Investigation reveals National Police Commissioner Masemola's questionable financial dealings

An investigation reveals that National Police Commissioner Fannie Masemola lives beyond his means. Image: Picture: Siyabulela Duda/GCIS Following allegations that a warrant of arrest was issued against the police national commissioner, Fannie Masemola, it has been established that the country's police boss is living beyond his means. During his media briefing on Thursday, EFF leader Julius Malema revealed that Masemola would be arrested for conspiring with Lieutenant-General Dumisani Khumalo, who was recently arrested for corruption and fraud. An investigation revealed that Masemola spends more than he earns. Masemola, who allegedly received kickbacks related to intelligence property deals, has the monthly installments of R68,388.00 while he earns R58,052.11. His monthly salary is R129,996.87 and his deductions amount to R71,914.76. This is according to an investigation by the founder of Forensics for Justice, Paul O'Sullivan, who also found that Masemola owns five properties. Video Player is loading. The property in Bloemfontein is worth R380,000 and was purchased in 2016. The properties in Pretoria are valued at R165,000 and R1,500,000, respectively. The other one was purchased in 1996 and the other one in 2011. The properties in Pietermaritzburg were bought in 2002 and 2005. The other one is valued at R153,000 and the other one is R445,000. The investigation also revealed that in 2019, Masemola took a personal loan amounting to R200,000.00 from Nedbank and was repaid within seven months. Records indicate that in order to pay off that loan, he took another loan in the amount of R238,000.00. 'Back-to-back loans are generally seen as Red Flags. Subject (Masemola) is shown as being currently 9 months in arrears in revolving credit with Standard Bank. Enquiries should be made with the accounting services of the police to ascertain what debt has been incurred between the government and the subject, which results in substantial deductions from the subject's salary each month,' read the report. Masemola did not respond to calls and messages regarding comments on the allegations. National police spokesperson, Athlenda Mathe, said she cannot comment on Masemola's private affairs and his monthly expenditure. 'But it's a norm that every year, all government officials disclose their assets and other financial interests through the Department of Public Service and Administration (DPSA) financial disclosure system,' she said. DPSA spokesperson Moses Mushi said the financial disclosures made in terms of the Public Administration Management Act, 2014, by the National Commissioner: SAPS, fall within the category of a record held by a public body to which access could only be obtained in terms of PAIA, and in the absence of such a request in terms of PAIA, the sharing of such information will be contrary to the provisions of PAIA. O'Sullivan said he even warned President Cyril Ramaphosa not to appoint Masemola as the national commissioner, saying he was unfit to hold the position. Masemola was appointed in March 2022. O'Sullivan said Masemola's appointment brought the country backwards to a point where he rendered the police service useless. He previously alleged that Masemola and Khumalo received kickbacks from the property deals, which include a boutique hotel in Pretoria North, reportedly purchased for R22.7-million, and a commercial building in Durban, KwaZulu-Natal, valued at R22.8-million. Malema, on Thursday, said the recent briefing held by KZN police commissioner, Lieutenant-General Nhlanhla Mkhwanazi, who blew the whistle about infiltration within law enforcement, caused the postponement of Masemola's alleged arrest. He also alluded to political interference in relation to this matter. 'I do not know why he is not being picked up. It means someone somewhere is playing politics, and they want to undermine, once more, the independence of our justice system,' Malema said. 'Masemola is being arrested for what he did with Khumalo in crime intelligence. He was supposed to be arrested that week when Mkhwanazi had a press conference. 'So, I thought that Mkhwanazi's briefing was a pre-emptive strategy, and perhaps the arrest of Masemola is delayed by that,' Malema said. However, Mathe said the SAPS was not aware of any warrant of arrest against Masemola, adding that questions should be directed to Malema. 'He may be in a better position to respond with more information,' she said. KZN police spokesperson, Robert Netshiunda, said Mkhwanazi is not responding to any issues pertaining to his press conference or related matters. O'Sullivan, who previously also called for the suspension of both Masemola and Mkhanazi, said he was of the opinion that if there could be a warrant of arrest, it should be for both Masemola and Mkhwanazi, adding that they have both been engaged for a considerable time, in criminal activities, and actively support criminals themselves, to wit, the Five Generals and Two Brigadiers, that should have been dismissed already, but are continuing to commit crime whilst in the police.

Sibiya turns to High Court in urgent bid to return to work

Embattled top cop Lieutenant General Shadrack Sibiya has turned to the courts in an urgent bid to return to work. The deputy national police commissioner for crime detection, Sibiya was implicated by KwaZulu-Natal police commissioner Lieutenant General Nhlanhla Mkhwanazi at a press conference in Durban earlier this month, when he made explosive allegations around criminals having captured the country's criminal justice system. A commission of inquiry has since been established to probe Mkhwanazi's claims, and Sibiya as well as Police Minister Senzo Mchunu – who was also implicated – have both been made to step aside in the interim. On Friday, Sibiya launched an urgent application in the Gauteng High Court in Pretoria for an order overturning what he says was a direction from national police commissioner General Fannie Masemola to 'stay at home, pending an investigation' and interdicting Masemola 'from instituting parallel proceedings and action against' him pending the conclusion of the commission.

‘No smear campaigning' — Masemola warns Crime Intelligence management while filling unit vacancies

National Police Commissioner General Fannie Masemola has warned the country's Crime Intelligence management not to get involved in smear campaigns. This comes following the exposure of irrefutable factions in the police and accusations of widespread criminality in law enforcement. South Africa's ceaselessly controversial Crime Intelligence unit has been given a warning and a shake-up. At the same time, it appears that National Police Commissioner Fannie Masemola has taken a stand against Police Minister Senzo Mchunu. Mchunu was recently accused, among other things, of being in cahoots with Gauteng attempted murder plot accused Vusi 'Cat' Matlala, as well as issuing a directive, on 31 December 2024, to freeze the filling of Crime Intelligence vacancies. He has denied knowing Matlala, whose name has cropped up in other dubious matters, one involving a R360-million police tender that has since been terminated. They face several charges including attempted murder. #KayaNews #CatMatlala TT — Kaya News (@KayaNews) July 11, 2025 On Friday, 11 July 2025, Matlala and three other accused appeared in the Alexandra Magistrate's Court on charges relating to an attempted murder in 2023 in Gauteng. The case was reportedly postponed to next month. It adds yet another dimension to the developing policing scandal that is becoming one of the biggest ever to rock South Africa's law enforcement arena. President Cyril Ramaphosa is expected to address the country on this on Sunday, 13 July 2025. This week there were several developments in the scandal. 'Refrain from smear campaigns' On Thursday, 10 July, Masemola announced that vacant senior Crime Intelligence posts were being filled in an acting capacity. This implies that he has now reversed the freezing of positions that Mchunu allegedly ordered at the end of last year. The South African Police Service (SAPS) issued a statement about this on Thursday, saying that Masemola had also addressed Crime Intelligence officers. 'The work of [Crime Intelligence] is fundamental in proactively identifying threats, disrupting criminal networks, and safeguarding our nation,' the statement said. 'The national commissioner emphasised the importance of unity and issued a stern directive to all managers to refrain from any involvement in smear campaigns or activities that damage the integrity and morale of the organisation.' This warning suggests that Masemola believes that smear campaigns have previously destabilised the unit — the SAPS warned of this in Parliament earlier this year. Masemola on Thursday said: 'The stability within the Crime Intelligence environment is non-negotiable for maintaining broader national stability.' During his meeting with Crime Intelligence managers, Masemola also introduced them to their acting national boss, Major-General Solomon Makgato, whose appointment was announced earlier this week. 'Targeted for cleaning up' Makgato takes over from Dumisani Khumalo, who was arrested at the end of June along with six colleagues over allegations of an irregular appointment in Crime Intelligence. They have denied the accusations. Daily Maverick previously reported that about four months before Khumalo and his colleagues were arrested, the SAPS had warned Parliament that he was being targeted because he was cleaning up the unit, which has a history involving corruption accusations. This alleged targeting was in the form of accusations, spread via the media and social media, that Khumalo was appointing people aligned with him. That is roughly what he was arrested for at the end of June. Last week, on Sunday, 6 July, KwaZulu-Natal Police Commissioner Lieutenant-General Nhlanhla Mkhwanazi also made a series of exceptionally serious allegations about Crime Intelligence and broader policing during a press conference. The accusations that Police Minister Mchunu now faces also stem from Mkhwanazi. Masemola, meanwhile, based on his actions and statements this week, appears to back Mkhwanazi. During his press conference about a week ago, Mkhwanazi inferred that the Crime Intelligence unit may have been intentionally imploded. He therefore implied that the arrests of Khumalo and his six colleagues may not have been the result of clean policing. According to Mkhwanazi, in the run-up to the arrests, Crime Intelligence members released classified documents to a Member of Parliament who registered a criminal case based on those in Gauteng. The MP, Mkhwanazi alleged, also asked Mchunu to assign 'someone else' to the dockets, which ended up with the Investigating Directorate Against Corruption (Idac). Idac had indeed carried out the arrests of Khumalo and his six colleagues. This week, Idac told Daily Maverick it would not yet respond to Mkhwanazi's allegations. 'Whistleblower worries, a cartel and guns' Following the Crime Intelligence arrests, there had been public calls for the suspension of Khumalo and his colleagues. Of this, Mkhwanazi had alleged: 'It's a call that is putting more pressure to make sure that Crime Intelligence is handed over to the criminal syndicate. 'That's what it's about.' He had also spoken about individuals styling themselves as whistleblowers when their intention was perhaps to make certain individuals look bad. Some of the other highly concerning accusations Mkhwanazi made included that there is a high-level criminal syndicate operating in this country and that it extends into the SAPS, the Police Ministry, Parliament, official prison structures, the judiciary and other law-enforcing authorities. He alleged that a drug cartel, headquartered in Gauteng, ultimately controlled this syndicate. Mkhwanazi made various other claims. They included that firearms used in a 2024 Gauteng murder were linked to previous cases in which high-profile individuals had been targeted in that province. He said the suspects in those cases were known, and honest prosecutors needed to step up and ensure that arrests were carried out. 'Damaging claims' South Africa's judiciary on Thursday reacted to Mkhwanazi. 'He alleged collusion, amongst others, between the judiciary and criminals,' a statement read. 'Such claims, made without substantiation, are extremely damaging to public confidence in the independence and integrity of our courts — a fundamental pillar of our constitutional democracy.' Mkhwanazi and Masemola were called on to lodge formal complaints with the Judicial Service Commission and the Magistrates Commission. Chief Justice Mandisa Maya said the judiciary was committed to accountability and upholding the law. 'If any person, including Lieutenant-General Mkhwanazi, has credible evidence of unlawful or unethical conduct committed by a member of the judiciary, they are urged to report such matters to the legally mandated structures of the state,' she said. 'Unsubstantiated allegations, however, regrettably undermine the administration of justice and weaken public trust in our institutions, which are essential to upholding our constitutional democracy.' VANDERBIJLPARK – A total of 12 499 firearms were destroyed at the Firearm Destruction at Cape Gate Steel in Vanderbijlpark on July 9. National police commissioner Gen Fannie Masemola officiated the event. With this year's earlier destruction of 16 049 firearms, the total number of firearms and parts destroyed by police over the past five years sits at 291 993. Speaking during the pre-presser, Masemola said each one [firearm] represents a potential life saved, a family spared from grief, and a community fortified against chaos. 'These are firearms that once filled terror in our society. This act is not just symbolic, it's a strategic blow against the crime that threatened the safety of our people,' he said. 'The destruction of weapons that once fuelled terror, now reduced to scrap, is not symbolic; it is a strategic blow against the violence that threatens our nation's soul,' he added. Masemola said Gauteng brought the majority of firearms. 'With the firearms that we are destroying today, Gauteng brought in the majority of firearms with 5 099, followed by Western Cape with 2333, KZN with 1574, the Eastern Cape with 1432 firearms, and 460 from the Free State. Limpopo brought in 343, and Mpumalanga contributed 519 each of these firearms while North West contributed 417 and Northern Cape 322,' he said. According to Masemola, firearms remain the most preferred weapon used in serious and violent crime, and that's why it's important to ensure authorities remove them permanently from the streets. 'Through operation Shanela, we are seizing no less than 100 firearms per week. In the last seven days, 106 firearms were seized. We remain resolute and focused on our targeted operations to completely remove these firearms from the hands of community's especially young people,' he concluded.
