B.C. nurses union says 'toleration of violence' in health-care system must end

The union representing B.C. nurses says the 'toleration of violence' in the province's health-care system needs to end after a nurse was repeatedly stabbed outside Vancouver General Hospital while walking to her car on Monday night. Adriane Gear, president of the B.C. Nurses' Union, said there has been little transparency shown by Vancouver Coastal Health with staff about the circumstances of the attack, including whether the suspect has been apprehended, and what is being done to ensure employees are protected. 'People are learning about this through the media. So you know, that in itself, is problematic,' said Gear on Wednesday. Start your day with a roundup of B.C.-focused news and opinion. 'Apparently there has not been any formal communication to staff in terms of: was this a targeted situation? Is this a random act of violence? What steps have we taken? Can people ensure that they have a security escort when they go to their car? There's just nothing.' Police say a 911 call was placed just after 7 p.m. Monday night and officers arrived at the scene to find a woman in her 40s dealing with serious but non-life threatening injuries. She was attacked by someone wearing a mask and hood while walking to her car in a parkade. Health Minister Josie Osborne was asked about the attack at an unrelated press conference on Wednesday and responded by falling back on the government's efforts to hire so-called 'relational security officers' and use AI for detection of weapons. Osborne said that the government has hired 781 of these officers over the last three years. The government has said these officers are trained to defuse threatening situations through 'trauma-informed' approaches, can handcuff individuals if necessary and require advanced security training. 'We've worked together with the B.C. Nurses' Union to identify the highest risk sites and to ensure that they have coverage,' she said. 'I think we all agree that it's not a good place to have to be, that we even have to have that conversation, but we take this so seriously. We know that there are steps that we have to take. So we'll continue to hear from workers, from patients and others about the concerns they have and the actions that we can continue to take and do just that.' Vancouver Coastal Health did not respond to a question from Postmedia about the nurses' union's concerns in time for publication. Gear said the hiring of relational security officers is a good start but much more needs to be done to protect workers, including the full implementation of agreed upon nurse-to-patient ratios and better communication between health authorities on which patients may be violent. She said the risk of violence also needs to be properly communicated to health-care workers and that health authorities should be more transparent around injury rates. 'Our current provincial violence prevention curriculum, it needs an overhaul, and it is a requirement for employers to provide this education, and yet there is no accountability or transparency in terms of which health employers are actually meeting the mark and complying with that regulation,' said Gear. 'The other thing that we're seeing is that, again, under the like the WorkSafe regulation, the employer has a responsibility to ensure that the risk of violence is communicated to all workers that could come into contact with a patient, and we know that that isn't happening, and there is a system in place, but it's not effective.' Elenore Sturko, Conservative public safety critic, said that even the hiring of the relational security officers hasn't done much to address safety concerns facing health-care workers, pointing out that Public Safety Minister Garry Begg admitted this spring that the officers aren't trained to deal with violent situations. She said they are instead simply provided training on how to use handcuffs and how to lock the hospital down if somebody threatens to attack employees or patients. 'I think relational security officers have a role to play in safety in hospitals, but I think that in high-risk areas, we need to consider individuals with a higher level of training and certification to deal with those higher risks and to be a deterrent,' said Sturko. The MLA, and former RCMP officer, said the government could either hire peace officers trained to deal with violent situations or even contract police to staff certain facilities. She said that such a contract would be expensive but might be necessary to stop the flood of healthcare workers leaving the system after facing violence in the workplace. Osborne did not answer questions about whether her ministry is looking at placing police in hospitals or hiring peace officers and defended the qualifications of relational security officers. 'They have specialized training to be able to use their verbal skills, personal skills, to help de-escalate situations. But if needed, they do carry handcuffs,' said the minister, explaining that the vast majority of incidents are able to be resolved peacefully. 'Of course, in certain situations, we know that anybody will call 911, or call the RCMP for an assist.'
