Zahid pushes for completion of 'sick projects' in Sarawak

KUCHING: Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi wants the five projects categorised as 'sick projects' in Sarawak, involving the Rural and Regional Development Ministry under the 11th Malaysia Plan (11MP) and 12MP, to be completed during the 13MP period. Zahid, who is also Rural and Regional Development Minister, said the causes for the projects' delay included site issues such as permits, land acquisition and overlapping pipe alignments, in addition to weather conditions. "Since the 13MP will be tabled at the coming Dewan Rakyat session, any sick projects will be expedited and its completion period must be within the 13MP, namely from Rolling Plan 1 to 5. "For example, for non-sick projects, but projects that have been delayed, namely the Maktab Rendah Sains Mara in Lawas which has obtained approval but not yet implemented… my instructions is that it must be implemented under the 13MP Rolling Plan 1," he said. He said this at a media conference after attending the Special Meeting on the Implementation of Development Projects in Sarawak by the ministry here today. Zahid said that following the landslide incident in Kampung Lereng Bukit, Miri in January, which completely damaged 14 houses, efforts to rebuild the houses of all the affected residents would be carried out after the Gawai Day celebration. "A suitable plot of land has been obtained as determined by the Sarawak Land Custody and Development Authority (PELITA), with the implementation carried out by the state government agency," he said, adding that the incident affected a total of 277 residents in the affected settlement. He also said that his ministry plans to set up the Mara Poly-Tech College of Sarawak either in Kuching or Samarahan to expand opportunities for youths in the state to further their studies at the pre-diploma, diploma and foundation level. He is targeting a total of 1,000 students to study at the college by 2028. "We plan to start with about 200 students and, in the following years, we expect to take in 500 students yearly," he said, adding that the college will offer studies in the fields of business, information technology and humanities. Also present were Sarawak Deputy Premier Datuk Dr Sim Kui Hian, Deputy Rural and Regional Development Minister Datuk Rubiah Wang and Sarawak Minister of Utilities and Telecommunications Datuk Julaihi Narawi. Earlier, the nearly two-hour special meeting aimed to coordinate the implementation of ministry's rural development projects in Sarawak to ensure the people can enjoy the basic facilities and infrastructure. Meanwhile, the ministrysaid in a statement that Sarawak has received an allocation of RM3.2 billion under the 12MP, involving the implementation of 403 programmes and projects, a total project cost of RM21.73 billion. It added that of the total, 178 projects or 44.71 per cent have been identified as still in the 'Pre-Implementation' status, with 155 projects having been approved from 2021 to this year. — BERNAMA

PETALING JAYA: If a Cabinet reshuffle is to take place, Prime Minister Datuk Seri Anwar Ibrahim must act swiftly, especially with the upcoming Dewan Rakyat sitting and the tabling of the 13th Malaysia Plan, say political analysts. Universiti Teknologi Malaysia's Razak Faculty Perdana Centre political analyst Dr Mazlan Ali believes a reshuffle is inevitable and should involve appointing high-performing ministers. He did not rule out the possibility of Selangor Mentri Besar Datuk Seri Amirudin Shari joining the federal Cabinet, while Datuk Seri Tengku Zafrul Abdul Aziz could shift to the state level once his senatorship ends. 'The Economy Ministry is vital. Many programmes have been lined up and must be delivered, so a replacement is crucial,' he said. Asked about the outcome of the recent PKR polls and supposed tension within the party, Mazlan noted that Datuk Seri Rafizi Ramli's faction still holds significant influence within the party's leadership. He said the resignations of Rafizi and Nik Nazmi Nik Ahmad reflected accountability. 'Any internal tension within PKR will likely subside within a week. It's a storm in a teacup with no spillover. This is evident as neither Amanah nor DAP have commented,' he said. 'As long as coalition partners continue to support Anwar, who holds a two-thirds parliamentary majority, the Madani government remains stable. Also, Rafizi and Nik Nazmi resigned from Cabinet, not Parliament,' Mazlan added, contrasting the current situation with the exit of Datuk Seri Azmin Ali and his faction. Associate Professor Dr Azmi Hassan echoed the urgency for a decision, saying Anwar should not wait until Nik Nazmi's leave ends. He said the issue needs to be resolved quickly especially as PKR has many capable MPs who could take on ministerial roles, such as Deputy Entrepreneur Development and Cooperatives Minister Datuk Seri R. Ramanan. However, he dismissed the idea of Amirudin moving to the federal level, arguing that he is better suited to remain as Selangor's Mentri Besar. Meanwhile, Universiti Malaya sociopolitical analyst Datuk Prof Dr Awang Azman Awang Pawi said deputy ministers could temporarily lead ministries to maintain continuity. 'This ensures familiarity with the ministry's tasks, especially as July is a sensitive yet strategic window of time. With the 13th Malaysia Plan scheduled for tabling, Anwar needs a strong and credible team to implement the nation's long-term economic planning.' He explained that Anwar's comment about delaying the reshuffle until Rafizi and Nik Nazmi return from leave reflects procedural respect rather than hesitation. 'Nik Nazmi's leave ends in July, coinciding with the parliamentary session. 'This suggests a possible Cabinet reshuffle either just after or even before the tabling of the 13th Malaysia Plan,' said Awang Azman. He also noted that Amirudin remains crucial in Selangor, unless there is a succession plan for the Mentri Besar post. 'Amirudin is a strong ally of Anwar and has shown good performance in Selangor. Removing Amirudin without internal PKR consensus could cause internal friction,' he said. Meanwhile, a PKR source said the resignations of Rafizi and Nik Nazmi from Cabinet have left a bad taste in the mouths of some party members and leaders. 'Some members are angry and they felt that the two leaders did not respect the president (Anwar) who has been busy with Asean matters, as they chose to act up during such an important moment,' a party leader said on condition of anonymity. The source said Rafizi's supporters have washed their hands and have left it to the new leadership to man the party. 'They feel they've done their part,' the source said.

Upon arrival at 5.20 pm, His Majesty was welcomed by Deputy Prime Minister Datuk Seri Fadillah Yusof and Dewan Rakyat Speaker Tan Sri Johari Abdul. Also present with about 600 congregants were Minister in the Prime Minister's Department (Religious Affairs) Datuk Dr Mohd Na'im Mokhtar, Defence Minister Datuk Seri Mohamed Khaled Nordin, and Johor Menteri Besar Datuk Onn Hafiz Ghazi. The Yasin recital and 'doa selamat', which commenced at 5.25 pm, was led by the Grand Imam of the National Mosque, Ehsan Mohd Hosni. After the ceremony, Sultan Ibrahim spent time greeting the congregation before departing for home. Today's ceremony was part of the events commemorating Sultan Ibrahim's official birthday celebration this Monday. His Majesty was installed as the 17th King of Malaysia on July 20, 2024. Tomorrow, a special Friday sermon in conjunction with the celebration will be delivered at the National Mosque, while the investiture ceremony for federal awards, honours, and medals is scheduled to take place on June 2.

KUALA LUMPUR: Nik Nazmi Nik Ahmad has resigned as natural resources and environmental sustainability minister. The Setiawangsa member of parliament said he had submitted his resignation letter to Prime Minister Datuk Seri Anwar Ibrahim. Nik Nazmi said the resignation will take effect on July 4. "I will be on leave starting tomorrow until July 3. "Since being appointed to the cabinet, first as the natural resources, environment and climate change (from December 2022 to December 2023), and later as the natural resources and environmental sustainability (from December 2023 to July 2025), I have done my utmost, alongside the deputy minister and dedicated civil servants, to implement much-needed reforms," he said in a statement today. Nik Nazmi, who lost the PKR vice-president post in the recent party election, said he was aware that the position was a key factor in his cabinet appointment. He said he decided to step down as the minister as he was not re-elected to the post. "I would like to express my deepest appreciation to the dedicated civil servants, my outstanding team, and all parties across the public sector, private sector, and civil society who have taught me so much and made possible the implementation of numerous important reforms during this period. "We have consistently strived to adopt an open, consultative approach in shaping policies and introducing legislation." He said among the key achievements of these two ministries are the phase 1 amendments to the Environmental Quality Act 1974 and improvements in transparency concerning Environmental Impact Assessment (EIA) reporting. He said Malaysia also became one of the earliest countries to submit its National Biodiversity Strategies and Action Plan (NBSAP) to combat environmental degradation. A significant reduction in deforestation rates has also received recognition from the United Nations secretary-general António Guterres, he said. "Just weeks after taking office, we successfully implemented the targeted restructuring of electricity subsidies under the Imbalance Cost Pass Through (ICPT) mechanism in Peninsular Malaysia. "We also passed the Energy Efficiency and Conservation Act in the Dewan Rakyat." He said the ministry also introduced the much-needed Tariff Setting Mechanism in the water sector. Nik Nazmi said the ministry initiated the drafting of the National Climate Change Bill, which is now in its final stages before being tabled to the cabinet and parliament. "I now look forward to resuming my responsibilities as a member of parliament and focusing on serving my constituency in Setiawangsa. "To borrow the words of the late British MP, Tony Benn, I left the cabinet to devote more time to politics and public service."
