Federal Court dismisses habeas corpus appeal by GISB Holdings CEO, wife

PUTRAJAYA: The Federal Court has dismissed the habeas corpus appeal filed by GISB Holdings Sdn Bhd (GISBH) CEO Nasiruddin Mohd Ali and his wife, Azura Md Yusof. The two had filed an appeal challenging their detention under the Security Offences (Special Measures) Act 2012 (Sosma). The three-judge panel chaired by Chief Justice Tun Tengku Maimun Tuan Mat, decided on Thursday (May 15) that the application by Nasiruddin, 66, and Azura, 58, lacked merit. In the unanimous decision, she and Justices Datuk Abu Bakar Jais and Datuk Vazeer Alam Mydin Meera said the court rejected their appeal. "This appeal lacks merit, the application is dismissed, and the decision of the High Court is upheld," she said. Nasiruddin and Azura filed the habeas corpus application naming the Home Minister, the Inspector-General of Police, the Public Prosecutor, the Director of Selangor State and Kuala Lumpur Prisons, and the Government of Malaysia as respondents. Previously, on Jan 14, the Johor Bahru High Court dismissed the couple's habeas corpus application. Judge Datuk Abu Bakar Katar stated that when the Notice of Motion for the habeas corpus application was filed on Oct 24 last year, the applicants were not under Sosma detention. He stated that the applicants were under a valid Detention Warrant issued by the Selayang Sessions Court. For the record, the Shah Alam High Court granted eight female defendants, including Azura bail. All eight were charged with being members of a criminal group. However, Nasiruddin and 12 other applicants on the same charge were not granted bail. Last October, Nasiruddin, Azura, and 19 others were charged at the Selayang Sessions Court, but no pleas were recorded from all the accused after the charges were read out, as the case falls under the jurisdiction of the High Court. According to the charges read separately, they were found to be members of an organised criminal group, Global Ikhwan Services and Business Holdings (GISBH), at a location on Jalan Desa, in Bandar Country Homes, Rawang, between October 2020 and 11 September 2024. The charges were filed under Section 130V(1) of the Penal Code, which carries a minimum prison sentence of five years and a maximum of 20 years if convicted.

Apex court rejects habeas corpus bid by GISBH CEO, wife

GISBH CEO Nasiruddin Ali is accused with 20 others of being a member of an organised crime group between October 2020 and Sept 11, 2024. (Bernama pic) PETALING JAYA : The Federal Court today rejected a habeas corpus application by Global Ikhwan Services and Business Holdings (GISBH) CEO Nasiruddin Ali and his wife Azura Yusof. They had sought to challenge their detention under the Security Offences (Special Measures) Act 2012 (Sosma) after being charged with being members of an organised criminal group. Sinar Harian reported that a panel of three judges chaired by Chief Justice Tengku Maimun Tuan Mat made the unanimous ruling after finding that the application had no merit. 'The High Court's decision is maintained,' said Tengku Maimun, who sat with Justices Abu Bakar Jais and Vazeer Alam Mydin Meera. This means that Nasiruddin will remain in detention at Sungai Buloh prison. Azura meanwhile was previously released on bail by the Shah Alam High Court. In their application, the couple had named the home minister, inspector-general of police, public prosecutor, Selangor and Kuala Lumpur prisons director, and the government as respondents. The Johor Bahru High Court rejected their habeas corpus appeal on Jan 14, with Justice Abu Bakar Katar saying the two were under a legal detention warrant issued by the Selayang sessions court and not under Sosma. In October last year, Nasiruddin, Azura and 19 others were charged at the Selayang sessions court with being members of an organised crime group at a premises in Bandar Country Homes, Rawang, between October 2020 and Sept 11, 2024. They were charged under Section 130V(1) of the Penal Code, which carries a prison sentence of five to 20 years upon conviction. The case was later transferred to the Shah Alam High Court for trial.

MAIS denies viral claim on Insan Rabbani tajwid focus

SHAH ALAM: The Selangor Islamic Religious Council (MAIS) has denied viral claims on social media alleging that its faith rehabilitation programme for former members of GISB Holdings Sdn Bhd (GISBH) focuses solely on the study of tajwid (Qur'anic pronunciation rules). MAIS secretary Dr Ahmad Shahir Makhtar said the Insan Rabbani programme, introduced to rehabilitate the beliefs (akidah) of former GISBH members, was approved on Feb 4. 2025, as aligned with the fatwa gazetted on Oct 16, 2024, which ruled that the beliefs, teachings, and practices of GISBH and its network deviate from true Islamic teachings. He said the programme is part of MAIS' broader efforts to restore the Islamic faith of former members, conducted in collaboration with the Selangor Islamic Religious Department (JAIS), and runs from Feb 15 to to August 2025. 'The Insan Rabbani programme is held every Sunday in 24 sessions, each lasting four hours, at four locations: Sekolah Rendah Agama (SRA) Country Homes in Rawang; Sultan Abdul Aziz Shah Mosque in Shah Alam; SRA Sijangkang in Kuala Langat; and SRA Sungai Kantan in Kajang. A total of 51 certified teachers are involved in delivering the modules,' he said in a statement today. Ahmad Shahir added that the programme follows the Istitabah Module, approved by MAIS in 2013, and includes key areas of Islamic education such as Qur'anic studies, akidah (faith), tasawuf (spiritual purification), and fikah (Islamic jurisprudence) tailored for adult participants. Regarding Qur'anic studies, he said participants learn not just tajwid, but also deepen their understanding of the Qur'an to improve their recitation and comprehension. 'The akidah module covers the foundations of Islamic belief, including the correct understanding of the attributes of Allah SWT, the role of prophets, and related concepts,' he said. The tasawuf component, he added, focuses on purifying the heart and cultivating good character traits, while the fikah module teaches practical religious rulings, especially on prayer, based on the Shafi'i school of thought. For children of former GISBH members, MAIS uses the JAIS Pendidikan Insani (Holistic Education) Module. This module aims to nurture children's personality and potential in a comprehensive and integrated way, guided by divine revelation and the teachings of Prophet Muhammad SAW. It covers areas such as akidah (faith), ibadah (acts of worship), and akhlak (morality). 'Therefore, the claim circulating on social media that the rehabilitation programme only focuses on tajwid is inaccurate and misleading,' Ahmad Shahir said. Previously, the media reported that a total of 2,474 former GISBH members, including 1,410 children, are taking part in the insan Rabbani programme, which began on Feb 15 and continues until August, involving several phases of rehabilitation.

2,474 former GISBH members join MAIS' Insan Rabbani rehabilitation programme

SHAH ALAM: A total of 2,474 former members of GISB Holdings Sdn Bhd (GISBH) have participated in the Insan Rabbani Programme, a rehabilitation initiative by the Selangor Islamic Religious Council (MAIS). In a statement today, MAIS said that of the total participants, 1,064 were adults and 1,410 were children. The programme began on Feb 15 and will continue until August 2025. The Insan Rabbani Programme is among MAIS's ongoing rehabilitation efforts, focusing on restoring the faith (akidah) of former GISBH members, in collaboration with the Selangor Islamic Religious Department (JAIS). 'The programme consists of a rehabilitation phase followed by a strengthening and consolidation phase, each lasting six months. 'This will be followed by a post-rehabilitation phase, which includes monitoring and support services,' MAIS said. The state religious body also implemented a Faith Rehabilitation Programme specifically for children associated with GISBH from September to December last year. 'MAIS collaborated with the National Security Council to organise a Voluntary Rehabilitation Programme for GISBH members. The programme involved seven participants from Selangor and 11 from Johor, and was held from Nov 7, 2024, to Feb 4, 2025,' the statement added.
