Reynolds signs classroom cell phone ban into law

DES MOINES, Iowa — Iowa Governor Kim Reynolds held a bill signing event at the Capitol Wednesday for legislation that restricts cell phone use in Iowa classrooms during instructional time. Restricting cell phone use in classrooms was a priority for Gov. Reynolds this legislative session. In her Condition of the State Address, Reynolds spoke about how educators told her their concerns about smartphones causing distractions in classrooms. 'That's why I'm proposing legislation that requires schools keep instructional time free from digital distractions, at a minimum,' said Reynolds in her address. 'Of course, there will be common sense exemptions, like during an emergency. But the evidence is in and it's time to act.' Iowa lawmakers change 'bullying' definition for schools The final version of the legislation, signed by the Governor, directs the Iowa Department of Education to develop model policies governing student use of personal electronic devices and distribute them to school districts, accredited nonpublic schools, charter schools and innovation zone schools. Local school boards will ultimately adopt their own policies, but they must meet many requirements set by the state that restrict the use of electronic devices during classroom instructional time. They include setting up policies for how electronic devices will be securely stored during class, how parents and students can communicate during emergency situations, and specifying disciplinary actions for students' use of electronic devices that violate the policy. At Wednesday's bill signing, Gov. Reynolds said, 'The data tells a concerning story. Gen Z spends six hours a day on their phones, and that's nearly 40% of their awake time. And according to the Pew Research Center, 72% of U.S. high school teachers say that cell phone distraction for students is a major problem in the classroom.' Ottumwa Schools were one of the districts that were ahead of the legislation and eliminated cell phones entirely during the school day this past year. Superintendent Mike McCorry spoke about the results at the bill signing, saying they far exceeded expectations. 'They were truly profound and just remarkable. We also, by eliminating those learning distractions for our students, it allowed the following three things. Allowed first, for our students to refocus on their learning, focus on their mental health. And also, and this is so important, building meaningful face-to-face relationships with each other,' said McCorry. School districts must have their policies in place by July 1st, 2025. Iowa Board of Regents member discusses UI's center for intellectual freedom

DES MOINES, Iowa — Iowa Republican lawmakers sent a bill off to the governor's desk that would establish a center for intellectual freedom at the University of Iowa. The bill would have the center offer a course in American history and civil government, offer university wide programming on free speech values, civil discourse, etc. The center in Iowa City will act as a hub for the two other state regent schools, Iowa State University and University of Northern Iowa, where similar centers exist. Senate Democrats argued last week that the center is redundant because the campus already offers similar courses to what would be required. Some senators argued that the state's constitution already protects freedom of expression. The bill also creates an advisory council that the Iowa Board of Regents will oversee. There will be a minimum of nine members on the council, and will consist of only one person from the University of Iowa, and potentially board of regent members, former state politicians or leaders in the private sector. The Iowa Board of Regents will approve those members on the council, that will in turn search and appoint a director for the center. One member on the board told WHO 13 News why she believes this center is needed. Bicyclist hospitalized after being hit by truck in Des Moines 'There is a very strong feeling that the University of Iowa is way more left leaning, and this was a way to bring some balance to it. And I know that there are people on the left hand side that will not appreciate that, but you have people on the right side that are thinking, you know, we need to have an opportunity for freedom of speech,' said Christine Hensley, Iowa Board of Regents 'And we need to ensure that American history and civics and, you know, how government works is all part of the curriculum.' Hensley said that members of the Iowa Board of Regents, lawmakers and University of Iowa faculty have been talking about how implementation would work for the center since last fall. These conversations stemmed from members of the board wanting some type of conservative curriculum implemented. Hensley added that at first it will be a learning process to see what is needed funding wise, and whether state appropriations will be enough to operate on a yearly basis. She floated the idea of naming rights and other opportunities for private dollars to be invested into the center. The work for the Iowa Board of Regents starts when the bill is signed into law by Iowa Governor Kim Reynolds.
