Simplification of rules crucial for India's innovation driven economic growth: Jitendra Singh
New Delhi: Union Minister Jitendra Singh on Thursday said the simplification of administrative rules and procedures are crucial for India's innovation driven economic growth. Addressing a meeting of the Department of Personnel and Training (DoPT) with the secretaries of different ministries, he emphasised on "ease of procedures". The meeting aimed to iron out, face to face, on the spot, long-standing administrative and personnel-related issues confronting various ministries and departments, said a statement issued by the Personnel Ministry. Simplification of administrative rules is crucial for India's innovation driven economic growth through ease of R&D, said Singh, the minister of state for Personnel. Emphasising the simplification of procedures, he said that many of the issues plaguing scientific institutions are rooted in inconsistencies in recruitment rules, service conditions, retirement ages etc. - which often vary in comparison to other civil servants and line ministries. This ambiguity, he noted, leads to administrative conflicts, particularly since members of the scientific fraternity are engaged through a variety of modes such as national and international institutes, lateral entry and deputation frameworks. Singh underlined the need for more uniformity in administrative mechanisms across all science and technology departments . "These administrative roadblocks must be addressed if we are to promote ease of doing research and innovation in India. Science and Technology, coupled with research and innovation, are going to be the harbingers of India's economic growth," the minister said. Singh, who is also the Science and Technology minister, said that he was fully aware of the administrative issues being faced by scientific departments. He took the initiative to bring all concerned ministries onto the same page to resolve systemic bottlenecks and lay the groundwork for future policy reforms. "This is a very important meeting because it sets the tone for inter-ministerial collaboration, the whole of the government approach to achieve the goal of Viksit Bharat @ 2047. We must shift away from the orthodox route, which takes a long time to channel solutions, and instead use such breakthrough meetings to resolve issues in real time." Singh said. Highlighting the government's broader efforts toward administrative efficiency, the minister referred to the DoPT's recent drive to weed out more than 1,600 obsolete laws and simplify procedures for the benefit of citizens and the scientific community alike. Singh credited Prime Minister Narendra Modi for providing the visionary framework through the Viksit Bharat @ 2047 initiative, which recognises that administrative reform is a critical component of national development. The minister said that administrative procedures should be as simple as possible. "We need to move from rule to role, from rigidity to responsiveness, from delay to delivery," he added. Singh said the country's future lies on ease of science and ease of innovation, but its foundation must be built on administrative clarity, simplicity and synergy. "Today's meeting is a significant step in that direction," he added. The high-level meeting was attended by key stakeholders, including Prof Ajay Kumar Sood, Principal Scientific Advisor to the government of India; N Kalaiselvi, Director General and Secretary, Council of Scientific and Industrial Research (CSIR); Rachna Shah, Secretary, DoPT; Abhay Karandikar, Secretary, Department of Science and Technology; . Rajesh Gokhale, Secretary, Department of Biotechnology; and M Ravichandran, Secretary, Ministry of Earth Sciences. Jal Jeevan Mission: Rs 1 Lakh Crore At Stake, Govt Forms 100 Teams To Probe 175 Project Delays

The Department of Personnel and Training (DoPT) has constituted 100 teams comprising officials from various ministries to evaluate the progress of 175 projects, valued at approximately Rs 1 lakh crore, under the Jal Jeevan Mission of the Ministry of Jal Shakti. This decision was taken during a meeting on May 8, 2025, chaired by the Cabinet Secretary, with the participation of officials from both central and state-level Jal Shakti Ministries. Reports indicate that several factors are contributing to the delays in these 175 projects. The 100 teams formed by the DoPT will investigate these issues and submit ground-level reports to the Cabinet Secretary. These teams will be visiting various states, including Madhya Pradesh, which has the highest number of delayed projects at 27. Rajasthan, another BJP-ruled state, is experiencing delays in 21 projects, while Uttar Pradesh has 18 delayed projects. Karnataka, governed by the Congress, faces delays in 16 projects. The officials will use a prepared questionnaire to gather details about the delays in these projects. The teams, composed of senior officials, will tour states from Andhra Pradesh in the south to Assam in the northeast, and from Bengal in the east to Gujarat in the west. Prime Minister Narendra Modi launched the Jal Jeevan Mission in 2019, with a total budget of Rs 3.6 lakh crore, Rs 2.08 lakh crore funded by the central government and Rs 1.52 lakh crore by the states. New Delhi [India], May 14 (ANI): A blood donation camp was organised on Wednesday by the Department of Personnel and Training (DoPT) as a gesture of support and national unity after Operation Sindoor, Union Minister of State Jitendra Singh said, adding it was inspired by PM Modi's recent address. The MoS added that over 150 people attended the blood donation drive held at North Block. Speaking to ANI at the camp, Jitendra Singh said, 'We decided the very next day after Operation Sindoor, to organise a blood donation camp here... More than 150 people have already donated blood, and the camp is still ongoing. Everyone is so inspired by PM Narendra Modi's address the day before yesterday... The people here say that this is a way to offer their solidarity and support for PM Modi.' He added that holding blood donation camps has become a tradition under Prime Minister Narendra Modi's government. The camp was held in the wake of Operation Sindoor, and many people came forward to donate blood as a show of support for the armed forces. Earlier in the day, Singh also visited the international border area of Hiranagar in Jammu and Kashmir's Kathua district. There, he attended a review meeting with the district administration, led by Deputy Commissioner Rakesh Minhas, and interacted with residents. Speaking to reporters in Kathua, Singh praised Prime Minister Narendra Modi for giving a 'befitting' response to Pakistan and said this had boosted people's morale across the country. 'We thank Prime Minister Modi for giving a befitting reply to Pakistan, it has boosted the morale of the countrymen... The morale of the people here has also increased because they believe that whatever is seen in the sky gets destroyed before it lands on the ground...' he said. The minister also highlighted the government's push for technology and infrastructure since 2014. 'After 2014, Prime Minister Modi emphasised the modernisation of technology and made us realise the importance of becoming self-reliant,' Singh said. He alleged that during Congress rule, the region lacked basic infrastructure like mobile towers, which have now been installed in the past ten years. Talking about security and health facilities in the border region, Singh said that 2,000 one-room bunkers have already been built, and 600 more are under construction. He added that 39 ambulances have been arranged in the area. 'In Kathua's government medical college, two more ambulances have been arranged apart from the already available ones. Also, 50 hospital beds are to be set up,' he said. Meanwhile, the Bharatiya Janata Party (BJP) has launched a nationwide Tiranga Yatra, a public outreach campaign to honour Indian soldiers, highlight the success of Operation Sindoor, and showcase the government's strong response to Pakistan. The Tiranga Yatra began on Tuesday and will continue until May 23. It was launched in Delhi with a symbolic march featuring a 108-foot national flag. The yatra started at Kartavya Path and will conclude at the National War Memorial. Thousands of people--including BJP workers, citizens, NGOs, RWAs, religious leaders, and social organisations--joined to pay tribute to the armed forces. According to party sources, ex-servicemen, social workers, and prominent public figures will lead the marches in different states to promote unity, patriotism, and national pride. The BJP is aiming to turn the campaign into a large-scale people's movement. Operation Sindoor was launched on May 7 in response to a terrorist attack in Pahalgam, Jammu and Kashmir, on April 22, in which 26 civilians lost their lives. (ANI)
