ActionSA says won't support CoJ budget unless R200 electricity surcharge scrapped

JOHANNESBURG - ActionSA in Johannesburg has announced it will not support the metro's proposed budget if it includes a R200 electricity surcharge. Finance MMC Margaret Arnolds is scheduled to deliver her budget speech in council at midday. The party is one of several in the municipal council urging the metro to ease the burden of rising electricity costs on residents. READ: CoJ wants to incerase electricity surcharge to R270 a month When ActionSA agreed to join the African National Congress (ANC)'s camp in 2024, one of its key conditions was the removal of the R200 electricity surcharge. The ANC had assured ActionSA, the surcharge would be scrapped before the start of the new financial year, which starts on 1 July. However, Mayor Dada Morero announced during his State of the City Address earlier in May that the surchage is here to stay. It's for this reason that ActionSA chief whip, Lebo Modukanene said the party won't back the budget. 'We saw in the adjustment budget that it was not scrapped, and they said it would be scrapped in the budget, but we are still going to find the surcharge. This means more strain or burden will still be placed on residents to fund this budget.' She said the surcharge was a deal breaker for ActionSA's relationship with the ANC.

This is partly due to the city's troubled electricity entity, City Power, which, according to an Auditor-General's report, has been in deep financial trouble for several years. According to a report by Khaya Koko, an investigative journalist at News24, there are now serious concerns that the metro's top leaders, like Mayor Dada Morero, are allegedly hiding the extent of the problem from the council. Koko writes that City Power is not collecting enough rates revenue and needs the municipality to plug the gap by pulling billions from other departments. Image: Itumeleng English/ Independent Newspapers Joburg Executive Mayor Dada Morero has expressed deep concern about the dire situation of youth unemployment in Gauteng, where nearly half of the province's labour force is jobless. He highlighted this issue at the 2025 Future of Jobs Summit held at the DP World Wanderers in Melrose North, Johannesburg on Thursday. The summit is a flagship event of the T20, the official think tank initiative under South Africa's G20 Presidency. Through his speech titled "Empowering Johannesburg's Youth: Building a Vibrant Future," Morero emphasised that Johannesburg is a significant contributor to South Africa's R6.97 trillion GDP, but beneath this economic success lies a pressing issue of high youth unemployment rates that imperils sustainable growth. "This is not merely a social crisis—it is an economic emergency that directly impacts business sustainability, consumer spending power, and investment confidence," he warned. The mayor noted that over 60% of Joburg's 5 million residents are under 35, with nearly half struggling to find productive employment opportunities. To tackle this challenge, he outlined his administration's strategic response, consisting of four pillars of youth empowerment: digital economy and 4IR Skills, green economy and infrastructure development, township economy activation, and innovation and entrepreneurship ecosystem. He said: 'Our digital public infrastructure strategy, supported by artificial intelligence, will create 2 000 high-tech positions by 2026. Through our Global Business Services centre in Alexandra, where 90% of the workforce are young people, we are partnering with Business Process Enabling South Africa to train 30% of unemployed youth in coding, AI, and cybersecurity.' By 2026, he said, at least 10,000 young Joburgers would have been trained in digital skills aligned with market demand from our technology partners. Regarding the green economy, he said the city's R3.03 billion investment in underserved areas such as Diepsloot, Ivory Park, Orange Farm, Soweto, Riverlea, Zandspruit, and Eldorado Park. According to him, the investment will create immediate employment whilst building long-term economic infrastructure. 'The R296 million electrification programme will also lead to training young people in renewable energy systems installation and maintenance,' he said. Morero also highlighted the potential of township economy activation, citing the example of the Joburg Market, which handles R1bn worth of fresh produce monthly. However, he noted that 90% of spending goes to large commercial farmers, resulting in R500 million being drained from poor communities each month. He further talked about the importance of integration with provincial and national programmes, mentioning that Johannesburg plays a crucial role as an implementation hub for key national initiatives. He highlighted the Presidential Support Package, launched in March 2025, which is being coordinated through the city's Service Delivery War Room. He called for unprecedented collaboration among all levels of government and sectors of society to tackle the youth unemployment crisis. Morero urged businesses to view youth employment as a strategic investment in market development and skills acquisition, rather than just corporate social responsibility. DA takes legal action against Joburg over ‘unlawful' acting appointments

The DA alleges the city repeatedly extended acting appointments beyond the legal three-month limit without MEC approval. Seven senior managers, including the acting city manager, are named in the legal demand to cease decision-making in their roles by 16 May. The DA warns of urgent court action if the city and MEC fail to comply and cites governance failures as reasons for the no-confidence motion against Morero. The DA has formally served the City of Johannesburg with legal papers demanding an immediate end to what it describes as the municipality's ongoing and unlawful appointment of individuals to senior management positions in an acting capacity. The party accuses the City of breaching national and local governance legislation by repeatedly extending acting appointments beyond the legally permitted three-month period without the required approval from the provincial MEC. In a formal legal letter dated 13 May 2025 and addressed to Gauteng co-operative governance and traditional affairs MEC Jacob Mamabolo, City of Johannesburg mayor Dada Morero, City of Johannesburg speaker Nobuhle Mthembu, and the seven people currently occupying certain senior manager offices, the DA's legal representatives from Minde Schapiro & Smith Attorneys demanded that the city immediately cease what it calls 'the ongoing violation of the Municipal Systems Act' and the municipal regulations on minimum competency levels. According to the letter, the 'acting arrangements' refer to the current seven acting senior managers, including the city manager, at the city. In chronological order, they are: The DA's complaint centres on what it describes as the city's ongoing disregard for section 56 of the Systems Act, which outlines clear requirements for the lawful appointment of senior managers in municipalities. The party contends that the city has for years been in violation by failing to comply with Regulation 32(1) of the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers (2014). That regulation states: 'A person appointed to act in a senior management position may not act for a period exceeding three months.' However, the DA argues that certain individuals have been permitted to act in senior roles far beyond this three-month statutory limit without the required permission from the MEC. The letter read: The DA says it raised the matter through council structures and attempted oversight engagement, all of which allegedly failed to elicit any response from the administration. The party now views the city's conduct as 'irrational, unreasonable and inconsistent with the Constitution and the Systems Act'. 'We are instructed to demand, as we hereby do, that the city cease its unlawful conduct by ensuring that all acting appointments of senior managers comply with the three-month rule,' the letter continues. The DA sets out specific demands in the letter, including that the city must: End all acting appointments that exceed the three-month period without MEC authorisation; Cease all current and future appointments that contravene the law; Provide a written response by Friday. The DA, which also addressed the letter to the seven individuals currently occupying the senior management positions in their personal capacities, demands that Monyuku, Mucavele, Mushayanyama, Makola, Nkoane, Botes and Nodu confirm in writing by 5pm on Friday, 16 May 2025, that they will no longer make any decisions or act in the positions specified in the council's decision. The party further demands that the MEC confirm in writing by the same deadline that he will not approve any application by the council for the extension of the above-mentioned acting appointments. The party urged the mayor, speaker and MEC to correct the process and uphold the principles of good governance. Failure to do so leaves the party saying it will be left with no option but to consider further legal action – including approaching the courts – if the city and MEC do not act by Friday. 'These types of failures are precisely why we have tabled a motion of no confidence in the executive mayor, Dada Morero,' the party added.
