Assam commando battalion camp: ‘No further deliberation, interference needed': NGT disposes of suo motu case

Disposing of a suo motu case regarding the construction of an Assam commando battalion camp on reserve forest land in Hailakandi district, the National Green Tribunal (NGT) has said in its order that further deliberation is not required without any challenge to the Centre's post facto forest approval to the camp. The tribunal also took on record the Assam government's undertaking that it would dismantle all constructions beyond 20,000 sqm (above which prior environmental clearance is needed), and said, 'In the above circumstances, we are of the view that no interference in this OA (original application) is required. '…We are of the view that at this stage without there being any challenge to the said order further deliberation on this issue is not required. The clearance under Section 2 of the FC (Forest Conservation) Act, 1980, now exists in favour of the Assam Police Housing Corporation Limited,' the NGT noted in its order issued on May 30. Earlier, the Assam government had submitted to its State Environment Impact Assessment Authority (SEIAA) that the camp did not require environmental clearance as its extent was under 20,000 sq m. The SEIAA had taken the view that the project came under the ambit of an 'educational institute'. The Assam government and SEIAA had relied upon an environment ministry notification, granting exemption from prior green nod to buildings and constructions with a built-up area up to 1,50,000 sqm, such as warehouses, industrial sheds, and colleges. This was stayed by the Supreme Court in February this year. Considering the top court's order, the NGT said, '… view of the SEIAA, Assam that the project is exempted as an educational institute in the Minutes of Meeting dated 22.04.2025 need to be re-examined by SEIAA, Assam.' The principal bench comprising NGT chairperson Justice Prakash Shrivastava, judicial member Sudhir Agarwal, and expert member Vel had taken suo motu cognizance of the battalion camp's construction by diverting 44 hectares of forest land, based on a news report. It had reserved its order in April. One of the key issues considered by the Tribunal was 'whether the approval of the Central Government under Section 2 of the FC Act, 1980, was required for the diversion of the forest land and construction of the camp… and if such a permission has been obtained?' the order said. The NGT order noted that the construction clearly fell within the meaning of 'non-forest' activity and it was not in dispute that the land in question is forest land. It noted that the Assam government sought Centre's approval under the FC Act for non-forestry use of 11.5 hectare of forest land for the camp and a post facto approval was granted in February. However, before the Assam government approached Centre, the Environment Ministry had informed the NGT that the camp's construction was in contravention of the Van Sanrakshan Evam Samvardhan Adhiniyam, 2023, (formerly known as Forest Conservation Act, 1980). It said that the construction had begun without prior approval. Later, it had asked the Assam government to stop the construction and directed its regional office in Shillong to initiate action as per law. In May 2024, Assam's top forest official M K Yadava was served a notice by the regional office for alleged violation of the 2023 Adhiniyam. Action against Yadava is still pending.

Darman Baloch, son of Rahim Bakhsh, was forcibly disappeared by Frontier Corps (FC) personnel in Awaran district on May 27, 2025. He was summoned to an FC camp, detained briefly, and then abducted. On the night of May 30, his mutilated body was discovered in the Kohro area of Awaran district. Darman Baloch was the primary breadwinner for his family. He was killed by personnel of the Frontier Corps in Jaho, Awaran. This case adds to the growing pattern of "kill and dump" operations in Balochistan, where individuals are forcibly disappeared and later found dumped under violent circumstances. The Baloch Yakjehti Committee (BYC) condemned the killing, stating, "Darman Baloch, son of Rahim Bakhsh, was forcibly disappeared by Pakistani forces. His mutilated body was found in the Kohro area of Awaran district. This is part of the ongoing 'kill and dump' operations targeting Baloch civilians." The BYC has been actively organising protests to raise awareness about the increasing extrajudicial killings and enforced disappearances in Balochistan. They have called for international intervention and held the perpetrators accountable. Human rights organisations have repeatedly raised concerns over what they describe as an escalating pattern of "state-led violence" in Balochistan, where enforced disappearances have become a daily occurrence. Baloch advocacy groups, including the BYC, Paank, and the Baloch Women Forum (BWF), have urged the United Nations, international human rights organisations, and global civil society to take urgent notice of the situation. The killing of Darman Baloch highlights the ongoing human rights violations in Balochistan and the urgent need for international attention and action. Earlier in the day, Paank, the human rights wing of the Baloch National Movement (BNM), strongly condemned the latest wave of extrajudicial killings in Balochistan, holding the Pakistani military establishment responsible for what it termed 'a campaign of state-sponsored terror.'

PETALING JAYA, May 31 — The Football Association of Malaysia (FAM) has stressed that ties between state football associations (FAs) and football clubs (FCs) have never been severed, but instead continue to be strengthened through a more holistic approach to ensure healthier development of football at the state level. FAM president Datuk Mohd Joehari Mohd Ayub said the perception that FAs and FCs operate separately is inaccurate, as most clubs are still owned by the respective FAs, and working relationships remain intact. 'It is sometimes just assumptions made on the ground due to current issues, especially with salary problems. People tend to think there's no working relationship between the FA and FC. 'But that's not true. In reality, most FCs are still under the ownership of FAs, so FAs remain responsible for the well-being of these clubs,' he said after a meeting with top leadership of FAs and FCs at Wisma FAM yesterday. On the engagement session, Joehari expressed confidence that FAM's new approach has been positively received by all stakeholders involved. 'Very good. It has always been positive. That's why, as president, my new approach will involve more frequent meetings between FAs and FCs. 'We ourselves will go down to every state to meet and have dialogues with all of them regularly,' he added. He also said that FAM and the Malaysia Football League (MFL) will continue to work closely and take a more aggressive approach to ensure that club management is carried out in a more structured and responsible manner. 'That's why we're having this meeting today, to ensure the involvement of both FAs and FCs. Together, they can combine efforts to make state football healthier. That is one of the key methods we will employ,' he said. In a separate development, Mohd Joehari praised the outstanding performance of national young talent Muhammad Ubaidullah Shamsul Fazili, who impressed in Malaysia's friendly match against Cape Verde on Tuesday (May 29), proving that local players possess the quality to compete at the international level. 'Ubaidullah was named Man of the Match, which even he didn't expect, and neither did we. I believe the media is well aware of his development, which began during the national project squad when I was the team manager. It's truly a proud moment,' he said. In the match held at the Kuala Lumpur Football Stadium in Cheras, Harimau Malaya displayed strong fighting spirit to hold Cape Verde, the world's 72nd-ranked team, to a 1-1 draw. Listen to article A group of 20 to 30 terrorists affiliated with the Indian-sponsored group Fitna al-Hindustan stormed into the busy market area of Surab, Balochistan on Friday. The attackers targeted soft targets, including banks, markets, and civilians, notably women and children from the local Baloch community, the provincial government's spokesperson said. During the assault, Revenue ADC Hidayatullah Balidi, a resident of Balida and serving in Surab, confronted the terrorists and was martyred in the encounter while defending civilians. Upon the arrival of Frontier Corps (FC) forces, the terrorists fled the scene in panic, abandoning their assault. Local authorities have condemned the attack, terming it a cowardly attempt to challenge the writ of the state and disrupt peace in the region. According to the spokesperson, the terrorists looted a bank in Surab's market and set several government officials' residences on fire. The attack on the ADC's residence was particularly heinous, as women and children were present at the time. The spokesperson emphasised that these militants act on the instructions of their Indian handlers, with no connection to the traditions or values of Balochistan or its people. The state has vowed to thwart all such hostile activities. Security forces, including the FC, police, and Levies, have launched clearance and search operations in the area to apprehend the attackers and restore order. The provincial government has expressed condolences to the family of ADC Balidi, lauding his courage and sacrifice as a shining example of bravery in defence of the homeland.
