Delhi Prepares Comprehensive Plan To Meet 2026-29 Electricity Demand Surge
New Delhi: Delhi's Rekha Gupta Government is developing a long-term plan to prevent blackouts in National Capital as city's peak electricity demand expected to surge in coming years. At a high-level meeting Friday, Power Minister Ashish Sood ordered officials to draft a detailed Power Master Plan for 2026-29. Delhi Transco Limited (DTL) officials said they plan to ramp up the city's transmission capacity to 24,000 MVA by 2029, well above the estimated peak demand of 11,000 MVA. But immediate concerns loomed large. Many infrastructure upgrades are delayed, and the city's grid is already nearing its limits. The meeting, attended by top officials from DTL, the Power Department, and major discoms- TPDDL, BRPL, and BYPL, focused on shoring up the city's overstretched transmission network, which is currently operating at over 90% capacity. "Why hasn't past expansion brought relief?" Mr Sood asked, as officials explained that upgrades to ageing substations and new installations could bring down the load to 70%, but only if timelines are met. Two critical substations at Gopalpur and Tikri Khurd, together expected to add 4,000 MVA, have remained stalled since 2022–23 due to delays in bidding and board-level clearances. Mr Sood flagged the inaction, demanding answers for the two-year holdup on projects "central to Delhi's energy future." Discoms also outlined a ₹1,937 crore upgrade plan involving transformer installations across the city. But all three flagged the same bottleneck- land. Finding space for new infrastructure, especially in congested urban pockets, remains a major hurdle. To resolve this, the minister directed the Power Secretary to convene joint meetings with MLAs and land-owning agencies like the DDA and MCD to expedite approvals and land allotment. As power demand continues to climb, driven by hotter summers, growing consumption, and population growth, government agrees that time is short. Plans are finally moving, but whether Delhi can execute fast enough remains the real test.

Sood: Plans in place to boost network & power output in city
New Delhi: Several power transmission projects worth Rs 3,310 crore were in various stages of implementation, and more schemes costing nearly Rs 1,810 crore were in the pipeline, which will improve Delhi's power sector in the coming months, minister Ashish Sood told TOI. The power minister said due to the lack of attention of the previous AAP govt, the transmission network of Delhi largely stagnated over the past few years, and there was no significant capacity addition, resulting in an increase in power outages over a period of time. Sood agreed that Delhi Transco Limited executed only 58 of 120 schemes under its 13th business plan, and only one substation was commissioned under their 14th plan. "The result was an increase in constraints and bottlenecks in the transmission and distribution network in Delhi. But, just in a few months of the BJP govt coming into office, significant reforms are taking place to revive and revitalise the power sector of Delhi," Sood said. "The transmission capacity of Delhi will increase from the present 13,040 MVA to 19,835 MVA at the 400kV level and from 14,780 MVA to 19,340 MVA at the 220kV level. This significant capacity addition in the power network is going to ensure reliability and uninterrupted power supply to residents of Delhi for the coming years," Sood said. The minister informed that power discoms have also planned to infuse capital investment of around Rs 1,937 crore in the current financial year for strengthening the distribution network of Delhi, which was significantly higher than the last two years. "There was less network upgradation during the tenure of the previous govt, but due to the continuous review and decisions of the BJP-led dispensation, using creative strategies and load rationalisation in consultation with all stakeholders, Delhi was able to meet a peak demand of 8,442 MW on June 12 without any load shedding. The unscheduled outages also reduced significantly from 2,045 in the previous year to 1,946 in the current year. With the concentrated effort of the BJP-led govt, the outages are going to further decrease in the coming years," Sood said. The minister also highlighted the increase in subsidy for installing rooftop solar plants as a step towards providing clean, green, and uninterrupted power supply in Delhi. He added that the power regulator recently released guidelines for rooftop solar installations under the utility-led aggregation model.

Power Projects Gridlocked Due To Planning, Execution Failures
New Delhi: With several key schemes aimed at strengthening Delhi's power transmission network going off track due to poor execution and persistent delays, Delhi Transco has submitted a presentation to the govt, urging a review of ongoing projects and the infusion of fresh ideas and innovative strategies for efficient implementation. According to an internal document of Delhi Transco Limited (DTL), accessed by TOI, numerous schemes planned during the 13th Five-Year Plan (2017–22) and the first two years of the 14th Plan (2022–27) have faltered due to systemic inefficiencies. The document revealed that during the 13th Plan period, only 58 out of 120 proposed schemes were executed, and merely 36% of the planned expenditure—Rs 2,091 crore out of Rs 5,728 crore—was utilised. It added that the situation so far remained the same under the 14th plan. DTL was established in July 2002 following the restructuring of Delhi's power sector. Carved out of the Delhi Vidyut Board, it was designated as the state transmission utility, while power distribution was handed over to three private companies. You Can Also Check: Delhi AQI | Weather in Delhi | Bank Holidays in Delhi | Public Holidays in Delhi The document further revealed that there have been 18 instances of transformer failures since 2020, but none have been replaced with new units. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Linhas de expressão no rosto? Of these, 11 transformers failed before completing their 25-year regulatory lifespan. While five units were temporarily borrowed from other organisations, seven were relocated from other substations. The document added that DTL's three substations remained non-functional for several days in July–Aug 2024 due to transformer failures, with old and repurposed units being used. A source familiar with the matter said, "This over-reliance on makeshift fixes underscores a severe lack of planning, inventory, and urgency," adding that poor coordination and ineffective decision-making led to delays in timely and appropriate action. DTL also highlighted the tenders failing to find contractors willing to take up the works, leading to delays in executing the projects in time. The document stated that a tender to procure a 500 MVA transformer was floated four times between 2020 and 2025 but was cancelled each time. Similarly, a tender for a 160 MVA transformer was dropped five times since 2019. "This reflects a lackadaisical approach towards the requirement of crucial power transformers that are essential to meet Delhi's future load demand. It further indicates poor planning, lack of market study, inaccurate estimation, and inclusion of unfavourable terms and conditions in the notice inviting tender," the Delhi Transco Limited said. To address these inefficiencies, DTL has recommended the formation of a high-level monitoring cell to closely track the progress of ongoing schemes. It also called for organisational restructuring to infuse fresh ideas and strategies for efficient project execution. The utility stressed the need to revisit the schemes under the 14th business plan to ensure realistic, need-based planning aligned with future requirements and supported by achievable timelines. "IT-enabled platforms may be leveraged to facilitate faceless vendor interactions and streamline various approval processes, ensuring transparency and efficiency. Core projects should be centralised for focused monitoring, while routine and non-critical matters should be decentralised to reduce the excessive burden on higher management and improve overall efficiency," the document stated.
