chauhan has issued orders to ensure that the directive is implemented and the ration card holders are provided with fine rice from June 1 to June 30.
