The Delhi High Court on Thursday asked the Directorate of Education (DoE) to respond to a petition by Delhi Public School (DPS) Dwarka, challenging the DoE's order reinstating 31 students expelled from the school for non-payment of the hiked fees. During the hearing, the counsel for the school argued that the DOE's May 15 order was 'arbitrary and contrary to the law' and failed to provide 'any cogent reasons' for the school to reinstate the fee-defaulting students. The counsel stated that the order also 'violated' the provisions of the Delhi School Education Act and Rules, 1973, which empowered the head of the school to strike off the names of students due to non-payment of fees. Justice Vikas Mahajan asked the DoE to file its reply within six weeks and listed the matter for hearing on August 28. On the same date, the court will also hear the petition by 102 parents of DPS Dwarka seeking protection from a fee hike until the issue is resolved. The High Court has recently advised parents embroiled in the fee dispute to deposit 50% of the increased fees for the academic year 2025-26, following which their wards will be permitted to rejoin the school. The court has clarified that the 50% rebate applies to the hiked component of the fee, not to the base fee.

The conflict initially arose on May 9 when parents were informed via notifications that their children's names had been removed from the school rolls due to outstanding fees. As per the parents' claims, this action followed the school's decision to raise the monthly fees first to Rs 7,000 and subsequently to Rs 9, were made by parents that the school resorted to coercive measures for collecting unauthorized fees, including the use of bouncers at the school petition presented to the court accused the school of not complying with land allotment stipulations and repeatedly disregarding directives from the Directorate of Education (DoE). Additionally, parents expressed concerns regarding the validity of the Delhi government's financial audit of the school, which they deemed inadequate and lacking in transparency. They called for a forensic audit and an investigation by the Comptroller and Auditor General (CAG) of India, insisting that the findings should be publicly disclosed prior to any acceptance of fee Mahajan remarked that while private unaided schools are allowed to set fees based on anticipated expenses without needing prior approval from the DoE, these fee proposals remain subject to review by the DoE. The court highlighted that the DoE had already disapproved the fee increase for the academic year 2023–24, and although the school contested this ruling, no stay was granted. The interim relief requested by the parents was related to subsequent academic years, including 2024–25 and the current year, 2025– court determined that, in the absence of a DoE ruling rejecting the fee hike for these academic years, parents are obligated to pay according to the fee statements submitted by the the court instructed that students be permitted to continue their classes on the condition that 50% of the increased fee is paid, while the full base fee must also be settled. This arrangement will remain effective until the writ petition is concluded. Furthermore, an urgent application was filed by the petitioners, seeking guidance to ensure that the school charges only those fees that have received DoE approval for the academic session 2025–26 and beyond. The court has issued a notice regarding the main writ petition and has scheduled the next hearing for August 28. In a related case, a different bench has reserved its judgment concerning another petition involving 32 students who were also expelled due to fee dispute over fee increases and expulsions traces back to May 9, when parents received email notifications indicating the removal of their children's names due to alleged non-payment of fees. Parents have indicated that coercive tactics have been employed in recent years to collect unauthorized fees, including the presence of bouncers at school plea filed in court accused the institution of breaching land allotment agreements and claimed consistent non-adherence to directives from the Directorate of Education (DoE). Moreover, the parents have challenged the validity of the Delhi government's audit of the school's financial matters, branding it as insufficient and lacking in parents demanded a forensic audit along with an audit by the Comptroller and Auditor General (CAG) of India, insisting that the findings should be made public prior to the acceptance of any fee increase. Justice Mahajan acknowledged that private unaided schools are allowed to establish fees based on projected expenses without needing prior DoE consent; however, he emphasized that these fee statements are ultimately reviewable by the DoE. If the fees are deemed unreasonable or indicative of profiteering, the DoE has the authority to reject the proposed increases and mandate a court noted that the DoE had already declined the fee hike for the academic year 2023–24, and although the school contested this decision, no stay was granted. The court ruled that, without a DoE decision against the fee hike for the upcoming years, parents are required to pay according to the fee statements provided by the it ordered that the students be permitted to continue in their respective classes as long as 50% of the increased fee is paid, alongside the full base fee. This legal confrontation occurs alongside the Delhi government's proposal for new legislation aimed at curtailing arbitrary fee increases in private educational establishments. The proposed draft legislation includes establishing fee regulation committees at various levels—school, district, and state—with penalties for coercive actions such as denying students access to classrooms.

Delhi Class 11 Non-Plan Admission 2025: The Directorate of Education (DoE), Government of Delhi, has commenced the online registration for Class 11 admission under non-plan seats in Delhi government schools for the academic session 2025-26. Students currently residing in Delhi who have passed Class 10 from recognised boards other than government or government-aided schools under the DoE are eligible to apply. Students who passed Class 10 in the 2024-25 academic session from Delhi government or government-aided schools under the Directorate are not eligible. Such students must contact their last attended school for assistance if they wish to transfer to another government school. The admission schedule for Class 11 is as follows: Admissions will be conducted in three cycles to ensure all eligible candidates have sufficient time to apply. The online form is designed to be simple and can also be filled out using a smartphone. However, if parents need assistance, they can contact the help desk at the nearest school. Stream-wise eligibility criteria: Students who have cleared their Secondary Examination (Class 10) directly from NIOS with 55% marks or above in the aggregate of five main subjects are eligible for admission in Humanities without Skill Subjects. Those with 50% or above in the aggregate of five main subjects are eligible for admission in Humanities with Skill Subjects. Students who have passed Class 10 from other boards with less than 33% of the maximum marks may not be able to apply online. Such applicants can apply manually at any school near their residence until August 21, 2025. In these cases, the concerned Head of School (HoS) will forward the application and relevant documents to the concerned DDE (Zone) for school allotment. Candidates must be between 15 and 17 years old as of March 31.

Delhi Public School (DPS), Dwarka, has approached the Delhi high court challenging the Directorate of Education's (DOE) order directing it to reinstate more than 30 students who were expelled for non-payment of hiked fees. Although the matter was listed before a bench of justice Vikas Mahajan on Monday, it was adjourned for Wednesday. On May 9, the school struck off the names of 32 students from rolls and restrained them from entering the premises by deploying bouncers at the gates on May 13. Parents staged a protest, refusing to pay the hiked fees, citing a lack of approval from the Directorate of Education (DoE) and subsequently, on May 15, the DoE directed the school to reinstate the students, terming their dismissal a violation of court orders. On Monday, DoE's standing counsel Sameer Vashisth submitted that multiple writs were asking for similar relief and two benches of the high court had reserved verdicts on the petitions. To be sure, a bench of justice Vikas Mahajan has already reserved orders in a plea filed by 102 parents of students studying in DPS, Dwarka, seeking directions to the DoE and lieutenant governor VK Saxena to take over the school's administration. Concurrently, another order is reserved by a bench of justice Sachin Datta in a parents' petition seeking the reinstatement of more than 30 expelled students. In its plea, the school contended that the order was against the provisions of the Delhi School Education Act and Rules, 1973, which empowers the head of the school to strike off the names on account of non-payment of fees. 'The impugned order is ex facie arbitrary. It fails to disclose any lawful cogent reasons for the petitioner school to reinstate the names of the fee defaulter children,' the plea said. The school's plea further painted a picture that the same was passed in violation of the principles of natural justice, without giving it an opportunity of being heard. 'It is a highly unreasonable non speaking order and has been passed without providing any opportunity of being heard to the school, solely based on the alleged unilateral findings of the inspection committee,' the plea added.
